CCSA Chairman Zhao Haiqing confirmed in the conference that the '92 Protection Bill has confronted some obstacles in the Senate. He pointed out that negotiations among the Senators have failed to move the bill forward and that some public pressure at this point is urgently needed. He urged Chinese students and scholars across the nation to take actions to generate support for the protection bill in the Senate. A detailed report should come out on Monday. The HQ, as has been required to provide grass-root support for our lobby team in D.C., has taken several measures to support the protection campaign. 1. Phone/Fax numbers: The HQ has requested Ding Jian, Chairman of the Communications Committee to set a file of Senate Directory in automatic computer database. To get that directory, please send mail to LISTSERV@KENTVM.BITNET with first line saying: GET SENATE DIR 2. Updated list. Because the telephone/fax numbers of the Senate change frequently, a updated list is very much needed. The HQ has obtained a updated list. Before the list appears on the net, people may contact the HQ for the numbers of specific persons. 3. In the past three weeks, the HQ has compiled a list of school contact persons. We plan to activate this coordination facility in one or two days. 4. The HQ has obtained information on how to send Public Opinion Messages/Telegrams to the Congress. This is an effective way to put pressure on the Capital Hill. ---------------------------------------------------------------- How to Send Public Opinion Message Step One: Draft a short message of NO MORE THAN 40 WORDS. Sample messages will be posted later after we consult with our lobby team. Step Two: Pick up the phone, call Western Union at 1-800-325-6000. Tell the operator that you want to send a "Public Opinion Message" (also known as public opinion telegram), to Congress. There would be three choices: A. Send a telegram to ALL MEMBERS OF THE CONGRESS. In this plan, each senator and congressman will receive a copy of the telegram. The cost is $225.00 B. A telegram to ALL MEMBERS OF THE SENATE. In this plan, each and everyone of the Senators will receive a copy. The cost is $125.00 C. A telegram to ALL MEMBERS OF THE HOUSE. In this plan, all congressmen will receive the message. The cost is $175.00 The telegram will be received by the members in 24 hours. This method has been used by the CSS communities in previous campaigns. It would be better to contact the CCSA or the HQ before you send the telegrams.
