Syntax:

format drive: [/q] [/s] [/u] [/v:volumelabel]

/q Quick format--Creates a file system on the drive and saves the
old file system on a drive mirror for possible recovery via
UNFORMAT. The drive mirror is currently incompatible with
              MS-DOS's unformat command.

/u Unconditional format--Writes to every sector on the drive.
An unconditional format writes over any data on the disk.

/v Adds a volume label to the drive after the format is complete.

/s Writes the system files to the disk.
