Minutes of IFCSS Council Second Email Conference .............. 21 ---------------------------------------------------------------------- From: IFCSS Council Date: Feb. 26, 1993 For immediate release Minutes of IFCSS Council Second Email Conference IFCSS Council held its Second Seven-day Email Conference from Feb. 16 to Feb. 23, 1993. Fifteen of the sixteen members participated in the conference. Mr. Jinghong Li, chairman of council, presided the meeting. Mr. Kai Hwang, secratary of council, kept the meeting records and documents. The conference discussed five proposals moved by council members ranging from IFCSS insurance management to statement on Wang Dan's release. IFCSS president's nomination for CCSA chairperson was also debated and approved. For detailed meeting agenda, rules and orders, please refer to previous IFCSS Council News Releases. The full text of adpoted resolutions are attached, together with the voting records. The Email Conference adjourned, as scheduled, on 5:59am EST, Feb. 23, 1993. Final Version of Adopted Resolutions .......................... 189 ---------------------------------------------------------------------- ------------------------------------------------------------------------ Regulations on IFCSS Contracts ------------------------------------------------------------------------ by Liu, Yuhe / Li, Jinghong Adopted as R4013 on February 23, 1993 Regulations on IFCSS Contracts Article 1. IFCSS Contract 1. An IFCSS contract is a written document which determines a relationship between the Independent Federation of Chinese Students and Scholars (IFCSS, including IFCSS Inc. and IFCSS Foundation Inc.) and other legally registered organizations, or individuals legally independent of IFCSS. The term "IFCSS Agreement" may be a substitution of "IFCSS Contract". Article 2. Validity 2. Upon the adoption of these regulations, a valid IFCSS contract defined in Article 1 shall be signed by the authorized person defined in Article 4 below and approved by the IFCSS Council through the procedure defined in Article 5. A contract is valid only within the time period defined in item 4, Article 3. Article 3. Discontinuation 3. All IFCSS contracts shall define an expiration date. A contract is only valid between the date on which the contract is signed to be effective and the expiration date. 4. A contract signed by IFCSS previously shall have a valid time period not longer than one year from the date these regulations are adopted. 5. In case it is necessary and reasonable to cancel or terminate a valid contract. IFCSS President shall submit reports on such actions to IFCSS Council for approval. IFCSS Council shall take full responsibility for the consequences thereafter. Article 4. Authorized Signatures 6. The President of IFCSS may sign any IFCSS contracts. 7. With a written authorization, for a specific contract, by the IFCSS President hereto, the following persons may sign a contract: a. The IFCSS Vice-President; b. The IFCSS Executive Director; c. Assistants of the IFCSS President; d. Chairperson of an IFCSS Working Committee; e. Any IFCSS Council Member; Article 5. Approval 8. IFCSS President shall submit a copy of the signed contract, through registered mail, to the secretary of IFCSS Council within ten (10) days of the signing. 9. Unless disapproved by IFCSS Council within 30 days of receiving the submitted contract, a signed IFCSS contract shall be effective. Article 6. Amendments to these regulations 10. Amendments to these regulations may be adopted at any Council meeting or equivalent procedure defined in the council's bylaw. 11. These regulations shall be in accordance with the IFCSS Constitution. //End ------------------------------------------------------------------------ Resolution to require the IFCSS President to submit all signed and valid agreements to the council ------------------------------------------------------------------------ By Yuhe Liu / Jinghong Li Adopted as R4014 on February 23, 1993 In order for the IFCSS Council, the legal representative of the IFCSS, to understand how many and what kind of agreements the IFCSS have signed, Be it resolved that The council requires hereby the Presidents of IFCSS to submit all currently valid agreements to the council. //end ------------------------------------------------------------------------ RESOLUTION ON THE ADMINISTRATION FEE OF IFCSS INSURANCE PROGRAM ---------------------------------------------------------------------- By Wenyan Li / Liqun Dong Adopted as R4015 on February 23, 1993 Whereas it is necessary to inform the local CSSs that their participation of IFCSS health insurance program will help the financial situation of both IFCSS and local organizaitons through the program, an dwill improve the quantity and quality of this student service. Therefore, a basic regulation related to health insurance program should be established: Be it resolved, IFCSS sets up following finance regulation for managing the administration fee of IFCSS insurance program: 1. To be awarded a total number of administration fee of the premium by the IFCSS insurance program, thereafter, 40% of the mentioned fee will be awarded to local CSS organizations and other 60% will be collected by IFCSS. 2. The administration fee should be deposited into a separate banking account of IFCSS. 3. IFCSS should report quarterly on the status of the policies sold by the organizaitons. The organizations will have 90 days to claims their administration fee from IFCSS. ----------------------------------------------------------------- IFCSS Council Statement on Wang Dan's Release ----------------------------------------------------------------- By: Jinghong Li / Yuhe Liu Adopted as R4016 on February 23, 1993 Be it resolved that the IFCSS Council issues the following statements from its Second Email Conference regarding the release of student leaders Wang Dan, Guo Haifeng and several other political prisoners. IFCSS Council Statements on the Release of Wang Dan and others Feb. 21, 1993 It has been reported that the Chinese Government has recently released several political prisoners related to 1989 democratic movement, including student leaders Wang Dan, and Guo Haifeng. The Council of Independent Federation of Chinese Students and Scholars (IFCSS) in US, from its Second Email Conference, issues the following statements: 1. The IFCSS Council welcomes the release of several political prisoners related to the 1989 Chinese democratic movement. This is a victory of people all over the world who have continuously pressured the Chinese Government on human rights. 2. Student leaders Wang Dan, Guo Haifeng and many others have contributed tremendously to the cause of human rights, democracy and freedom in China. The IFCSS Council, on behalf of tens of thousands oversea Chinese students and scholars, salutes Wang Dan, Guo Haifeng and all individuals who have sacrificed for the future of China. We wish them well. 3. The IFCSS Council wishes to point out that there are still many people imprisoned by the Chinese government because of their beliefs. Many of them are often tortured and put in confinement. We consider such behaviors by a government as illegal and against the basic human rights principles upheld universally. We demand that the tortures and inhumane treatment of prisoners be stopped immediately. We demand that all political prisoners in China be released unconditionally. We call upon all freedom-loving people around the world united and keep the pressure till the day no one is afraid of speaking out from their heart. ---------------------------------------------------------------------- 5. Approved New IFCSS CCSA Chairperson ........................... 53 ---------------------------------------------------------------------- By Geng Xiao, IFCSS President Approved on February 23, 1993 Memorandum Date: January 11, 1993 From: Geng Xiao, IFCSS President To: IFCSS Council Re: Nominating New CCSA Chairman Dear IFCSS Council Members: Since Mr. Zhao Haiqing has resigned from the post of IFCSS/CCSA chairman, I hereby nominate Mr. Zhang Qingsong, currently IFCSS Executive Director, to head the CCSA for the remaining of this term. Haiqing's resignation will be a big loss for IFCSS. I am confident, however, that Mr. Zhang Qingsong, with his ability and experience, will be a qualified and successful chairman for CCSA. Zhang Qingsong has a B.A. in Modern Chinese History from Nanjing University (1982), a M.A. in American Diplomatic History (Sino-American Relations) from the University of Virginia (1986) and is expecting to receive his PH.D. degree in the History of American Immigration Law from the University of Virginia. In the past months, Zhang Qingsong has been responsible for coordinating lobbying efforts between the IFCSS HQ, the law firm and the local CSS organizations. In five months from July 15 to December 15, he answered thousands of email inquiries from Chinese students. In addition, he organized nation-wide campaigns related to S1216, such as the Open Letter for Shen Tong. He also collected dozens of special cases for Senator Gorton and other Congressional offices, which were used as major arguments for the bill. He has been also in charge of the Family Reunion Program. I hope this nomination will be approved in the next Council meeting. Thank you for your attention.
