PLEASE DO NOT GET FRUSTRATED! I have been hearing from Congressional staffers that the increase in letters and calls against the immigration and welfare bills have been making an influence. I will do my best to keep everyone updated. KEEP UP THE GREAT WORK!! S.1394 -- Immigration Reform Act of 1995 On Friday, November 3, Senator Alan Simpson (R-WY), introduced his legal immigration bill, S.1394. The bill is very similar to HR 2202, which passed out of the House Judiciary Committee in October. Mark-up of S.1394 will start on November 29th. It is of utmost importance that the following actions be taken: Write to the Immigration Subcommittee members protesting the bill (sample letter attached) Write to your Senator, alerting them to the bill (sample letter attached) Please provide personal stories when writing the letters. HR 2202 -- Immigration in the National Interest Act of 1995 As previously mentioned, HR 2202 was passed out of the House Judiciary committee in October. The bill probably will not reach the House floor for a vote until next year. In the meantime, the strategy is to persuade the House Republican leadership to split the bill (between legal and illegal). Please contact: Newt Gingrich (Speaker of the House), Dick Armey (Majority Leader), and Tom DeLay (Majority Whip). A sample letter is attached. Also, members of Congress will be going back to their districts during the Thanksgiving holiday. Welfare Reform Updates .............................................. 41 The conference committee on H.R, 4, the welfare reform bill, is preparing to send the bill for votes by both the entire Senate and the entire House as early as TODAY. Included is an analysis of the draft provisions as of Tuesday, November 14th. We still do not know if this welfare bill will be included in the budget reconciliation bill that will be voted on this week or whether it will be voted on as an independent bill. Highlights of the conference committee provisions: * Noncitizens currently receiving SSI and Food Stamps would lose their SSI and Food Stamps in January 1997; those noncitizens applying for SSI and Food Stamps after the bill passes would be disqualified until citizenship or forty qualifying Social Security quarters (the only exceptions are for refugees for first five years and veterans; those over 75, too disable to become U.S. citizens or victims of domestic violence will be disqualified) * Noncitizens currently receiving Medicaid, AFDC and Title XX may be disqualified (at state option) * Entering noncitizens (except refugees and veterans) will be disqualified from almost all federal means-tested programs for at least five years and then until citizenship or forty qualifying work quarters; programs include Medicaid, AFDC, Title XX, public/community migrant health, child care, senior nutrition, public housing and legal services * Undocumented immigrants and nonimmigrants will be disqualified from all federal programs except some emergency services * Verification of immigration status will be required for all federal programs (except the emergency services) PLEASE MAKE FOUR PHONE CALLS TODAY - one to each of your Senators, one to your Representative and one to the White House - and share this Action Alert with others who might respond. Two mails From netters ............................................... 30 Hi, there: >From what I learned in a casual conversation with a faculty member, we are not acting alone against recent immigration bill. The university officials already took actions, because of the pressure from the faculties who want to use cheaper laborers. Chancellor David Ward sent a strong letter to the Labor Department, asking to remove the regulations on H visa and he also sent someone to Washington to lobby against Simpson's bill, according to the rumor. One senior visiting speaker to our department told us that when he recently tried to extended J-1 visas for his postdoc, they were all rejected. It is very uncommon in his lab. Obviously, INS tightened the belt. Currently several university administrators have contacted with ACCA for more information and cooperation - the Simpson's bill will put their institute in a harms way since one third of our faculties are foreign born and started their careers just as F-1/J-1/whatsoever_visa holders here in the States. ACCA has accumulated related information in our Info-center so please do use our archives. As per Baonian's request, we have checked the spelling of Senator Feinstein's name. The original document was correct. The misspelling could be caused through the network transmission. In anycase, we do appreciate the help and the correction about the e-mail address. One netter pointed out that the correct FAX number for Arlen Specter (R-PA), are 202-224-4254 (O), 202-228-1229 (F), 530 HSOB. We were right according to our NR27, but was wrong in NR28. However, we DO encourage our readers to write to the Congress to express their opinions on the Simpson Bill. _From: Xiaodong *** To: Senator@simpson.senate.gov Subject: Re: Rule: Re: No to s1394 Thanks for your response on the s1394. According to your letter the bill is proposed on the basis of certain polls and you believe what you proposed reflect the opinion of the mejority and eventually will protect the benefits of American workers. Certainly it is a lofty job to do for a senetor, but what you did in the bill turns out to be in the opposite direction, here are my reasons: 1. Do the results of the polls show that American people believe the legal immigration should be reduced in your way? As a leader of the nation, do you make your decisions based on certain polls conducted under various conditions for different purposes instead of careful analysis and insight for the long-term benefit of the country? The Germans chosed Nazi, so it was right to kill Jewish people? 2. You think by doing what you proposed the American workers will face less competition. That perhaps is true. But it is childish to think that you can let the country face less competition. What is proposed will make America less competitive, and that in turn will result in less jobs and lower pay. You simpl y choose the wrong direction. 3. By forcing new graduates out of job market you think that will give an edge to American youngsters, even they are less qualified. You simply go against business. You want to manipulate the job market in a very stupid way. Have you ever done any study on in which part of job market American younsters are facing competition from foreigners? You will be surprized if you want to do a little bit reseach. I am in UC Berkeley. 95+% foreign students are in graduate school, and in case they are going to apply for a "hot" major, they have to be tremendously better since the professors have to pay more than double money to hire a foreigner. That is why almost all foreigners are in majors having few job opportunities, like physics. They hire foreigners not because they favor them, but because no enough qualified American candidates. If you really want to demolish American science, this is a good try. You can do it even better by extending this bill back 30 years, 'cause a third faculties at least have to leave, too. I have always been skeptical about reasoning with politicians, since I think they do not care reason. Your response gave me a surprise, to be frank. I hope I am not proven to be childish this time for writing these words and I want make sure you know nothing I said is personal.
