Memo: IFCSS Council Third Teleconference To: IFCSS Council, IFCSS HQ, IFCSS SVC and IFCSS Members From: Jinghong Li, Chairman of Council Date: Revised, Jan. 2, 1993 Dear Colleagues, This is the final call for IFCSS Council Third Teleconference. According to IFCSS Constitution, and after consulting with Council members, the fourth term Council shall hold her 3rd Teleconference on: January 6, 1993, Wednesday Start from 10:00pm EST. The conference main agenda includes: IFCSS HQ work and financial report, preparations on the IFCSS 5th Congress and four HQ Working Committees (Human Rights Committee, Humanitarian Assistance Committee, Information Exchange Committee, and Educational Committee) briefings. Detailed tentative schedule is included in the attached Order of Meeting. Please make your suggestions known before the order is adopted. Council members, please post your motions and/or concerns at least 3 days before the meeting. Please arrange your schedule and be prepared to participate. All issues raised later than the deadline can only be accepted through the Emergnecy Procedure. IFCSS members are engouraged to express their concerns and suggestions to the conference. Please send messages to Council members come from your region. A council member email and phone number list is attached. The teleconference shall be open to the public in means of: 1. Anyone who would like to audit, please contact Jinghong Li(513-294-0970) at least three days before the scheduled conference. Public audiences shall not speak or disturb the meeting, any such action or attempts shall result in immediate determination of all auditing connections. Public audiences shall pay for their own expense. A $40.00 refundable deposit must be received before the teleconference. 2. Or, audio tapes of the meeting can be obtained from Council Secretary one week after the meeting. Order of IFCSS Council 3nd Teleconference ======================================================================= Proposed by Jinghong Li, Chairman Revised on Dec. 22, 1992 Note: this order is based on Council Bylaw, previous Council practices, and Robert's Rules of Order. Please comment before it is adopted. 1. The order of the council second teleconference is recommended by the Chairperson of the Council. It shall be adopted by general consent or by a majority vote of the Council Members present in the teleconference. 2. All main motions are debatable. Other motions shall be dealt according to Robert's Rules of Order; The debating time on motions shall be limited and controlled. For each motion, every member shall have one(1) minute to speak in the first round of debate. A second round of debate (1 minute for each member) can be requested/seconded by Council members, and approved by the meeting Chair. No more than two round debates shall be given to any motion; Council members can defer their speaking right once in each round. Member's speaking time shall not be accumulated or carried over to the next round, but it can be given to, or borrowed from, another member during the same round of debate. The speaking order of members shall follow the order of Council Directory which shall be prepared by Council Secretary. 3. IFCSS President shall be given 15 minutes to report on the HQ operations, followed with sufficient time to explain and answer questions. Before any council resolution is voted on, the President shall be given sufficient time and chance to express his stands on the said resolution. Under such circumstances, the council shall not over turn a possible presidential veto if the resolution is passed with a simple majority support; the President shall not veto a council resolution if it is adopted with a two-third (2/3) or greater majority support. 4. Invited subcommittee Chairpersons shall be given 5 minutes each to brief the Council, followed with no longer than 20 minutes each for questions/answers. 5. A motion, which is not moved during the proposing period, can be accepted as an emergency motion by a majority vote of Council members present in the meeting. Emergency motions shall be processed upon its acceptance. 6. Council 3rd Teleconference business order shall be: On passage of this Order; On Council unfinished business, last teleconference minutes; Human Rights Committee briefing; Humanitarian Assistance Committee briefing; Information Exchange Committee briefing; Economical Exchange Committee briefings; IFCSS HQ work and financial report; On motions may be raised by Council members with regard of HQ or subcommittees reports; On preparation for the 5th IFCSS Congress; Council Subcommittees briefing; On motions raised by Council members; On emergency motions might be raised by Council members; 7.
