Actions from the Committee ............................................19 On September 11 and 12, our Committee's D.C. lobby team led by co-chair Haipei Xue joined hundreds of other advocates and grass-roots activists in launching an impressive and successful lobbying campaign on the Capitol Hill. We visited dozens of key offices where we have a strong presence and organization, briefing and discussing with legislators and many of staff members how the new bill would affect many of us, the community of Chinese students, scholars and professionals, in a unfair, unjust way; Why this bill needs to be modified, if not to be killed right away. Those key legislators and many of their staff members felt that they were timely educated on the issue, and our lobbying now and the information and public education their legislators got during the summer alerted, educated, and in some cases, changed their views on the bill and roles of immigrants for this country. Some offices told us immigrants like Chinese students and scholars is exactly the kind this country really needs, and they represent the future of this country. So it is no exageration to say that our voices were clearly heard, and our hardwork has undoubtedly paid off. Call-In Campaign Underway To Keep The Pressure On Members of Congress Mark-Up of H.R. 2202 By Judiciary Committee Begins Tuesday, 09/19 LOBBY DAYS A GRAND SUCCESS! The Lobby Days To Defend Immigration held in Washington, D.C. on September 11th and 12th served as excellent proof of the commitment and dedication of advocates for fair immigration policies around the country. A spectacular turnout of close to 350 advocates representing ethnic organizations, religious denominations, labor groups, business interests, legal organizations, and service providers as well as dozens of immigrants and refugees showed up for this momentous event. Over the two day stretch advocates, immigrants, and refugees conducted hundreds of visits with legislators and their staffs, leaving Representatives and Senators plenty to think about as they consider some of the egregious provisions contained in the House and Senate immigration reform bills. Our sincere thanks go out to all those who participated in this effort, both in Washington, D.C. and at home. We were repeatedly amazed and delighted at the stories many of the participants related to us about how they came to take part in Lobby Days, and all that they were doing while here. You all did a wonderful job! Significant momentum to defend immigrants and refugees was generated during Lobby Days, but it is crucial that you follow up on your visits by calling or writing letters to the Representatives and Senators you met with, as well as to other members of Congress from your area, and the Congressional leaders of both parties. These follow-up initiatives will not only serve to remind lawmakers on Capitol Hill that we are still out there, it will also provide a good opportunity to learn of new developments. This knowledge will be very important to national lobbyists as they endeavor to affect the bill. Moreover, calling or writing the Representatives or Senators you visited will help to forge an ongoing relationship that could serve you well down the road. Lamar Smith's (R-TX) "Immigration In The National Interest Act of 1995" (H.R. 2202) before it reaches the House floor. Unfortunately, the House Judiciary Committee is set to begin consideration of the restrictive bill on Tuesday, September 19th. It is crucial that we commence phase two a national call-in campaign NOW! Tell as many people as you can to start lighting up the phones of lawmakers on Capitol Hill, but we need to move fast because once this bill reaches the House floor it will be too late. Capitol Switchboard: (202) 224-3121 _From coast to coast we need to flood members' offices with calls opposing H.R. 2202. People all over the country should call or write their members of Congress, as well as leaders of both political parties, to tell them about their concerns with the current legislation in the House (H.R. 2202) and the Senate (Senator Alan Simpson's legal immigration bill), and to seek the legislator's support for our positions. When: Start calling NOW! It is urgent to get calls in BEFORE the mark up begins in the House Judiciary Committee on Tuesday, September 19th. The mark up is expected to continue for about two weeks, however, and we urge people to CONTINUE their calls throughout the entire time. Why: Member's offices log all calls that they receive on immigration bills, and they pay close attention to the number of calls they receive. YOUR CALLS DO MAKE A DSIFFERENCE. The more calls they receive, the more of a difference you can make. Who: Anyone who cares about immigration or refugees. You do not need to be an expert to let Congress know that you care. How: Spread the word about this nationwide call-in/write-in campaign to as many people as you can. A flyer on the Call-In Campaign that accompanies this fax can be distributed or posted to alert people at churches, service organizations, community or civis centers, and member groups. The goal is to get real people calling in to express real concerns. What: Below are some sample messages which people may want to focus on in their calls. . Split the bills - Congress should deal with the issue of illegal immigration first, and not unfairly blame legal immigrants and refugees for perceived problems by cutting admissions levels. Blurring the line between legal and illegal immigration is unproductive and unjust. . Don't cut employment immigration - Those extraordinary, highly motivated and brightest professional immigrants under current First, Second and Third categories contribute to this nation, by enhancing our national competitive edge in the world economy. Please don't compell those skilled labor to work else where for our competitors in the world! . Don't cut family immigration - There is no rational to justify reductions in the admission of family members who play by the rules. Strong family bonds are more important now than ever. Preventing the reunification of family members will only hurt American families and weaken American society. families and weaken American society. . Protect refugees - The U.S. should continue to stand up for human rights by offering protection to refugees fleeing religious and political persecution. It is a mistake to forfeit America's role as a human rights leader by imposing an arbitary cap on refugees and gutting protections for people seeking asylum. . Reject a national i.d. system or card - A national identification system will not stop illegal immigration, but its implementation will be a nightmare for American workers and employers, and could become a threat to the privacy of American cititens. ============================================================================ 4.
