                Veto, Account, Debate, etc.

             (HQ Work Report, Sept. 27, 1992)


     1.  Since S1216 passed the Senate, the HQ has paid
close attention to the next phrase of the protection
campaign. We have contacted various government agencies
including the White House trying to determine whether
President Bush will sign or veto (or pocket veto) the
bill. The HQ has sent letters to major leaders in the
two Houses. We have sent a letter to the White House
asking President Bush to sign the bill. After consulting
with our legal advisers in Arent & Fox, the HQ has
urged the CSS communities to start calling the White
House. Over the weekend, the HQ is also working closely
with our legal advisers in designing the strategies.

    2.   The HQ has not posted "thank you" messages in
our networks yet, because we have not achieved the final
victories. We believe that it is not the time to claim
credit, to tour the country in celebration, to discuss
who is right and who is wrong, or to debate who should get
more donations. We are focusing on the White House.

    3.   We urge the CSS communities to concentrate on
pushing the protection bill through the final hurdle.
When all this is over, we will sit down and review this
campaign and draw lessons from it. As to who is right
and who is wrong, who is telling the truth and who is not,
we believe that the answer is self-evident to the mojority
of CSS, to IFCSS activists, and to our legal advisers in
Arent & Fox as well.

    4.   As to the lobby strategies, we will have our
plans and instructions tomorrow. We have been working
with our legal advisers on a letter to be sent to the
American news media.

    5.   As we have pointed out, a detailed report of
the financial situation of IFCSS, including the final
settlement of 3rd term accounts, will be submitted to
the council during the 2nd Council teleconference.

    6.   The CSS-Protection Account has been used
primarily to pay for communication expenses most of
which are for national coordination (teleconference,
long distance calls.) The basic operation of the HQ
has been supported by insurance commissions. The HQ
staffs have spent so much time and energy in coordinating
the protection campaign, yet they have not been paid a
penny.
