               IFCSS HQ Biweekly Report 4001
                    (August 1-15, 1992)


Dear IFCSS Members:

     In the first two weeks of 1992, progresses have
been made in the following areas:

     WORKING COMMITTEE CHAIRPERSONS: In the first Council
Teleconference held on August 15, the council approved all
the nominations of 11 working committee chairpersons along
with the nominations of the IFCSS Treasurer and Executive
Director. Please refer to the IFCSS HQ News Release 4005
for the names of the chairpersons and their telephone
numbers.

     ANNUAL BUDGET OF IFCSS APPROVED: On August 15,
the Council also approved the IFCSS Budget proposal for
the fiscal year of 1992-1993. The overall revenue and
expenditure stay about the same amount from last year.
But the local CSS and the working committees will have
a larger share of the financial resources in this year.

     JUMP START ON FUND-RAISING: Because President Geng
Xiao has worked in the HQ as the vice-president in the
past year, this term HQ started many projects earlier
than previous terms. In fund-raising, for example, most
working committees have submitted project proposals to
be distributed to potential sponsors. A mass mailing
database is also under construction.

     IMPROVEMENT ON COMMUNICATION: Having a better
communication system has been one of the major goals
of this term HQ. So far, the HQ has taken several steps.
As previously announced, the HQ has decided to issue
Biweekly Reports to keep the general CSS communities
informed of the major activities of IFCSS. The HQ also
decided to add a new feature "Special Report" to the
regular "News Releases". So far, the HQ has issued
30 Special Reports and 5 News Releases.

     To support the nation-wide campaign for the
protection bill, the HQ, in cooperation with Ding Jian,
the Chairperson of the Communication Service Committee,
established a computer lobby net and a computer
database. These projects have proved their values in
their short existence.

     Several projects have also been planned. We hope
that by the end of this term, the IFCSS communication
systems will be fundamentally changed.

     STUDENT SERVICES: Student services of this term
has a good start. The HQ has issued several releases
to promote the IFCSS Insurance and IFCSS Long Distance
Telephone programs and the responses are very
encouraging. These programs not only benefit the
students, they will also strengthen IFCSS and the
local CSS organizations. We hope that more local CSS
organizations will join our efforts in providing
economic and quality services to the general CSS
community.

     IFCSS SUMMER BUSINESS WORKSHOP: In early August,
participants of the first IFCSS summer business workshop
led by Yang Guang, Chair of China Economic Development
Committee, left the United States for Taiwan. They will
attend seminars, talk to Taiwan's industrial leaders and
visit the big corporations in a three week long event.

     THE PROTECTION BILL CAMPAIGN: Supporting the
protection bill has been one of the top priorities
of the new HQ. In the past several weeks, the HQ has
tried its best to coordinate the nation-wide campaign.
The information from the HQ is accurate, instructions
are appropriate, the nation-wide campaign is effective
and the results are encouraging. The HQ also took a decisive
step in calling a conference between the CCSA, the
attorneys and the HQ to improve communication and
cooperation at the national level. The HQ also joined
a teleconference which produced a joint statement
praised by all sides.

     The bill has passed the House. After Congressional
recession, we will resume our supporting activities. Let
us continue our efforts.

     The CCSA will release a report on the protection
bill either tonight or tomorrow.
