A SVC Announcement Date: March 12th, 1995 To: CSS Community, IFCSS branches and members From: Supervisory Committee of IFCSS Sub: Release of SVC Report on the Investigation of the reimbursement process for the 6th IFCSS Congress Participants After conducting an intensive and through investigation in the past five months, the SVC is finally ready to release its report on the reimbursement process for the 6th IFCSS Congress Participants. This investigation was brought to the SVC's attention by Mr. Liu Yuhe of University of Oklahoma, in October 12th, 1994. Because the report contains the detailed information of our investigation, it is rather lengthy and it takes some time to read. The SVC would like provide a summary of our findings here. Through our investigation, the SVC has found systematic, consistent and massive evidence which clearly indicates serious negligence, mis-handling of public funds, abuse of power and corruption existing in the IFCSS Headquarters of both the 5th and 6th terms administrations. Our rough estimation shows that the mistakes made by the this and last term Headquarters, on the reimbursement for the 6th Congress alone, could be as much as eight to nine thousand dollars ($8,000.00 -- 9,000.00) in terms of dollar amount. (The breakdown of this total amount between the 5th and 6th term IFCSS Heaquarters is $4,000.00 -- 5,000.00 due to the 5th term, and $3,000.00 -- 4,000.00 due to the 6th term, respectively.) To make the report as factual as possible, the SVC has disclosed all the facts found in the investigation, including the names of those involved. The SVC would like to make a statement here: By no means we are accusing those named individuals in any way. It is clearly the responsibility of the Headquarters of IFCSS for all the errors, mistakes, and wrong doings committed in this incident. With the great concern to these individuals, the SVC has repeatedly urged the Headquarters, via internal memos and phone calls, to take actions to correct the mistakes, so that the SVC does not have to release the names of these involved individuals. However, the Headquarters insists on the view point that every thing they have done so far is correct in principle and they have shown no sign of their willingness to retrieve the lost fund of IFCSS. This leaves us no other choice but to reveal the whole investigation with detailed facts to the public. We can only hope the public would understand how difficult it is for the SVC to come to this decision. With deep concern and profound grieve, the SVC painfully realizes what kind of impact of the report would make in the public. The integrity of IFCSS is tainted, the reputation of IFCSS is damaged, and the public trust on IFCSS is betrayed. As members of the SVC, we believe the only remedy to prevent the future ocurrance of such insidence is to face and to confront the problem. We are publically elected officials of IFCSS, we have the duty and obligations to protect the interest of IFCSS. For this reason and this reason only, we faithfully tell you the truth, nothing but the truth. In the near future, the SVC's report, as well as memos from the Headquarters regarding to this case will be achived at the FTP site of IFCSS: ftp.ifcss.org, under the directory: pub/ifcss/svc/svc94/case-1/.
