Defend Immigration - Call Congress NOW! ...............................55 September 19 is the markup date for HR 2202. Before it is too late, CALL CONGRESS TO DEFEND IMMIGRATION NOW! THURSDAY, SEPTEMBER 14 FRIDAY, SEPTEMBER 15 MONDAY, SEPTEMBER 18 TUESDAY, SEPTEMBER 19 CALL (202) 224-3121 (THE CAPITOL SWITCHBOARD) 1. Ask for members of Congress from your area, as well as leaders of both parties. Make as many calls as you can. 2. Tell whoever answers the phone you are unhappy with the current immigration bills before the House (H.R. 2202) and the Senate (sponsored by Senator Simpson), and want to register your concerns. 3. Request the member's support for the one or two positions you feel most strongly about (keep it simple so the message gets through): Examples: DON'T REDUCE EMPLOYMENT IMMIGRATION - Those extraordinary professionals under current First, Second and Third categories enhance our national competitive edge in the world economy; please do not force those who are willing and able to contribute to our nation to serve our global competitors; SPLIT THE BILLS - Congress should deal with the problem of illegal immigration first, and not unfairly blame legal immigrants and refugees by cutting admission levels; DON'T REDUCE FAMILY IMMIGRATION - strong family bonds are more important than ever, and cuts in family reunification will hurt American families; RESCUE REFUGEES - the U.S. should continue to stand up for human rights by protecting refugees fleeing religious and political persecution; NO NATIONAL I.D.SYSTEM OR CARD - a national identification system will not stop illegal immigration, but its implementation will be a nightmare for American workers and employers. 4. Organize others in your area or your network to make as many calls as possible. JOIN THE CAMPAIGN TO LIGHT UP THE CAPITOL SWITCHBOARD! FOR MORE INFORMATION, CALL THE NATIONAL IMMIGRATION FORUM AT (202) 544-0004 EXT. 41 ============================================================================ 2. OCA COMMENDS CONGRESSMAN NORMAN MINETA'S CONTRIBUTIONS ................21 Washington, D.C. -- The Organization of Chinese Americans' (OCA) National President Michael Lin remarked upon the resignation of Congressman Norman Mineta "The Asian Pacific American community will be losing a tremendous advocate and leader. OCA has had a long productive relationship with Congressman Mineta on a whole range of issues from seeking justice for the 2,000 Asian Pacific Americans plaintiffs of the Wards Cove Packing Company v. Atonio Supreme Court case exempted out of the Civil Rights Act of 1991 to maintaining the rights of legal immigrants. OCA wishes all the best to Congressman Mineta on his next career step." OCA Executive Director Daphne Kwok commented, "Congressman Mineta has nurtured and served as a role model to so many Asian Pacific Americans. Always eager to give generously of his time to speak with high school students, college students, Asian American community activists as well as the larger community Congressman Mineta has truly shaped and has made an impact on the future leaders of America through his active and engaged mentoring. The residents of California's 15th district have been not only the beneficiaries of Congressman Mineta's service and dedication to this country but so to have the nearly 8 million Asian Pacific Americans throughout the country." ============================================================================ 3. UBCCI's Response to Brett Robinson ....................................34 Dear Brett Robinson: Upon reading your letter carried on the National Committee on Immigration News Release #9511, we UBCCI re-examine the sample letter you concerned about. We agree with you that the second paragraph of the letter was inappropriate (It is reasonable, perhaps, to reduce the influx of unskilled immigrants who will become dependent on support services ...). We did not realize that the sample letter would give the reader an impression that we are trying to gain benefits at other people's cost. The letter was written by an American professor in our university when he was aware of the current situation of the anti-immigration bills. We thought it was good, and simply forwarded it to interested people without carefully examining the content of the letter. We apologize for our mistake and thank you for pointing it out. We have modified the letter by simply cutting off its second paragraph and have gather quite a few signatures from the mainstream society. Only very few signed original letter were sent out the the legislators, so that part of the damage should be minimal. In your letter you thought that the letter revealed the stand of the ACCA; it was not. It was not our UBCCI's stand to hurt other immigrant groups' interests either. We share Mr Huang, Lin's ideas expressed in his reply to you and we appreciate his explanation. Sincerely, UBCCI (Coordination Committee on Immigration, State University of New York at Buffalo) ============================================================================ 4. Final Version of ACCA's letter to Congress ............................60 _From: Association for Chinese Community Affairs (ACCA) (drafted by Ray Wang, Spokesman of ACCA) The Honorable Congressman/Congresswoman [Address] <-- you may fetch this imformation from our Info-center Washington, DC 20515 Dear Honorable Congressman/Congresswoman XXX, We are writing to express our gravest concern over the House bill H.R. 2202. It is our belief that this bill, if enacted, will effect dramatic changes to the time-honored immigration policy of our country and will destroy the image of a melting-pot, the image of a safe haven for the oppressed and persecuted and indeed the image of a country which attracts the cream of the human kind. What at stake is what Americans are proud of and what has made America a great country. Association for Chinese Community Affairs is a national organization for Chinese students, scholars, professionals and indeed for everyone of Chinese ethnicity. Its main purpose is to enhance the racial harmony in the land and all over the world. While the problem of immigration does pose real challenges, we believe that the changes proposed in H.R. 2202 work against the fundamental interests of the United States, whose current status as the world's only superpower is integrally associated with the achievements of the immigrants. From Albert Einstein to the engineers in Silicon Valley immigrants have combined their knowledge and experience with those of native-born Americans to build this country into a diverse and yet harmonious society, one that serves as a shining example of compassion and prosperity for other countries. It is hard to imagine what kind of USA we would have today, or indeed whether there would have been a USA at all, without immigration. Likewise, we cannot imagine how this country will benefit by cutting back on its intake of immigrants who can make the most contributions. As many employers are now indicating, the cutbacks proposed in the H. R. 2202, if implemented, will seriously threaten their technological advantages, as the skilled labor they need the most could be compelled to work for their competitors elsewhere in the world. By denying opportunities to those people of extraordinary abilities, who deserve opportunities, the United States will start to become less of a land of opportunities than Americans have come to expect. In the end, Americans and the aspiring immigrants will both have to fall victim to such a policy. Besides, the proposed changes will do nothing to help maintain America's international image as a tolerant and compassionate country. As of this writing, this year's Presidential Faculty Fellowship Awards have been presented to 30 outstanding scientists and engineers in the whole country. Among them, there are 4 recent immigrants from mainland China. This telling example highlights how highly motivated and brightest immigrants can contribute to this nation, as history repeatedly demonstrated. In view of the tremendous negative impact such changes will have on this country, we urge you, in the strongest terms, to vote against this bill. Yours sincerely ============================================================================ More info about HR 1915: ftp at superprism.net:/pub/acca www at http://superprism.net:/~acca/ gopher://cnd.cnd.org/11/English-Menu/InfoBase/HR1915 or, write to acca@superprism.net, with "help" in the "Subject:" field.
