              HQ Biweekly Report 4009-4010
                 (December 1-31, 1992)



Dear IFCSS Members:

     The HQ, after five months of intensive and aggressive
working, has designated December as the month for internal
consolidation. In December, HQ news releases have been
reduced and few new programs have been introduced as the HQ
paid attention to the following tasks:

     * To prepare the semi-annual report (including financial
and working reports).

     * To plan for the second half of this term. We will 
start to introduce new programs in Janaury 1993.

     * To finish existing projects.

     Through reviewing the first half and carefully planning
for the second helf, we hope to have a good start in January
1993.

     * The HQ has sent nearly a thousand greeting cards to 
the friends of IFCSS. 

     * The HQ has sent out about 10,000 fund raising letters
(mass mailing  project). The HQ has spent a huge amount of
time and energe on these two projects, typing the lables,
stuffing the envelops, writing the cards, etc. We have been
handling the office works in the office hours and doing the
mass mailing project together in the evenings. 

    * The newest issue of IFCSS Newsletter (Vol. 4, Issue 3-4
combined) has been completed and was sent out this morning.
It has 36 pages and carries a lot of student service information.
Because of some technical problems, however, the email version
of the newsletter will be delayed.

    * A public accountant has been hired by the HQ to audit
IFCSS financial transactions in the past term. Such an anditing
is requested by some foundations such as NED before they decide
whether to continue to support IFCSS projects. The HQ has provided
all the documents requested, such as 4th Congress minutes, 
corporate records, council resolutions, bank statements, etc.

    * The HQ sponsored a candle light vigil in front of the
Chinese Embassy on December 10, the international human rights
day.

    * The HQ has sent greeting cards to some political
prisoners in China.

    * The HQ has worked closely with the IFCSS Humanitarian
Assistance Committee to send relief fund to the families
of political prisoners and June 4th Victims in China.

    Starting from tomorrow, the HQ news releases will be
suspended until Jan. 2, 1993.
