Princeton Alumnus in Hong Kong to Donate $100 Million to Alma Mater .. 45 ---------------------------------------------------------------------------- [CND, 11/20/95] New Jersey -- Princeton University alumnus, Hong Kong businessman Gordon Wu (Yingxiang Hu - pinyin), 58, promised a $100 million donation to his alma mater, the New Jersey Chinese American entrepreneur sponsored and freely distributed Jersey Weekly reported on November 17. Not only will the donation be the largest in the Princeton history, it will be the sixth largest among all the donations made to campuses over the US, not to mention that it will be the largest ever donated to any US schools by a foreigner. The donation is designated to be given to the engineering and applied science college of Princeton. On November 9, Hu held a press conference at Princeton, he said that he was a C+ student who finished a degree in civil engineering at Princeton. Up his graduation in 1958 Hu learned that the $850 tuition paid by each of the 13 (he was among them) engineering students each year was only enough to pay the partial salaries of the then 15 faculties. Much of the school expenditure was drawn from donations of its alumni. Hu set up a resolution to himself to follow the examples of his predecessors, which is finally to be materialized today. Hu believes in the value of education. The best legacy for the younger generation is giving them education, he used to tell him son. He holds such a point of view that if parents put effort in educating their children the kids in fact do not need the monetary legacy. Without education, monetary legacy will do no good at all for the children. Based on such broad-mindedness, Hu, who owns personal properties worth $1 billion and has two companies valued at $3.5 billion with an annual income of $3 billion, has donated $12 million to Princeton in the past few years. He pledged to continue supporting his alma meter financially as long as he is alive. The head of the Princeton engineering and applied science college, Qianguang Wei (pinyin), said that $30 million of Hu's donation will be used in laboratory renovation, and the rest will go into interest-generating funds of which the interests will become salaries of faculties and fees for opening new courses. Among the $100 million donation $65 million will be paid in cash between now and the year 2,000, and the rest $35 million will be given in non-cash donation form. Hu claimed that he did it to help the US maintain its competitiveness in the world, in engineering and applied science in particular. Two of Hu's four children also graduated from Princeton. S.1394 -- Immigration Reform Act of 1995 On Friday, November 3, Senator Alan Simpson (R-WY), introduced his legal immigration bill, S.1394. The bill is very similar to HR 2202, which passed out of the House Judiciary Committee in October. Mark-up of S.1394 will start on November 29th. It is of utmost importance that the following actions be taken: Write to the Immigration Subcommittee members protesting the bill (sample letter attached) Write to your Senator, alerting them to the bill (sample letter attached) Please provide personal stories when writing the letters. HR 2202 -- Immigration in the National Interest Act of 1995 As previously mentioned, HR 2202 was passed out of the House Judiciary committee in October. The bill probably will not reach the House floor for a vote until next year. A Retort to Senator Simpson's Bill _From: hshen@mr.net, 11/19/95 Senator Simpson's bill 1394 is based on two main arguments: 1) National polls have shown an interest in reducing immigration. 2) Need for long-term self-reliance on American workers instead of foreign-born. My argument against these two points are: 1. Polls can pass wrong messages and draw wrong conclusions, if those who take the poll are not well-informed or well-educated. Always remember, "Truth is not always in the hands of majority!" 2. Long-term self-reliance is a ridiculous argument. Do we want to go back to Agricultural Age or head to Information Age?! Thoughts like "I will be recorded/monitored by US government because I said no to S1394" is simply out of question. - Stop the bill right inside Senate Immigration Subcommittee where there are only seven senators involved. If the bill passes the Subcommittee, much much more effort is needed to stop it. By that time, you probably have to spend days, months or even years to change your future plan. Now, You can either jump to "Action" section, or first study what a recent study have revealed about the voters' thinking about immigration issues, as shown in next section: ---------------------------------------------------- Know what the voters are thinking. Information Sharing: Practical Training; Summary of F-l Visa Renewal in Canada; Clarification of J-1 Waiver Letter ........... 240 ---------------------------------------------------------------------------- 1). Practical Training _From: NAFSA Network, Forwarded by: Bo Xiong, 11/16/95 A couple of days ago, I asked the following question: "Are F-1 students, after a few months of optional practical training, allowed to remain in the U.S. for the remaining months without working, if they have been authorized to stay for practical training". "I am trying to advise a student who graduated with a master's degree in the U.S., applied for opt. practical training, worked for five months, and then remained in the U.S. for nine more months, not working. She said she remained in the U.S. for the seven months remaining of the total 12 months allowed, plus the sixty days permitted for F-1 students to remain after completion of their program". "Is this permitted? I ask because she is having difficulty getting an F-1 visa to return to the U.S. for further study, because of this nine-month period when she was neither working nor studying, though she apparently had been authorized to work". "I do have the impression from others that once the EAD is received, a lot of students just stay on, even if they are not working. Is that true? Is it ok?" --------------------------------------------------- I was surprised to receive 28 replies to my inquiry, including a few requesting a summary! So here it is! Thanks to all of those who wrote long, thoughtful replies. Everyone seemed to agree that theoretically the students who have received permission to do optional practical training are supposed to be either working or actively seeking work during the entire period allowed. There was also general agreement that no one checks up on them to see if they actually are working or seeking work, and many students therefore use it as an opportunity to "hang out" in the U.S. However, there was some divergence of opinion as to whether it is legal not to be working or seeking work. Those who thought the student should be seeking work also had different opinions on how they could prove they had sought it. One point I failed to mention in my original question was that the student I was advising seemed to be under the impression that she should not have told the consular official that she had been working at all. I think this may have been part of her problem--in her eagerness to tell him this, she unwittingly revealed that she was not in the status she was supposed to be in! I think she now understands this, but it may be too late to save the situation. My own conclusion is that I hope students who receive EADs could be strongly advised at an early stage that they are expected to be working or seeking work, and it would be best to be prepared, just in case there is need in the future, to show evidence of such. Maybe this student had been so advised, but she gave the impression that she did not have any understanding of her situation. Here are some of the responses I received: "What we have been told by INS is the student needs to be looking for or working at a full-time position. If they are in the looking phase this office suggests they keep a diary of companies where they did apply and dates." "I have been told at a NAFSA meeting that the students ought to be at least looking for work during the OPT period. It is an abuse to sit around." "A letter from INS headquarters on this subject stated that F-1 PT students must be either working or looking for work. If she can claim she was job-hunting all that time, she'd have a case, but if she was on the beach, she was technically out of status..." "The Code of Federal Regulations is not specific on this." "A job offer is not required to get the EAD, so couldn't a student make a case for staying to "look for a job" (in reality, doing nothing...)?" "...you must be pursuing employment or 'actively pursuing employment' ...Now, looking for a position could be looking at the Want-Ads, I don't believe there is a specific definition...In the case of your student applying for the visa, there may be other issues, and the consulate can refuse issuing a visa-that is why we advise our students that it is risky to need to apply for a visa when not having a position. ...I don't know if this is official policy, but the student grapevine says that they normally have to wait 2 years to be granted a new visa to return to the US (if they have returned home after completing a degree)." "I don't think it is illegal for the student to stay on...I don't think the person broke a law." "If she was 'looking for a job' during the seven months following her employment, then she was in status." "I don't think this is often a situation where a student is caught, but it is a technical violation..." "...What the person does with the EAD is their business. For some, without desire or need to work, it is an extension of the visa; for others it is a ticket to employment, sometimes employment that is clearly out of the field of study. That later case is always between the employer and the EAD holder, but very few employers are aware that there is such a stipulation on employment. In short the issue of whether a person works or not is a totally gray area, without regulatory definition..." "...it would seem to me that once EAD authorization is given, it is solely up to the student to honor the program objective." "My response is NO - it would be just like a student who came into the US on your institution's I-20, studied for a couple months, and dropped out of school. They would be out of status." "It is my understanding that this is not permitted as the whole reason for being in the States for this student was to work, hence the optional practical training." "Normally, if a student gets PT and stays the whole period plus 60 days and returns home, he/she does not get into any serious trouble. The problem is that if that same student applies for an F visa and indicates to the Consulate that he/she spent 6-9 months hanging out in the U.S., not seeking employmnet nor going to school, then it can be viewed negatively as a violation of the visa status. If that same person indicates to the INS that she lost her job after 5 months and kept looking for another opportunity for PT or did a volunteer project in her field without pay...he/she would have gotten another student visa. The system requires a certain amount of lying. Those who do, get rewarded because the US consulates rarely do an actual investigation on visa applicants like yours..." _ _ _ _ _ _ _ _ _ 2). Summary of F-l Visa Renewal in Canada _From: NAFSA Network, Forwarded by: Bo Xiong, 11/16/95 I tried to send this summary last week but was unsuccessful. First, thank all of you who so kindly responded to my question regarding a Pakistani whose visa is expiring Dec. 4, l995, and who wishes to go home to Pakistan during Christmas vacation but fears that she cannot obtain a visa renewal there. I have to report that the response was over-all unfavorable, with the Pakistani's chances at less than 50/50. Specific experiences were offered as follows: Japanese student Successful in Toronto in two days; cost: $20. Another successful in Calgary in two days. Venezuelan Successful in Vancouver. Iranian Extremely difficult; do not encourage. Pakistani No success stories; two denials. Of the embassy and/or consulates, the following information was offered: Toronto Slow; up to 5 days or more. Vancouver Sometimes successful. Ottawa Sporadic; may refer to Montreal. Montreal Accessible; 3 days generally. Must make appointment. They want to know why student is not applying in home country. Difficulty in obtaining visa in home couontry is generally not acceptable. A possibly acceptable reason suggested by George Commenator would be if OPT required travel outside the U.S. but not home country. General Sometimes appointments are for 2 or 3 weeks hence; student is advised to call ahead. All depends on mood of Visa Officer. Quebec City Willing to talk to applicant on phone. Items student should have with him/her, in approximate order of importance: New I-20, and sign page 4 All old I-20's issued in past Document of financial support Letter of good standing with university Transcript (required at some posts) Documentation of reason for asking for visa in Canada instead of home couontry Departmental letter verifying full-time status (helpful) Photocopy of automatic revalidation blurb in NAFSA Manual (in case visa is denied). I just got the "no objection" notice from Chinese Embassy. I filed the application for the J-1 waiver in September and they passed along to USIA on November 14. Considering that in my case it was delayed in Houston and it was forwarded to the embassy on October 10. So it barely took one month for them to proceed. In this case, it is the USIA which we may try to push (in that notice, I am told that it takes 3-6 months for USIA).
