A party to celebrate the 100th anniversary of Wuhan University is being
prepared by a group of WuDa alumni in the Chicago area. The party is
scheduled at 2:00 PM through 6:00 PM, 9/18 (Saturday) at Argonne Park
outside Argonne National Laboratory on South Cass Ave, about one mile from
I-55. Proposed activities include men's chorus, introduction to WuDa's
past and current events, and a pot-luck picnic (barbecue facilities to be

[Chinese Community Forum, 09/01/93] Dongsheng Zhou, president of CSSA at
Oregon State University, writes to presidents of Chinese Students and
Scholars Organizations across the United States, proposing to form a
CSSOs' Presidents' Net. The idea was first inspired by the project which Mr.
Xushan Fang, president from Texas A&M University, coordinated about 20 days
ago, says Zhou in the letter. The proposed net is to enhance communications
among presidents, to exchange idea to better serve the CSS community, and to
help establish communications with the Chinese government. Interested people

[China-Net <CHINA-NT@UGA.BITNET>] China-Net has become a moderated net since
September 1, 1993, according to the China-Net Management Committee's
announcement. The new China-Net distributes a newly launched net-journal,
the Chinese Community Forum (CCF), which compiles and edits the discussions
and debates on the affairs related to the Chinese community, and other
information and discussion that are related to CSS organizations' activities
or relevant to coordinated activities of Chinese community overseas.

China-Net is open for subscription. Please send your contributions to the
CCF at: net-cord@lab.ultra.nyu.edu. CSS organizations still have direct

It is on the initiative of some Chinese professionals at Stanford University
who conferred with Mr. Ru Xin, Vice President of the Chinese Academy of
Social Sciences (Zhongguo Shehui Kexue Yuan), during his recent visit in San
Francisco that US-China Humanities and Social Sciences Association
(Mei-Zhong Renwen Shehui Kexue Xiehui) pronounces its founding in the
United States.

US-China Humanities and Social Sciences Association is a non-profit
organization aiming at promotion of higher and wider academic exchanges
among humanities and social sciences professionals both in the United States
and in China (including Taiwan and Hong Kong).  Not only will it devote to
making the Chinese culture stand out as a unique excellence, but it will
also work on the merging of Chinese culture with the global ones.

The Association will provide its members in the US and China with the most
up-to-date information through all kinds of means and channels, including
the mass media.  In addition to academic exchanges, the Associatin will
introduce to China the most recent developments of the Western humanities
and social sciences.  Meanwhile, it will introduce Chinese culture to the
general public in the US, and Western culture to the general public in China.

At the initial stage of its establishment, the Association need your active
participation and hard work.  We invite all the humanities and social
sciences professionals who share the common interest and ambition to

3. Chinese-American Society of Electronics and
   Information Technology (CASEIT) Inaugurated .......................... 23

The Inauguration of CASEIT was held at Sheraton Hotel, Flushing, New York.
Over 150 people attended the event. Among the guests were the Deputy Consul
General of Consulate General of PRC Mr. Wu Hongqiao, Polytechnic University
President Dr. George Bugliarello, IBM Applications Solution Institute
Director Dr. Ifay F. Chang and Some CEO's and chairmen of Chinese-related
Companies.

Dr. George Bugliarello, the president of Polytechnic University, gave a
half-an hour keynote speech, entitled as "Technology Transfer". It was a
wonderful speech and was immediately followed by a brief discussion on
"Technology Transfer or Transformation". Many requests from audience were
copying his transparency. Dr. George Bugliarello was very glad to be invited
as the society's honorary member.

The 1st council members were elected at the meeting. It consists of 13
members, of which 4 are women. The president and the vice presidents are
to be determined according to the bylaw of the society at the 1st council
meeting and will report to the society members.

There are American members and members from Taiwan, yet the newly elected
council is looking forward to having more people join the society. Please

The Second Annual Convention of Chinese Association for Science and
Technology (CAST) was convened on Aug 29, 1993, at the Marriott Marquis
Hotel in New York City.

CAST was founded last year.  It was mainly initiated by a group Chinese
professional around the New York metro area.  It now as about 1,000 members
from over 20 states and branches in some specialty areas.

Nobel Laureate Professor C.N. Yang was among the honored guest speakers at
the convention.  As many of his lectures, the speech of C.N. Yang was
thought-provoking.  He recalled the history of scientific and technological
development in China since ancient time and its painstaking path to catch
the pace of the world in the modern time.  He predicted that by next century,
China would regain the forefront position in science and technology. Three
Chinese officials and some guests from other Chinese organizations were also
among the guest speakers and gave congratulations to CAST.

Four parallel sessions of seminars were offered from 3pm to 5:30pm:
Bioscience-pharmaceutical, electrical engineering-communication, chemistry-
material sciences, and economic and financial problems in China.

Dr. Zhang, Qiu was elected as the new President of CAST.

5. LADs-Net Calls Attention for Immigration Visa Issue .................. 60

(LADs = Late-Arriving Dependents of CSPA principals)

As stated in INS wire #5, carried by CD-US on August 28, those undocumented
Chinese nationals who previously were not eligible to apply for permanent
residency per CSPA, are allowed to apply.  The criterion of the eligibility
is, those undocumented Chinese nationals must come before April 11, 1990,
obtain Advance Parole and reenter the U.S. While this new decision reflects
the humanitarian spirit of CSPA and Executive Order 12711,  this new policy
change, however, will cause serious backlog in China's normal immigration
channels if there is no appropriate follow up changes in the implementation
of CSPA.

As we all know now, while CSPA principals are subject to worldwide quota,
their LADs, are subject to the China's quotas.  As surveyed by IFCSS HQ,
there are approximately 10,000 LADs whose principals are documented. All of
these LADs, will have to use China's EB-3 and FB-2 quotas per INA, and will
probably cause four years backlog in these two categories.

The new policy change of INS, will push the backlogs even further. While
the undocumented Chinese Nationals are also subject to worldwide quota,
their LADs, will be added to the existing pool of those whose principals
are documented. While the number of this group of LADs is unpredictable,
it is plausible that the number is at least comparable to those estimated by
IFCSS HQ, e.g., around 10,000. The anticipated long waiting period for all of
those Chinese nationals who will use China's normal immigration channels is
almost unbearable. The immediately impact on the CSS community is, most new
comer fellow students will be excluded from EB-3, and those who have or will
have dependents in China will have to wait for more years to do so.

Based on the above assessment, we, the lads-net committee, are calling
signatures to support our petition campaign to push those LADs in to the
world-wide quota. Our goals are very simple:

1) Speed up CSPA LADs processing.
2) Save China's quota for general CSS and Chinese Community public.
3) Solve the other lads problems such as lads in China, DED, 90 day-rule, etc.
