Some students have already received a letter from Ottawa asking to return money they claimed last year. This raises a question: can a student reclaim Residence Status so that he/she can benefit from the credit as a resident by several hundred dollars returning fund? If not, Chinese students can get some deduction for their taxation by the treaty between Chinese and Canadian governments. Therefore, as to how to fill your taxation form, Mr.Y. Li, X. Tang et al. visited Dr. Eide, Director of Int'l Center for Students. Following is the authorized anwser. Please read it carefully and complete the form in a manner that is of opitimum benefit to you. Keep in mind the rule and regulations you must abide by. I am not an expert of taxation, but for common questions to all student, I will try to get anwser from related organizations, such as Embassy, ICS, if necessary, come to CSSA office on Friday noon. __ __ __ __ __ 1-2, from Lyle eide Tang, I got some information from Liz Paterson this afternoon regarding the questions we asked yesterday. And, it looks like we have some good news and some bad news. The bad news is that IT IS the Federal Government that makes the decision AFTER a persons has forwarded the "determination of residency form" whether or not they are residents and eligible for tax credits. Therefore, unless students have been categorized as residents by Revenue Canada, they are ineligible for provincial tax credits. So, all those who claimed "resident status" but this was not confirmed by Revenue Canada, and initially received tax credits will have to repay the amount received!! Now the good news! The Canada/China Tax Treaty IS DIFFERENT than most treaties. And, the treaty allows Chinese students to deduct any/all scholarship, bursary, and fellowship monies on line 253(?) AFTER it has been declared as income earlier on the forms. This means, though, that ALL scholarship/bursary funds can be legitimately deducted if students are not residents or have claimed and are in the process of applying for "permanent resident status." +--------------------------------------------------------------------+ 2, Invitational Bridge Tuornament (Pairs) of CAC +--------------------------------------------------------------------+ From: Weipeng Paul Yan , 19 April 1994 The first invitational bridge tournament (pairs) of the Central Affairs Committee of FCSSC will be held on 24 April 1994. So far, we have 25 pairs registered coming from 6 different universities (University of Toronto, University of Gulph, McMaster University, Wilfrid Laurier University, York University and University of Waterloo). We will have two divisions (NS and EW), with #1, #2 and #3 standings for each division. We have two very nice trophies for the champions. They are hand crafted brass trophies. I hope you can win them. Very fabulous prizes for #1, #2 and #3 pairs in the NS and EW divisions. We also set up a Civilization Award (Jing1Shen2Wen2Ming2), which will be granted to a NS and a EW pair, to be elected by players in opposite divisions. Ryan On Friday, April 16th 1994, The Minister of Citizenship and Immigration rose in the House of Commons to announce increased immigrant cost recovery fees in all categories. These new fees are to take effect June 1st, 1994. Blaming "trying economic conditions that demand difficult, exacting decisions" Sergio Marchi announced that his government would offset the cost of immigration services by raising the application fees charged to prospective immigrants, visitors and refugees. In defending the move the Minister informed Parliament that immigrant investors now pay one hundred percent of the cost of their applications. Fees charged however, in all other instances cover only a proportion of the actual processing costs. He further stated" Our challenge at Citizenship and Immigration Canada is to reduce the costs of programs without diminishing the quality of the services we provide to the people who need it most." Mr. Marchi believes that the changes will help in eliminating a departmental funding shortfall of $48 Million. Ryan As part of the Honourable Sergio Marchi's Announcement to Parliament on Friday, April 15th 1994, The Minister of Citizenship and Immigration informed Canada that he was ending the Adjustment Assistance Program to new immigrants. Essentially, up until the announcement, the Government of Canada provided for the basic income support to new immigrants for such things as clothing, furniture and food for up to one year. The qualification for the program was simply those in need of assistance. Under the new guidelines, as of May 15th 1994 only those refugees sponsored by the government from abroad will be eligible to receive assistance. Those enrolled prior to May 15th 1994 will continue to receive assistance The Minister is of the belief that recent changes allowing refugee claimants to work will offset the negative impacts of the changes. According to a news article printed in the Toronto Star on Saturday 16 April 1994. The Ontario Minister of Citizenship is quoted as saying that " Ontario taxpayers will be facing $16.5 million in new social assistance costs" as a result of the Canadian Governments decision. In Ontario's eyes, the Federal Government is just shifting the financial burden to the Provinces. ************************************************************************ OHIP Rules Tightened for Non-Canadians ______________________________________ by John P. Ryan In a news release published by the Ministry of Health of Ontario, the Health Minister Ruth Grier announced that effective immediately, most people who arrive in Ontario, who do not plan to live here permanently, will not be covered by th Ontario Hospital Insurance Plan. The Change is expected to save the Province of Ontario about $30 million a year. Mrs. Grier stated however, that no one will be denied urgent care by the Province's hospitals. According to Government figures, approximately 66,000 people will be affected by the decision, including 19,000 international students and 22,000 foreign workers as well as their dependents. The Health Ministry has advised that it has sent notices by mail to people registered as temporary residents encouraging them to obtain private health insurance. Also included in the Ministers announcement was the creation of a new waiting period for OHIP coverage. Effective immediately, new residents will have to wait three months before health coverage begins. In addition Ontarians who spend more than 183 days outside Canada will also have a three-month wait before they are covered unless they have prior approval from OHIP to stay away longer than six months. The waiting period is designed to prevent people from coming to Ontario just to receive medical care, then leaving. British Columbia and New Brunswick already have similar waiting periods and it is expected that other provinces will follow suit.
