Please read the schedule, agenda , and the order of the Conference listed below. Thanks for your attention. Open to the public: Same as the last teleconference - two methods(Please refer to Attached Document One). 4. Main agenda: HQ working report, including: a. HQ operations; b. Shen Tong and others rescue; c. MFN and Protection Bill lobby (CCSA Chairperson will be invited for briefing); d. Communication network progress, Committee Chair will be invited to give a briefing; e. The nomination of chairperson of Committtee of Public Relations and Government Affair(refer to Attached Doc. Three); f. Other related issues; Fund Raising and Taiwan Trip Briefing: HQ and related people; Council business: Finance Committee work briefing; Rules Committee work briefing; Other related issues; 5. Others: Motions moved by council members at least three days before the scheduled meeting time; Late proposals will not be dealt unless is moved and accepted as emergency motion - detailed rules will follow; 6. Meeting rules: Council Bylaw, Robert's Rules of Order, and Council practice(please refer to Attached Document Two); 7. Special guests: one SVC member to observ; one former Council members to help on meeting technical details. -------------------------------------------------------------------------- Attached Document One The teleconference shall be open to the public in means of: 1. Anyone who would like to audit, please contact me (513-294-0970) at least a week before the scheduled conference. Public audiences shall not speak or disturb the meeting, any such action or attempts shall result in immediate determination of all audting connections. Public audiences shall pay for their own expense, a $35.00 refundable deposit must be received before the meeting starts. 2. Or, audio tapes of the meeting can be obtained from Council Secretary one week after the meeting. If you have any concerns and/or ideas, please respond ASAP. --------------------------------------------------------------------------- Attached Document Two Order of the Teleconference Note: this order is based on Council Bylaw, previous Council practices, and Robert's Rules of Order. Please comment before it is adopted. 1. The order of the council first tele-conference is recommended by the Chairperson of the Council. It shall be adopted by general consent or by a majority vote of the Council Members present in the teleconference. 2. All main motions are debatable. Other motions shall be dealt according to Robert's Rules of Order. The debating time shall be limited and controlled. For each motion, every member shall have one(1) minute to speak. If necessary, a second round of debate (1 minute for each member) can be requested and seconded by Council members and approved by the Chair. No more than two round debates shall be given to any motion. 3. The speaking order of members shall follow the order of Council Directory which shall be prepared by Council Secretary. 4. A motion shall be accepted as emergency motion by a majority vote of Council members present in the meeting. Emergency motions shall be processed upon its acceptance. 5. The conference shall be presided by Council Chairperson. The Co-chair shall take over the responsibility when the Chairperson participates in the debate. 6. Any disputes or confusions shall be solved by following Council Bylaw, (if not defined, then) Robert's Rules of Order. --------------------------------------------------------------------------- Attached Document Three IFCSS HQ Memo 4007 September 14, 1992 To: IFCSS Council A Message from Geng Xiao, President of IFCSS Nominating Shi Heping as Assistant to the President & Chairman of the Government Affairs Committee Dear Members of IFCSS Council: I hereby make the following nominations and hope that they will be approved by the upcoming 2nd Council tele- conference: I nominate Shi Heping as the Assistant to the President and the chairman of Government Affairs Committee. Mr. Shi Heping is a graduate student in Virginia Tech, a veteran IFCSS activist. He has served as the associate executive director in the first term of IFCSS, has served as the president of CSSA at Virginia Tech. The Government Affairs Committee is a separate Committee from the Student Affairs Committee. It was chaired by Huang Yuangeng in the past and had such successful programs as the Family Reunion Program. I am willing to anwser questions regarding this nomination. One of the major functions of this committee is fund-raising. Mr. Shi Heping of Virginia Tech has been nominated to chair that committee. His another title should be "Assistant to the President."
