    U.S. Senate Immigration Subcommittee Visit on Simpson Bill

  The IFCSS President Xing Zheng, joining a group of the coalition
colleagues, visited the  U.S.  Senate Subcommittee on Immigration,
Senator Simpson's office  and  had a talk with his senior advisors 
Friday afternoon at Hart Building. Richard Day,  Chief Counsel and
Staff Director, and John Ratigan, Counsel of this Subcommittee met
the visitors and the discussion lasted for about one hour. Working
for Simpson, Richard Day has been recognized as a key designer and
thinker of the Simpson bills, both S 269 and S 1394.

  The talk began with the statement on several sensitive points in
the bill by lawyers of American Immigration  Lawyers  Association.
Visitors stated that immigrants have been making  great  contribu-
tions to this country;immigrants contributed more to the societies 
and consumed much  less  social  welfares,  than  native  citizens
according to statistic data...

  Dick Day  described  the  background of  drafting the  bill, and 
emphasized that American people wanted a piece of legislation like
that to control the messy situation of both illegal and legal imm-
igration... 

  The IFCSS representative explained to  Dick Day  that  so-called 
chain immigration, proposed  by  Senator  Feinstein, was  merely a 
theory but not a fact according to some surveys,  especially those
from our CSS community; this legislation had caused  confusion  in 
high-tech industries and higher eduation society,  upset education 
and business leaders, foreign professionals and students. The sole  
outcome would force the foreign professionls out of this country...

  Dick Day contended that the bill would  not  be, intentionally, 
for interests of certain special ethnic groups ... it was for nat-
ional interests! Americans will replace those foreign workers when 
foreigners leave, and Americans' jobs should be protected. Foreign  
students could not take the temporary working status (H-1B)  as  a 
bridge for obtaining the permenant residence...

  "We are right talking about national interests... To protect the
imcompetency might not be a good idea for  maintaining competitive 
strength of this country.... " remarks made by Xing Zheng, but Day 
interrupted at once : "your organization and members sent hundreds 
of mails flooding my office everyday, and  I  know  your points of 
views very well...but some others also send mails and letters here, 
totally different from yours..." The atomsphere went a bit tensely
at the moment, but relaxed very soon.  It  was  not right time and 
right place, though, with right persons,   to debate Simpson bill.  
The IFCSS  representative  handed  over  one copy of the writing,  
addressing  all  points  this Federation is concerned with, to Day 
before the talk was over.

   It is presumed that the discussion of S 1394 will  start in the 
middle of January,   but  there  might be problems with schedules. 
Therefore, it is also very likely that full Senate Judiciary Comm-
ittee will consider it on January 22.   Meanwhile,   Congressional 
Judan Committee, appointed by  President Clinton,  may  release  a 
report which disfavors foreign professionals and students sometime 
next week, and we are keeping an eye on it. The IFCSS headquarters
