Wong, who worked for the Wall Street Journal before joining the Tribune, was dismissed and escorted out of the Tribune offices two weeks ago. Former California Governor Jerry Brown joined Monday's demonstration to show support for Wong. "We are telling the Oakland Tribune: Wake up! Legal Immigration Bill Advances in Senate ............................ 82 ---------------------------------------------------------------------------- Source: soc.culture.china, Apr 4, 1996; Forwarded by: Bo XIONG ACLU (American Civil Liberty Union) update on immigration legislation *Legal Immigration Bill Advances in Senate* Reversing course, the Senate Judiciary Committee approved legislation on Thursday that would slightly increase the number of foreign-born relatives who can be brought into the country by American citizens and legal residents in the next decade, The New York Times reports. The committee's 13 to 4 vote came on the heels of a new report released by the Immigration and Naturalization Service showing that the number of legal immigrants had fallen by more than 20 percent during the last two years. According to the report, the number of legal immigrants fell from 720,461 from 904,292 -- the largest two-year drop in legal immigration since the 1930's. Supporters of legal immigration have argued that reduction in legal immigration would hurt American businesses, keep families apart, and violate the country's immigrant heritage. The Senate bill approved Thursday wil become the main legislative vehicle this year for changes in legal immigration, as the House dropped most provisions dealing with legal immigrants last week. (The Senate Judiciary this month decided to address legal and illegal immigration in separate bills.) The ACLU has warned that both immigration bills, as written, would threaten the civil liberties of U.S. citizens and residents alike. The House last week approved an illegal immigration bill that would denying public education to the children of undocumented immigrants, establish an intrusive national computer registry, expand the government's wiretapping powers. In addition, the ACLU warns, the House immigration bill would allow American residents to be deported based on secret evidence, and -- in a throwback to McCarthy-era blacklisting -- allow the government to brand any group as "terrorists" and expel its members based on association. The full Senate is expected to consider both the legal and illegal immigration bills during the week of April 15. As you are aware the Senate Judiciary Committee March 15 voted to split the Simpson bill (S. 269/1394) so that the committee will mark-up and vote on separate bills dealing with undocumented and legal immigration. The Committee has been adopting amendments to the original S. 269, dealing with undocumented migration. The U.S. Senate will break for 2 weeks. Following the break, the full Senate will work on immigration reform April 15,16, and 17. This is the last opportunity to make your views known to your Senators before they vote on immigration legislation. This will not be a theoretical discussion of "sustainable development" nor a technical argument about dam heights or sediment sizes, but rather a look at critical issues affecting us all -- growth in energy demand, especially in developing countries; preservation of ecological and natural systems; water scarcity, especially conflicting needs for irrigation water and urban development; hydro-electric power as a bridge to a solar/wind transition; societies expenditure of billions of dollars on huge dam construction projects, siphoning off capital from other essential development efforts; human resettlement, citizen participation in decision-making. Big dams serve multiple purposes. For example, the Three Gorges Dam, now under construction on the Yangtze River in China, will be the world's largest dam. It is intended to reduce catastrophic flooding, generate electricity and give sea-going ships access to central China. However, it will forcibly relocate 1.13 million people, inundate a spectacular scenic and historic region which also includes important archeological sites, and raise numerous environmental problems. Cost estimates range from US $ 17 billion to US $100 billion, yet some hydraulic engineers claim the dam will fill up with sediment within several years. On the other hand, conservative projections of energy demand are for 3.4% annual energy growth in China, and hydro-electric power would offset some of the increased use of coal.
