Minutes of IFCSS Council Fourth Teleconference ------------------------------------------------ IFCSS Council held its fourth regular teleconference on April 3, 1993. The conference started at 10:00pm EDT, lasted for three and a half hours. Council Chairman Jinghong Li presided the meeting and Council Secretary Kai Hwang acted as secretary. The meeting started with the adoption of the Order of the Meeting(see the Call for the 4th Council Teleconference in last Council News Release) and the approval of the minutes of the last(3rd) Council teleconference. IFCSS President, Dr. Xiao Geng, was given 15 minutes to report on the HQ operations and IFCSS financial situation. In his report, Dr. Geng talked about the progress on Protection Act and the situation of the account in May 4th foundation. Followed it were questions raised by Council members and the explanation by Dr. Xiao Geng and Vice President Dr. Baoping He. The council approved HQ operation report and the IFCSS third quarter financial report through unanimous consent. Council members then expressed concerns over a recent IFCSS HQ News Release which talked about CCP membership with regard to the 1992 Chinese Protection Act. Vice President Boping He explained that the intend of the News Release was to (1) ease the tension among many former or inactive CCP members, and (2) protect local organizations and CSS from few active CCP members attackings. President Xiao Geng emphasized that IFCSS serves the mass CSS's interests, does not in any way encourage people to "report" on each other. Next, Dr. Xiao Geng(IFCSS President) reported to the Council the preparation of IFCSS Fifth Congress and explained the reason for selecting University of Kentucky at Lexington as the primary choice for site of Fifth Congress. The Chairman of CSSA at University of Kentucky Mr. Kairong Zhu introduced to the Council the University of Kentucky and Chinese student and scholar association there. Council members asked several questions. Then Council passed the Council resolution CR4017 (see Part III) authorizing IFCSS HQ to work on the preliminary preparation from now to early of June, 1993. Mr. Yi Xu, Chairman of IFCSS Council Rules Committee, reported on the work of Committee on Drafting Amendments(CDA). He said CDA will submit the first version of amended IFCSS Constitution in early June for discussion. Council members raised several questions and made some suggestion. The rest of time was spent on debating Council Member Mr. Jinghong Li's proposal on Council public survey. After two rounds of debate, the proposal was withdrawn without objection. President Geng and Council Chairman Jinghong Li also reported on the proposal and preparation of a IFCSS Joint Conference in early of June with conjunction June 4 Commemoration. If with no other difficulties, such as financial support, the conference will be held early June, 1993 in Washington D.C. The main agenda will include commemorate the 4th Anniversary of June 4th TAM Massacre, summerize the 4th term IFCSS, prepare for 5th IFCSS Congress. Resolution on Authorizing IFCSS President to Prepare 5th Congress -------------------------------------------------------------------- by Jinghong Li / Kai Hwang Whereas IFCSS Constitution requires the Council to organize IFCSS Congress annually; Whereas the fifth IFCSS Congress will be held in June or July, 1993; Be it resolved, That IFCSS Council authorizes the President of IFCSS to be in charge of IFCSS annual congress preparation before next Council meeting in the early of June. The President shall report this work to the Council meeting for approval.
