[Headquarters' Note] Roughly one month ago, IFCSS Headquarters sent 
a letter to National Institute of Health, regarding  the  radiation 
incident in which  one Chinese  female  postdoctoral researcher was 
severely involved by internal exposure  to  lab-used  radioisotope, 
and urged the NIH leadership  look into the case for a thorough and 
just investigation  of  the incident, and fair compensation for the 
victim.  IFCSS Headquarters recently received a   letter   from the 
Deputy Director of  NIH. The HQ has responded to  this  letter, and 
and meanwhile will  contact  the  relevant  parties including IFCSS 
legal counsel for further actions. The inputs or  advice  from  CSS 
community are very welcomed at this moment, please contact the Head
quarters at: hq@ifcss.org. Thanks for your attention.

The following is the letter sent to IFCSS Headquarters:

September 28, 1995

Mr. Zheng Xing,
President of Independent Federation of Chinese Students and
Scholars (IFCSS), 733 15th Street  NW  Suite 440, 
Washington D.C 20005

Dear Mr. Xing Zheng:

This is in response to your letter of August 28 in which you sought 
a thorough and fair investigation of the radiation  exposure  of  a 
Chinese post-doctoral researcher  at  the  National  Institutes  of 
Health (NIH). 

This radiation exposure remains the subject of an active investiga-
tion by the NIH Division of Security Operations  and  the  FBI.  To 
date, I have not been informed of resolution of the  case.  In  the 
meantime, the NIH Radiation Safety Branch has analysed  all  speci-
mens collected from the researcher and has calculated the exposure. 
The results of those analyses are under review by the Nuclear Regu-
lartory Commission. The data have been provided to  the  researcher  
through the NIH legal council.

NIH appreciates your interest in a thorough and fair  investigation 
of this unfortunate exposure. We share in your concerns and  assure 
you of our strong commitment to the health and  well-being  of  the 
researcher.
