Do you know how many? Surprisingly enough, ALL of them were the results of ONLY ONE more vote! If there was ONE vote missed in 1776, America now speaks German, and could have been allied with Germany in the World Wars. If there was ONE vote missing.......... When we marveled at the historic events, how many of us do realize how a slightest difference can make a tremenduous impact on the world history? Now it comes down to the anti-immigration bills. Senate Immigration Committee has only seven members. Among them we ONLY have to win 4 votes! Besides calling all of the SEVEN (instead of House Committee of 35, full HOUSE FLOOR of 500+ and Senate Floor of 100), we actually only need TWO out of THREE votes from Sens. Specter (R-PA), Kyl (R-AZ), and Feinstein (D-CA)! How many votes can we afford to lose? How much time can we afford to lose waiting for some big guys come to our aid but never do? Talking Points ....................................................... 39 From: Yu Uny Cao We need to generate huge flow of phone calls and faxes to senators' offices before they discuss S 1394 on Nov 29. Several points that you might find useful in talking to them: 1) Don't push US educated people outside US and work for the competitors. 2) About 50% Ph.D. awarded each year in Engineering and Science majors are foreign students. If they have to leave U.S., the effect will be devastating to U.S. economy and industry. 3) Voice of America data: 75% engineers in Silicon Valley are Asian and 50% of them are Chinese. Many of them were foreign students. If the bill blocks the working opportunities of today's foreigh students, then we simply gives away future Silicon Valleys to globle competitors. At stake is the competitive edge of the U.S. computer industry in the eve of Information revolution! 4) S1394 drives away potential foreign students and many of them will go to other countries like Canada. In Dartmouth college alone, it is estimated that foreign students bring in 2 million dollars annually. In state universities, a foreign student pays 3 times the tuition a resident student pays. 5) Many F1-turned Permanent Residents or Citizens do business for U.S. companies with countries they were originally from. If they have to go back to their countries upon getting their degrees, they will do business WITH or even agaist U.S. companies, not FOR U.S. companies. 6) Considering the high proportion of F-1 students among PhD students, after S1394 is implemented, U.S. universities will NOT be able to find top researchers and educators to fill all the positions. 7) Voters are more concerned with issues in crime, education, health care, and taxes than the issue of immigration, according to a poll study by National Immigration Forum. S1394 back-fires eventually since it takes an approach to immigration issue that undercuts US higher education system as well as (high tech) industry. ============================================================================ 3. Electronic Engineers Back High-Tech Immigration Limits 11/27/95 ...... 42 From: newsbytes@clari.net (NB / WAS) WASHINGTON, D.C., U.S.A., 1995 NOV 27 (NB) -- The US arm of the Institute of Electrical and Electronics Engineers this week will announce its support for a law that would limit immigration of high-tech professionals into the US. The IEEE-USA will pledge its support to S 1394, the Immigration Reform Act of 1995, at a Washington press conference on Wednesday, when the bill is scheduled for markup by the Senate immigration subcommittee. The legislation, introduced by Sen. Alan Simpson (R-Wyo.), is opposed by the high-tech industries, which claim that they face a shortage of domestic workers in fields such as programming and system engineering. The supporters of the Simpson bill argue that employers are using immigration to undercut high-paying US jobs in the computer and electronics industries. Joel Snyder, chairman of the IEEE-USA board, will deliver a joint statement along with representatives of other high-tech professional groups, backing the Simpson bill. The high-tech workers argue that the Simpson bill will safeguard wages and working conditions for US labor and help protect foreign workers from exploitation. Snyder says the Simpson bill is "a reasonable, balanced approach to immigration reform that accommodates US industry's legitimate needs for certain specialized foreign potential." The IEEE-USA represents some 230,000 US electrical, electronics, and computer engineers, and is best known for its participation in professional and technical issues, including publishing the magazine IEEE Spectrum. Senate Has Reversed The Decision Under the Pressure ................... 9 From: EZHU@cc.ucla.edu Due to the tremendous pressure from universities across the country (especially in California, Florida, and Texas), Senate has reversed the decision that deprives the right of legal immigrants for higher education fellowship according to "World Journal". If the student organizations can obtain the support from university authorities, there is a big difference can be made. IFCSS Should Make a More Vigorous Effort to Battle S. 1394 ........... 81 From: Weidong Hi, ACCA editors, I am an F-1 student from Mainland China, and I am gravely concerned by the Senate bill S1394 and the possible passage of it. With only one day left before the Senate Immigration Subcommittee marking up S1394, I am more and more concerned by the fact that it seems many of the F-1 students have not acted yet against S1394, and the fact that many pro-S1394 groups and people have acted already. I was alarmed when I read that both SoftPAC and Bay Area Coalition for Immigration Reform have TESTIFIED before Congress, both of groups are FOR S1394. (ACCA National Committee on Immigration News Release #9531, http://www.superprism.net/~acca). I was even more alarmed when I read the news today that IEEE-USA has announcement to SUPPORT S1394 (newsgroup clari.nb.govt). And when I look back to see what people have done against S1394, I think probably much less is in comparison. I think the current situation is that we need a powerful group to lobby against S1394, and logically IFCSS is the best choice. IFCSS has the lobbying experience which led to the passage of CSPA; IFCSS has the powerful legal support from Arent Fox; IFCSS has the most important Congressional connections which proved to be instrumental in various actions, such as to appear in the Congressional hearings many times. Besides, IFCSS claims to represent us and actually can do a lot for us against S1394. I don't know politics, but I know our interests need to be represented and protected by a powerful group. I believe, only IFCSS can TESTIFY for us before the Congress to nullify the tremenduous negative impact the various proponents of S 1394 have done on us. Firstly, efforts by individuals: I just check out the web site http://caledonian.cs.ucla.edu, which shows that by 6pm PST 11/27 over 2,100 people across the nation have sent email through the email alias of immigration@caledonian.cs.ucla.edu or immigration@sunlab.ph.ucla.edu. While I understand many more people have voiced their opinion against S1394 through other channels, I personally think much more people should have been mobilized and acted. Secondly, group efforts: Several CSSAs have written to University presidents and senators. But CSSA's power is tiny compared with IEEE-USA. I cannot help trying to see what the perspective is from the senators. They have listened to SoftPAC, they have listened to Bay Area Coalition for Immigration Reform, and I am sure they have heard or will hear from IEEE-USA. All of those groups are FOR S1394. AND THE SENATORS HAVE NOT HEARD FROM GROUPS REPRESENTING US. Why cannot we make it happen?! My friends and I strongly urge our national respresentatives, lisk IFCSS, should make a more vigorous to combat S 1394.
