            Update Information on Lobbying Simpson Bill

1. Simpson bill S 1394  is being marked-up by Senate Judiciary Sub-
committee today and tomorrow.  The IFCSS Headquarters made numerous
contacts with Senators' offices. Senator Kennedy basically  opposes
this bill, and his aides felt "strange" why his office kept getting
so many fax messages from members of our community;  Senator Feins-
tein will proposes some amendments to this bill,  trying  to remove
the harshest part of it;  Simpson's office just changed some stand-
points on several provisions of the bill in the past week, and pro-
mised to consider the overwhelming responses from industry and edu-
cational societies. The IFCSS is keeping an eye on the  outcome  of
the mark-up, and will brief CSS community very soon;

2. The IFCSS HQ has made huge effort in the past week to reach bus-
iness leaders, coporations, and  officials  of  higher  educations. 
Several hundreds of mails have been  sent out  nationwide,  besides
phone calls and fax transmission.   The national campaign to influ-
ence the business leaders obviously works. As reported in   Today's
Washington Post,     Microsoft Corp. Chairman  Bill Gates yesterday
strongly critized Simpson Bill S 1394, and called this legislation
"an absolute disaster." Gates said: "If you want to prevent  compa-
nies like ours from doing work in the United States,      this is a 
masterpiece."      Gates also pointed out that the new quotas (from 
140,000 reduced to 90,000) are too low, and singled out a provision 
in the Simpson bill that would require foreign   students   to work
overseas for several years before becoming eligible for work  visas 
in the United States.

3. The IFCSS encouraged all Chinese students and scholars  to  for-
ward relevant postings or messages to their university President or
Chancellors on campuses.       Top university officials usually are
respected persons in the state,   and have fairly good relationship
with Congress members from this state. This strategy works  on many 
occasions.   One student at University of Rhode Island wrote to the
president and forwarded to him the open letter from the IFCSS. This
student sent the HQ office the reply from the president of U. R.I.
two days ago:

"Thank you for this information.   I've talked to Sen. Chaffee  and 
have left  a message for Sen. Pell.    I believe that this will get 
resolved in the conferene committee,    as did the bill which would 
have restricted Pell  grants from legal immigrants.   We'll keep an 
eye on it.

4. The IFCSS HQ staff called Simpson's office this afternoon  seve-
ral times, questioning Simpson's stand on the provision that gradu-
ates must leave the US for two years".     Simpson's aide said that
Simpson told a reporter yesterday that he noticed the pressure from
business groups in recent weeks  persuaded him to drop the require-
ment.   He definitely would discuss with other legislators and take
some serious consideration about it.   We will know the progress of
it very soon.

5. Among hundreds of mails processed in the   HQ in  the past days, 
half of them headed for university officials,    of whom mostly are 
President and Chancellors.    We presented the mailing list we used
in the past several days in the following,      to see whether some 
schools or officials are missed or wrongly addressed.  Please   let
