    IRCCS version 1, and later, is an internet relay chat control
    system, allowing typical users of that chat system to take better
    control of their channels, offer ranks for trusted members, game
    points for players and allows for users to protect, or restrict,
    the ussage of their selected nickname.  One of the features in this
    package is for use by IRC Operators and is designed to make their job
    easier.  This Operator feature can be configured by the administrator
    to add ranks, change ranks on features and commands and even add
    dynamic links to any server running the syster software IRCOLCS, or
    VocalChunk for short, for those whos IP changes over time.
