IFCSS HQ proposals should be all ready in the next few days. All motions to be raised in the teleconference should be posted on Council email network at least one week before the meeting time. Emergency motions can be raised at any time by following the order of the conference. All Council members are required to attend. IFCSS President is invited to introduce HQ proposals. Some working committee Chairperson nominees might be invited if necessary, who shall not speak unless been asked to do so. Representatives from IFCSS SVC will be invited to observe. And one or two former Council members will be invited as special guests to provide technical assistance. The teleconference shall be open to the public in means of: 1. We Chinese students and scholars are very proud of them. However, NBC Olympic game anchors attacked Chinese athletes in many occasions. In the lastest incident, NBC's Bob Costas related Chinese athletes' good performance in swimming to drug use. He commented that their appearances are rough looking, their voices are men-like, and our training system adopted from Easten Germany had drug use history. A lot of Chinese students felt that NBC as one of the largest TV network must stop their attack and misleading comments on our Chinese athletes. I feel that we, IFCSS council has the responsibility for protecting our Chinese image. I was urged that we should send a strong protest to NBC regarding this incident. Therefore, I propose the following protest. ******************************************************************************** ** PROTEST ON NBC'S ATTACKING CHINESE ATHLETES Whereas, NBC sports anchor Bob Costas attacked on Chinese Olympic athletes by relating their good performance to drug use. Whereas, On July 30th evening Olympic program, Bob Costas made a concluding comments on the Olympic swimming contest. Bob Costas accused on the no ground that Chinese swimming athletes had taken performance enhance drugs. He commented that the Chinese swimming athletes' appearance, voice, and the rapid improvement in their performance are the symptoms of using drugs without any evidence. Whereas, His attacking other nation's athletes not only disregarded a journalism common role, but also violated Olympic spirit. His comments deeply hurt all Chinese including 80,000 Chinese students and scholars in the United States. To clarify some uncleared points, we have talked with Dr. Geng Xiao over the telephone. The following is a summary of the conversation. This has not been verified by Dr Geng himself. HQ raised $9,000 last by mass mailing. The Fund Raising Committee will carry out mass mailing twice this term, one near Christmas, another near June 4 of next year. They expect $15,000 for each action, so the total will be 30,000. c. HQ received unrestricted grant of $20,000 from Bradly Foundation last year. Dr. Geng hopes HQ can raise $40,000 from various foundations for IFCSS operational expense. So the total under this item is $170,000. 3. Student Service: a. HQ raised $60,000 by selling health insurance to CSS last year. There were 1,500 students enrolled. If they can get 2,000 students this year, the revenue will be $80,000. b. HQ hopes the IFCSS-SPRINT telephone service will generate $20,000 this year. So the total under this item is $100,000. 4. Grant from Foundations: These are the grants for different projects of various working committees. $100,000 comes from the total of all the proposals. These grants, if approved by various foundations, will be used to carry out projects of relevant working committees. Expenditure 1. HQ Staff Compensation: The Compensation amount per person is the same as of last year. Besides the President himself, upon the approval of the Council, HQ will hire Mr. Zhang Qingsong and Mr. Karl Bunday as full-time staffs. HQ will hire Ms. Jiang Zuihong at half time as the Treasurer. The other half-time position will be used when there is needs. 2. Operational cost of HQ, Council and SVC: The figures provided in the proposal are basicly the same as of last year. 3. Working Committee (Non-Self-Supportable): The $90,000 for the "Working Committee" is 90% of the $100,000 "Grant from Foundations". The other 10% will be explained in item 5. 4. Local CSS Organizations The fund will be used as the incentive for promoting the student services. 5. Project Assistant: Mr. Karl Bunday will devote most of his time on fund-raising.
