Minutes of IFCSS Council Third Teleconference ------------------------------------------------ IFCSS Council held her third regular teleconference on Jan. 6, 1993. The conference started at 10:00pm EDT, Jan.6, lasted for four hours and 15 minutes. Council Chairman Jinghong Li presided the meeting and Council Secretary Kai Hwang acted as secretary. The meeting started with the adoption of the Order of the Meeting(see the Call for the 3rd Council Teleconference in last Council News Release) and the approval of the minutes of the last(2nd) Council teleconference. Mr. Qiang Xiao , Chairman of IFCSS Human Rights Committee, briefed the on the committee's work during the last six months. He introduced the efforts on helping China's political prisoners and their families. He emphasized on the special attention paid to those not that famous who often suffer the most, yet are forgotten or overlooked by society and the outside world. Mr. Xiao pointed out that the amount of money they sent out might not be that much, but the spiritual support provided to those victims are far more important. He also expressed appreciations for many Chinese students and scholars(CSS) local groups in the US for their help and efforts. Council members then raise some questions on the committee's activities and working plan. Mr. Xiao and IFCSS HQ explained them in detail. Mr. Yalai Zhang, Chairman of IFCSS Humanitarian Assistance Committee, reported on the efforts on assistance to 6.4 victims in China. The committee has sent several delegates back to China to help them and collect information on many little-known innocent victims. Mr. Zhang explained the difficulties they face and efforts not to do the assistance work publically due to the victims' fear of government retaliation. He called on IFCSS members to participate and support. He also described possible future projects. Mr. Zhang answered questions raised by Council members. Mr. Shusheng Luan, Chairman of Committee on Scientific, Culture and Educational Exchange with China, introduced the committee's working projects. The plans include 5.1 scholarship and several other programs which are concentrated on providing assistance and information exchange service. He also reported on cooperations with other special purpose organizations and groups. Mr. Luan answered the questions raised by council members. Mr. Guang Yang, Chairman of IFCSS China Economic Development Committee, then briefed the council. He introduced last years project, Small Business Short Course, the trip to Taiwan. Participants of that trip not only learnt a lot of useful information about Taiwan's experience, but also enriched their knowledges on economics and developments. Mr. Yang expected similar project to be continued this year. He also answered some questions. After the four subcommittee briefings, IFCSS President, Dr. Xiao Geng, reported on HQ operation and finance situation. Dr. Geng first introduced the HQ's four-stage working plan, including fund raising, project investments, local organization development, and the 5th IFCSS congress. During the last five months, through many different channels such as mess mailing and student insurance services, the HQ has raised a total of more than $100,000. As one of the most important project IFCSS supported, Dr. Geng used one sentence to describe 1992 Chinese Students Protection Act as a success. IFCSS sponsored Insurance Plan now has become stable. Local schools also benefited from it. The newly opened IFCSS Computer site IFCSS.ORG not only provides supports to IFCSS and her local branches, but also helps many other organizations and the entire CSS society. Other activities mentioned include subcommittees' works and many public relation operations. IFCSS HQ has responsed to situations such as the case of Mr. Tong Shen, Hong Kong democracy reform and etc. In his plan for the second half year, Dr. Geng emphasized on local work, students services, and computer communication. The biggest project is the upcoming IFCSS Fifth Congress's preparation. Main topics include revising the Constitution and meeting arrangement. Ms. Zuihong Jiang, IFCSS Treasurer, introduced the IFCSS financial report prepared for this meeting. Dr. Baoping He, IFCSS Vice President, added on works with US government and implementation of CSS protection bill. Mr. Qingsong Zhang, IFCSS Executive Director, introduced HQ staff local school visits during Thanksgiving. He also described HQ new email net that provides better communicate with IFCSS members. Council members then raised several questions. HQ staffs gave their answers, explanation and promised to make improvements accordingly. The council approved HQ work and financial report through unanimous consent. Next, the teleconference turned attention to the preparation of IFCSS Fifth Congress. Council resolution CR4010 (see Part III) authorized IFCSS HQ to work on the preliminary preparation from now to next Council Teleconference. Mr. Yi Xu, Chairman of IFCSS Council Rules Committee, reported on Committee on Drafting Amendments(CDA) work plan. The council approved the CDA's operation budget(see Part III.) About two and half hours into the conference, the meeting turned to the agenda on issues related to IFCSS Committee on Chinese Students Affair(CCSA) lobby banking accounts and its relations with May 4th Foundation. Dr. Haiching Zhao as Chairman of CCSA was invited. Miss Wenyan Li(Chairperson of IFCSS Council Finance Committee), Mr. Yuhe Liu(IFCSS Co-Chair and Chairman of Council Personnel Committee), Mr. Jianxin Tang(IFCSS Council member) reported their auditing on IFCSS/CCSA banking accounts. Dr. Xiao Geng(IFCSS President), Dr. Haiching Zhao( Chairman of Committee on Chinese Students Affair), Mr. Guang Yang(President of Board of May 4th Foundation) stated their own views and stances on IFCSS/CCSA banking accounts related issues. Mr. Jinghong Li(Chairman of IFCSS Council) collected some technical questions based on the IFCSS/CCSA finance report/auditing, and presented these questions to the IFCSS/CCSA and May 4th leaders. Dr. Haiching Zhao and Mr. Guang Yang answered them on behalf of IFCSS/CCSA and May 4th respectively. After a long and thorough debate, the Council passed two resolutions in regard of the above issues(see Part III). One resolution demands that IFCSS/CCSA to terminate its financial relationship with May 4th Foundation, claim all the funds it is entitled and turn all relevant documents to IFCSS Treasurer. The other resolution clarifys that IFCSS/CCSA is the only official name to be used from now on. With council members' unanimous consent, remaining proposals and motions to the conference will be considered in an email conference which should be called within the next few weeks. With council members' unanimous consent, the Chairman of Council will write a letter to May 4th Foundation in appreciation of their help and support in the past, and thank them for having provided the bank status to open IFCSS/CCSA accounts. At the end of the meeting, Dr. Haiching Zhao announced resignation of his position as the Chairman of IFCSS Committee on Chinese Student Affairs ( detailed meeting record of this episode will be released.) Principal Motions Voted in the Meeting -------------------------------------- -------------------------------------------------------------------------- 1. Budget for Committee on Drafting Amendments on IFCSS Constitution(CDA) -------------------------------------------------------------------------- By CDA/Xu Yi 1. Communication expenses for Luo Ning, Sun Shaojian and Wu Tao: The forementioned three CDA members' communication expenses for their work done for the Committee should be reimbursed fully with a cap $30.00 per month for each person. The cap can be changed when it is necessary, through the normal procedures; 2. Travel expenses: The Committee hopes that in the future annual round-table meeting of IFCSS, all the members of CDA can be invited to the meeting, such that the objectives of CDA can be in the agenda of the meeting. Therefore, the travel expenses for the members to attend the meeting should be considered. The details of this expense depends on the location of the meeting, which is yet to be determined, and the locations where the members are going to be, which are constantly changing. Therefore, the exact amount of this expense should be decided when the time comes. Budget for CDA was approved by Council through unanimous consent -------------------------------------------------------------------- 2. Resolution on Authorizing IFCSS President to Prepare 5th Congress -------------------------------------------------------------------- by Jinghong Li / Kai Hwang Whereas IFCSS Constitution requires the Council to organize IFCSS Congress annually; Whereas the fifth IFCSS Congress will be held in June or July; Be it resolved, That IFCSS Council authorize the President of IFCSS to be in charge of IFCSS annual congress preparation before next Council Teleconference. The President shall report this work to the 4th Council teleconference, which shall be in the first week of April, for approval.
