The Senate Judiciary Committee is poised to begin discussing and voting on S. 1394 on Thursday, February 29. We [IFCSS] will brief you any update information as quickly as we can. As stated by National Immigration Forum, the coalition for protecting legal immigration enjoys a broad spectrum of support. From House Republican Leader Richard Armey to the Form's Executive Director Barney Frank; from the AFL-CIO to the National Association of Manufacturers; from the Small Business Survival Committee to Microsoft; from Americans for Tax Reform to the National Council of La Raza; and from the Washington Times to the Los Angeles Times - all agree on this: Congress should focus on the priority problem of illegal immigration and debate legal immigration separately and later. It is now available from Oxford University Press or by contacting: information@sipri.se or http://www.sipri.se ____ ____ ____ (2) J-2s Can Attend School Source: NAFSA Net, Feb 28, 1996; Forwarded by: Bo XIONG In response to my request for a citation confirming that J-2s can attend school several people pointed out that this is directly addressed in the Advisor's Manual section 12.5, which in turn refers to 8 CFR 248.3[e][2]. The advisor's manual clearly states that J-2s can attend school without violating status. And if this isn't good enough for a stubborn (to put it politely) admissions officer, 8 CFR etc. says, a little more obtusely but still definitely, that dependents of several nonimmigrant category principals (including J) are not required to change status in order to attend school. Becky Reyes provided an interesting statement from INS (dated Jan. 1994) entitled "Overview of Aliens who may Study in the United States". This states that dependents of various people, including J-1s, may attend school full-time, and it also cites the Supreme Court case of Plyler vs. Doe which decided that aliens have a right to public education and thus that states and state-owned institutions cannot deny admission to them on the basis of immigration status (and also cannot disclose their records to INS).
