Exit Permission for Foreign Issued Canadian Immigration Visa Holders ------------------------------------------------------------------------ _From: FCSSC Immigration Centre, fcssc-imm@uwalpha.uwinnipeg.ca Date: April 30 1995 FCSSC Members Service Committee and Immigration Centre have recently learned that in the past few weeks that many Chinese students' spouses and children were not allowed to leave China when holding valid immigration visas issued outside of China. While not knowing exactly what ground the practice is based on, FCSSC believes it is totally unreasonable and inhumane to prevent those Chinese students and scholars from family reunion, and the practice has caused extreme hardship and concern to Chinese students and scholars who are pursuing academic study and research here in Canada. FCSSC will contact the Chinese government though the Embassy in Ottawa to inquire what is the reason for the practice by the Chinese border control. And FCSSC will request the issue be resolved as soon as possible. At the meantime, FCSSC has written a letter to the Minister of Immigration and Citizenship Canada, Mr. Sergio Marchi to seek any alternative solution to the problem. If you have similar concern and suggestions, please contact the FCSSC Immigration Centre at fcssc-imm@uwalpha.uwinnipeg.ca. The following letter was sent to Minister of Immigration and Citizenship Canada, Mr. Sergio Marchi from FCSSC President Zhu Yuchen. ---------------------------------------------------------------------- The Honourable Sergio Marchi, Minister of Immigration and Citizenship Canada 140 Place du Portage Phase 4, Ottawa, Ontario K1A 0J9 Dear Mr. Marchi: I am writing this letter to voice my grave concern of a family reunification problem encountered by a number of new immigrants of Chinese origins, who are members of my Federation. I am the President of Federation of Chinese Students and Scholars (Canada). The Federation represents over 35,000 members across Canada. Most of them are Canadian landed immigrants or Canadian citizens. In the past couple of months, we have learned that a fairly substantial number of people who are holding valid immigration visas were prevented from leaving China on their way to Canada. The cases we are aware of mostly involve the immigration visas issued at Canadian visa posts in the United States, (the problem does not seem to exist with the immigration visa issued in your Beijing visa post), and people holding those visas are mainly spouses or children of Chinese students, scholars and professionals who themselves have become landed immigrants and are studying or working in Canada. Some of those people contacted the Canadian Embassy in Beijing after being turned back at the airport when leaving China for Canada. They were told by the Canadian Embassy that their immigration visas were valid. However, because Chinese border control does not seem to honor the validity of the Canadian immigration visa, they are unable to join their relatives in Canada, and this has caused extreme hardship to the families. To my knowledge, in 1972, an agreement had been reached between the governments of P.R. China and Canada to foster the family reunification of permanent residents of Canada. It is totally inhumane to separate the families for no obvious valid reason. Therefore, I am asking you to bring up the issue to the Chinese government through diplomatic channel in seeking the solution to the problem, and at the meantime, as an alternative but temporary solution, I am asking you to authorize the Canadian Beijing Embassy to issue a new immigration visa to people who hold a valid immigration visa issued elsewhere, or even to issue Minister's Permit to allow people to come to Canada. I appreciate the tremendous efforts Canadian Government, particularly your Department, have made in the past years in granting the landed status to numerous Chinese students, scholars and professionals and their families, and especially in granting such status on the humanitarian and compassionate ground to thousands of Chinese after the 1989 Tian-An-Men Square massacre. I trust the problem will be resolved with your help. Thank you very much. Sincerely, (signature) Yuchen Zhu, President, Federation of Chinese Students and Scholars, Canada cc: Honourable Andre Ouellet, Minister of External Affairs ------------------------------------------------------------------------ 3.
