Introduction to IFCSS E-Fund ..................................... 12 ------------------------------------------------------------------------ IFCSS E-Fund, where E stands for Education, is designed to provide limited financial assistant to students and teachers of high, mid and elementary schools in P.R. China's rural and/or poor areas. Despite the rapid changes and fast growth in other areas during the past decade China's education system has had little, if any, improvements. Our investigation during the last three months have shown that high/mid and elementary school students and teachers in China, especially those in the rural and poor areas, urgently need helps both morally and financially. IFCSS, as the largest and strongest Chinese Students/Scholars (CSS) organization overseas, not only has the undeniable responsibility but the capability to provide limit financial assistants. ------------------------------------------------------------------------ 2. Mission Statement ................................................ 8 ------------------------------------------------------------------------ The education system in China for high/mid and elementary schools, especially in rural and poor areas, is underdeveloped and lacks of basic fundings. Being far away from China and enjoying quality education overseas, we, Chinese Students and Scholars overseas and members of IFCSS, dare not to forget our less fortunated fellows in our homeland. We will try our best to help them. IFCSS E-Fund is the first step. We call upon every overseas Chinese and peace-loving people to join our effort in improving educations to the next generation of China. ------------------------------------------------------------------------- 3. $5,000.00 IFCSS Initial Fund, Teacher $100, Student $40 ........... 10 ------------------------------------------------------------------------- The initial funding for the IFCSS E-FUND shall be designated by the President of IFCSS from the special project fund. The amount for 1993-1994 academic year will be US$ 5,000.00; The assistantship recipients are divided into two categories: -- Teacher's Assistant Fund: US$100.00 per recipient, 20+ people -- Student's Assistant Fund: US$ 40.00 per recipient, 75+ people The money from IFCSS, either in US dollar or Chinese Yuan, will be presented to the recipients privately unless otherwise agreed with the recipients. ------------------------------------------------------------------------- 4. Additional Funds from Overseas CSS: Please Donate $10 or More ...... 9 ------------------------------------------------------------------------- The IFCSS E-Fund Project Management Committee organizes public donation drives to collect additional funds. In order to help as many as possible teachers and students, each CSS, especially those have graduated from school and working overseas, is called upon to donate US$10 or more. Depending on donations, the amount for each recipientand the number of total recipients can be increased. Your contribution will be Tax deductible. The Project Management Committee ................................. 10 ------------------------------------------------------------------------ The Project Director has been appointed by the President of IFCSS and approved by IFCSS Council. A 4 member Project Management Committee is established for the project's daily operation. Other three members of the Management Committee are recommended by the Director and approved by IFCSS President. The Project Director reports to IFCSS HQ on a quarterly basis. Assistantship Recipient Nominations Procedures .................. 30 ------------------------------------------------------------------------ Considering the current situation both in China and among overseas CSS, the Assistantship Recipient Candidates are to be nominated by overseas CSS. The Recommendation/Application Form can be find at the end. a. To Recommend Your Own Teachers Chinese students and scholars are encouraged to nominate their own high, mid or elementary school teachers. The nominee should have been a teacher for at least three years and have a respectable reputation among his/her students and colleagues. It should be noted that the nominated does not have to be a "famous" figure, nor a "model teacher". Two recommendation letters with signatures are required. In case there is only one, at least one verifiable witness' name and address is required. b. To Recommend Your Home Town Students CSS are also encouraged to nominate student candidates from their home town. Two recommendation letters with signatures are required. In case there is only one, at least one verifiable witness' name and address is required. Another source will be the selected Teacher's Assistant Fund recipients: each one of them is encouraged to nominate one of his/her own students. The teacher's recommendation with signature is required. Note 1: No one shall nominate his/her own relatives; Note 2: Student candidates from both sources should be among those facing most financial difficulties in the local area. Note 3: Student's academical achievement shall be considered only if there are more than one candidates from the same area with similar financial situations. Note 4: Student recipients shall be automatically considered for next year's assistantship if he/she is still in school. Proof is required. Note 5: Unless otherwise decided by the President of IFCSS, all candidates related information shall not be made known to the public. All recommendations will be initially processed by the Project Management Committee. The committee will try to contact the nominees for basic information verification, such as address and their willingness or pre-conditions to be considered. All applications which meet the above requirements will be sent to a nine member committee for final selection. ------------------------------------------------------------------------- 7. A 9 Member Recipient Selection Committee ......................... 11 ------------------------------------------------------------------------- The Selection Committee will contain nine (9) members, including the four members of the Project Management Committee. The additional five members are recommended by the Project Director and approved by the IFCSS President. The Selection Committee shall vote by simple majority to determine assistantship recipients among all qualified candidates. All nine members shall be compensated only for their related operational expenses within the limit of total operational funds available.
