Simpson moved S. 1394 through the Senate Immigration Subcommittee intact. Full committee mark-up in the Senate Judiciary committee may not begin until next year. We will keep you posted. The battle for immigration reform continues! The House has completed its committee consideration of H.R. 2202, the Immigration in the National Interest Act, and the Senate Subcommittee on Immigration will take up S.1394, The Immigration Reform Act Nov 29th. S.1934 reduces immigration overall by 30%, and eliminates the family preference categories that have caused chain migration. Senator Alan Simpson (R-WY), the sponsor of the bill, has tough opposition in his own subcommittee from Senator Edward Kennedy (D-MA), the ranking minority member and author of the 1965 "chain migration" amendments. S. 1394 corrects many of the problems created in 1965; but Sen. Kennedy and others will doubtlessly try to prevent real reform by introducing a series of weakening amendments. Simpson must also shore up his base of support within his own party. We must keep up pressure on Senator's Jon Kyl (R-AZ), Arlen Specter (R-PA) and Charles Grassley (R-IA) because in the past they have not been 100 percent supportive of legal reform. In response to IFCSS HQ's NR #7059 .................................. 47 _From: ACCA National HQ In IFCSS HQ's NR #7059, titled "HQ NR #7059: IFCSS' Agenda for Simppson's Bill", the opening paragraph reads the following: 1. Several messages showed up yesterday either in CCNL, a public net, or posted by a group called "ACCA National HQ", blaming the IFCSS for not taking actions against Simpson Bill. In "ACCA" 's posting, the writer even regarded the IFCSS' effort for an Advertisement Donation Drive as a "smoke" (What for?). The IFCSS definitely believes that more efforts should be made, and meanwhile feels regretful to some rumors floating around. First, ACCA has never posted anything to the mentioned networks containing the alleged contents in the time frame specifiied by IFCSS HQ. ACCA has never mentioned in any of its posts about IFCSS HQ's "effort for an Advertisement Donation Drive" as a "smoke", nor "blamed IFCSS for not taking actions against Simpson Bill". In contrast, ACCA has consistently acknowledged IFCSS HQ's ANY efforts to combat the anti-immigration bills, by helping out, in various cases, to disseminate IFCSS HQ's messages through ACCA NR's, and archiving and indexing ALL relevant IFCSS HQ's NRs in ACCA's Info-Center http://www.superprism.net/~acca for readers' convenience. In this regard, ACCA National HQ simply has done better than IFCSS HQ itself - up to this writing, the IFCSS HQ's archive on its OWN NewsReleases, http://ifcss.org/, is simply either empty or broken. Second, as the only national organization of Chinese Students and Scholars in the United States, as it is often claimed, represents over some hundreds of thousands Chinese nationals, IFCSS bears the undeniable responsibility to stand up for the community when crisis comes. In addition, it is the duty of so-called an organization to ally all the members in the community; to provide leadership or coordination in such a crisis. However, what IFCSS HQ has done in this regard is quite disappointing. In fact, ACCA has never ever had any assistance from IFCSS, and virtually worked on its own with meager personal resources. During the past several months, ACCA HQ has reached out, within and beyond the boundary of Chinese communities. Hundreds and thousands of individuals and organizations have joined force to wage vigorous campaign against the anti-immigration bills. In August alone, ACCA HQ has collected, through its far-reaching e-mail network, over 15,000 signatures endorsing ACCA's petition letters to the Congress, more than 75% of them are not Chinese origin. It is true that in our News Release 9533, our Editor has commented on a letter to the Editors, appealing to IFCSS, to make a serious effort to appear in the Congressional hearings. Considering the well established status, enormous resources, the extensive Congressional connections and superb lobbying experiences IFCSS has in its disposal, we do not think this meek quest is the one too much. In fact, just count one of the groups this year alone, Federation for American Immigration Reform, http://www.fairus.org, an anti-immigration advocacy, has testified vigorously in SIX Congressional hearings alone. ACCA regrets to see an otherwise reputable organization, like IFCSS, has conducted such an irresponsible act. It is IFCSS HQ's burden to provide the evidences to the public. ACCA hereby appeals to all of the members in our community, please do not be distracted by this unfortunate incident. Our resources are scarce, our task is overwhelming. We might lose the Congressional battle in the end, but we have won already by standing up together against tremendous odds. United, We stand. United, We Shall Overcome!
