It aims to increase the openness and transparency of the IFCSS, and to encourage criticisms, suggestions and active participation from our members. January 3, Monday Lin Changsheng left Washington DC for Beijing. The HQ issued the News Release 5092 to update the new offer of the IFCSS-Sprint telephone service program. The HQ remitted around $10,000 of IFCSS Activity Fund to local CSS organizations. The HQ completed illiciting proposals from Certified Public Accountants. At the deadline of December 31, 1993, four CPA firms have responded to the HQ's requests and provided proposals for the bid to professionalize the IFCSS accounting. The HQ sent these proposals to the Council and SVC for consultation and evaluation. The HQ briefed the Council Chair Dong Liqun over the CPA biddings and urged the Council to contribute opinions or adopt resolution if necessary on the finalization of winner of the bidding. The HQ called for speeding up the final decision on the matter, which would allow the designated CPA enough time to recompile the IFCSS account and submit evaluation report by Feburary 5 when the IFCSS Working Meeting is held in Washington DC. The HQ sent a memo to the Council to notify changes of IFCSS accounts. January 4, Tuesday Lin Changsheng boarded China Eastern Airline heading for Shanghai, China. The HQ issued News Release 5093 to call for joining the IFCSS project of Chinese Scholars Home-Coming Teaching Mission scheduled for summer 1994. The HQ staff was interviewed by journalist from Japanese media. The HQ worked with IFCSS project coordinators to implement projects to promote educational and scientific exchange with China. January 5, Wednesday Lin Changsheng arrived in Beijing, China. The HQ forwarded the News Release of the IFCSS Educational Fund, and called for donation to the project. The HQ worked with China Vision Travel Agency on the IFCSS Travel Service Program, and issued News Release 5094 to update it. The HQ sent to the memo regarding IFCSS Working Meeting on February 5-6 in Washington DC. The HQ staff, members of the Council and SVC, Working Committee Chairs and Project Coordinators will participate in the Meeting. January 6, Thursday Lin Changsheng got in touch with Lu Ping, IFCSS SVC member, who is now visiting his family in Beijing. The HQ worked with the IGS to promote the IFCSS 1994 Medical Insurace Program, and issued News Release 5095 on the matter. The HQ started to contact travel agencies and motels to prepare for the upcoming IFCSS Working Meeting. The HQ contacted the State Department. January 7, Friday The HQ staff talked to the Senator offices regarding the current debate over China Policy. The HQ staff met with Scott Kennedy from the Brookings Institution to exchange views over the Administration's China Policy. The HQ issued News Release 5096 to call for an open bid for the IFCSS Newsletter project.
