                     HQ Work Report
                     ==============

Dear IFCSS Members:

    President Geng Xiao and Vice-president He Baoping
are on the road to raise funds to support the operations
of 4th term IFCSS. IFCSS General Counsel Mr. Carl Bunday
has returned to Seattle to move his family to D.C. The
HQ now has one regular staff and one temporary assistant
working in the office. 

    Besides the routine office works, the HQ has completed
or is planning the following projects:

    1. IFCSS Statement on Wang Juntao's hunger strike. The
HQ has just released an official statement regarding Wang
Juntao's hunger strike. The statement pointed out that the
recent evants in China, such as Bao Tong's trial and
conviction, continued persecution and inhuman treatment
of political dissidents, have proved that the Chinese
Government has no sincere desire for political reform
and the improvement of human rights conditions in China.

    2. IFCSS Statement on the New Government Regulations
on the return of overseas students to China. The major
news agencies have reports that the Chinese government
just adopted new regulations which showed, as it is
described by some media, government's "leniency" towards
the overseas students. On this newest event, the HQ 
quickly put out a four-page statement and released it
to the news media (this afternoon).

    The statement pointed out that human rights
conditions have not been improved in China. The Government
have not taken concrete steps toward political reform.
After evaluating the recent events in China, the statement
concluded that it is not safe for the Chinese students
to return at this time. 

    The above two statements are written in Chinese. The
event has direct implications for the Protection Campaign,
and we will try to work out English versions as early as
possible.

    3. IFCSS Survey on Parental Visits. Many students/
scholars have complained that their parents have been
denied visas for visiting them in the United States. This
morning, Zhang Qingsong, the executive director, brought
some cases to Ms. Laura Reiff, IFCSS Attorney who has been
helping us in the Family Reunion program. They agreed to
explore the ways to make parental visits easier. One of 
the things we need to do is to conduct a survey on parental
visits to IFCSS members.

    The HQ has designed the survey forms. We need volunteers
to oversee the polls, collect data, do the analysis and in
the end submit the result to the HQ. This is also a program
which will benefit all the Chinese students and scholars.
Volunteer support is very needed.

    4. Local Connection: In next week, the HQ staffs will
launch a telephone campaign: We will call local CSS 
organizations for three purposes:   
    A. To urge local CSS organizations to help promote
IFCSS long distance and health insurance services.
    B. To indentify or confirm the school coordinator 
for the protection campaign.
    C. To increase mutual understanding between the HQ and
the local CSS groups.

    5. General Perfomance: In the first month of 1992-1993
fiscal year, the HQ, besides running day-to-day operations,
has put much effort into the overall design of this year's 
work: arranging personnel, organizing the working committees,
working out proposals, starting fund-raising. In the next
month, when all the basic structures are built, we will
begin to push all projects forward.
