Due to the long debates, the marking-up process was largely delayed
before the Judiciary  Committee adjourned on September 27th,  which 
will be resumed again on October 11th. IFCSS HQ staff  talked  with 
other lobby groups, trying to identify  where  we  were  after  the 
meeting. On  October 5th, there was three joint  conferences  to be 
held consecutively, sponsored by different groups.  We  release  in 
the following the standpoints summerized by Angela Kelley of  Nati-
onal Immigration Forum, and hope some coordinated actions  could be
done by individuals and groups of  Chinese  students  and  scholars
communities in this country.

       House Judiciary Committee Resumes Work on H.R. 2202
        and Votes on "Splitting The Bill" on October 11th

On October 11, the Committee will debate amendments to Titie  V  of 
the  H.R.2202 which has to do with legal immigration and employment 
based immigration. Advocates are working hard to  try  and  "split" 
the bill by getting an amendment passed that will "strike" Title V.

Advocates in D.C. agree  that  this amendment  is probably the most 
important amendment we can get passed. If it passed, Rep. Smith may 
be forced to pull the entill bill. Also, Senator Simpson is  watch-
ing the House mark-up, and waiting to see what he can expect before 
he introduces his "Smith look-alike" legal immigration bill.

            What we meed to do - Formula for Sucess

* Thousands and thousands of calls +  a few  republican  votes  and 
  lots of the democrat votes = Saving legal immigration

* If you 've called before, call again. Multiple calls still count!

* It's O.K. if  your member is  not on the Judiciary Committee. You 
  can still call Chairman Hyde's office and register your  concerns
  to him. You may also call the Rep. of your home district, and ask 
  them to convey the message to Chairman Hyde.

                           The Hit List

Many Chinese students have asked the HQ about the hits of the comm-
ittee which should be targeted. Throughout the  previous  meetings,
it's clear there is a picture.

The Republicans and Democrats that we need to sway are listed below. 
Remember, if your member's name does not appear, please still  call 
Rep. Hyde. The Republicans we have a chance with are:

Bobo (CA), Bryant (TN), Flanagan (IL), Heineman (NC), Hyde (IL), 
Barr (GA), and Chabot (OH);

The Democrats that are not with us are: Bryant (TX), Boucher (VA), 
and Reed (RI).

                        The Hit Points

* H.R. 2202 distorts the issue of immigration by mixing legal immi-
gration reform with illegal immigration reform;

* H.R. 2202 unfairly and unwisely punishes legal immigrants  as  an 
overreaction to public concern about illegal immigration. 

* Reform aimed at illegal immigration are needed,   but   given the 
complexity of the issue,    Congress   should  focus first on those 
reforms in a deliberative and decisive manner.


As to this point, we 've known that Chairman Henry Hyde and several 
other Democrats are supporting splitting the bill.  Let's  try  our 
best, to win the battle. Please register your calls over the coming
