3. Objectives:

3.1	To review the financial records of 4th IFCSS HQ and the up to 
date records of the 5th term
3.2	To compose fixed asset list
3.3	To gather information needed for financial regulations 
amendment regarding the operation of IFCSS

4. Requirements on the HQ

4.1	The HQ should have all financial records according to the 
current IFCSS financial regulations ready for reviewing before the 
arrival of the Council team. In cases that is not specified in the 
regulations, the records should be prepared in the way as the general 
accounting practice.
4.2	The financial records should include the revenue and expenses 
of the whole 4th term and the revenue and expenses of the 5th term 
during the transition of the terms and the week in which the Council 
team arrives.
4.3	The HQ should provide the breakdown of the accounts of the 
Information Center, Newsletter and the 5th Congress.

4.4	The HQ should provide a list of fixed assets of IFCSS including 
the HQ office in Washington, all working committees and the Council 
members.

4.5	The HQ should provide the complete payment records of all HQ 
full, part-time and temporary employee.

4.6	 The HQ should provide all other documentation necessary for 
the smooth and thorough inspection by the Council Team.

5. Cooperation in the site Examination
5.1	The HQ should provide full assistance, access to the site and 
all possible conveniences to the Council Team and the SVC member 
as to the reviewing the financial and fixed assets situations at the 
HQ.
5.2	 The HQ should provide necessary transportation and 
assistance in accommodation to the Council Team and the SCV 
member while they are in Washington.

6. Others
6.1	In case that the situations arise that is not anticipated in the 
above, the parties involved should consult with each other and solve 
the differences according to the IFCSS Constitution and Bylaws and 
resolutions.

Hi, Hongguang. The inspection agenda sounds good. It seems to me that
this is the first formal council inspection of the IFCSS financial
situation in the IFCSS history. Therefore, the success of this
inspection is very important. To ensure the success, the coorperation
among all parties involved is absolutely necessary. No matter what will
happen, the council team should never loss their temper and always be
rational, since they are in the positive position.

About the amendment of IFCSS financial regulation, I suggest that the
council inspection should become regular, for example, in the transition
period when the two HQ team are all together. The inspection team may
consist of new elected council members and departure council members.
The first council meeting during the congress shall determines the
schedule and inspection team members. It is better that the inspection
is done before the new term HQ submits its annual budget to the new
council.

I don't mind that you forward this message to the council net.

Dear Mr./Ms. Zhou Hongguang:

Just wish to point out that this isn't the case. There was a famous Council
inspection during the 3rd (ZHQ) term, headed by the then Council Financial
Committee Chairman Dong Qiqi. And it was a mission of substantial success, 
having discovered the expired IFCSS June 4th Foundation, which the then 
President had no knowledge about though he had been notified months before 
by IRS. The mission had also made open a new IFCSS June 4th Foundation 
which the then HQ created, had nothing to do with the one to CSS's knowledge
(though expired), however was taking June 4th donation from public.

Now don't get me wrong. I don't care this kind of stuff like whoever is 
"the first" (neither do I think you or Yuhe does). I had a clear impression
on that particular action of IFCSS Council only because

	1. it said to me, an outsider, what WAS right with IFCSS, and
	2. it had been extremely meaningful to the CSS here, who were
	   donating over $10,000 to IFCSS June 4th Foundation (the wrong
	   one), and among whom I was a Donation Administration Committee
	   member.

                  Regulations for IFCSS's Financial Operation

     Article 1. The president must nominate to the council a treasurer and
an assistant treasurer within seven days after he starts transtion period.


     Article 2. The nominees for treasurer and assistant treasurer will be
acting treasurer and acting assistant treasurer. The acting treasurer and
assistant treasurer will assume all the  powers and the responsibilities of
treasurer and assistant treasurer before the nomination is either approved
or rejected by the council.

     Article 3. If the nomination is rejected by the council, the president
must make another nomination to the council within seven days after the
rejection. Same person must not be nominated twice.

     Article 4. No monetary transaction should be made unless there is a
treasurer approved by the council or an acting treasurer nominated by the
president.

     Article 5. The president must submit to the council a budget proposal
for his entire term within fourteen days after he starts transition period.


     Article 6. The president may follow the budget proposal before it is
approved or rejected by the council.

     Article 7. No monetary transaction should be made unless there is a
budget approved by the council or a budget proposal pending in the council.

     Article 8. The treasurer must submit to the council or an authorized
council committee in writing within three days after the last day of each
quarter a financial report. The report must include, but not limited to,
the following items:
     1. Quarterly revenues, itemized and totaled;
     2. Quarterly expenses, itemized and totaled;
     3. Management of Donation, Awards, and grants;
     4. Bank statements of all bank accounts;
     5. List of all outstanding debts up to the last day of the quarter.

     Article 9. The treasurer is required to sign all checks of all bank
accounts along with another officer designated by the president. In case
of absence of the treasurer, the assistant treasurer should sign all checks
of all bank accounts along with another officer designated by the president.

     Article 10. The treasurer must follow a designated accounting system
and all other standard accounting practice and to keep all original
financial records in good care.

     Article 11. The treasurer must open all accounting books and other
financial records to the council or any authorized agent(no less than two
representatives) of the council
all financial records upon a written request from the council or authorized
council committees.

     Article 12. Any spending not included in the budget must be approved
by the president in writing. Such spending must not exceed a total sum of
three thousand dollars ($3000) for each term. The president must provide a
copy of his written approval to the council or an authorized council
committee within fourteen days after a such spending is incurred. If the
deficit is more than three thousand dollars, the spending has to be approved
by the Council.

     Article 13. Any transaction between any IFCSS, Inc. bank account and
any IFCSS Foundation, Inc. bank account must be approved by the president
in writing. The president must notify the council or an authorized council
committee in writing for a such transaction within seven days after it is
made.

     Article 14. No financial relationship should be established and no
transaction should be made between IFCSS, including any of its working
branch, and any political organization without a prior approval of the
council.

     Article 15. Travel Advance and Reimbursement:

         1) A written request of cash advance has to be approved by the
Treasurer or the President. The request should include: description of the
activities, date(s), destination(s), projected itemized expenditure, source(s)
of funding, and any other relevant information. The approved amount of cash
advance should be no more than 80% of total projected expense;

        2) Any request of reimbursement has to be submitted to the Treasurer
in written form. The request should include: description of the activities,
date(s), destination(s), itemized spending with original receipts attached,
any other relevant information, and the signature of applicant, the request
should be approved by the Treasurer.

        3) Reimbursement for airline ticket may not exceed the price of
economy class ticket of the shortest distance between the destinations;
Reimbursement for private car travel may not exceed the rate at $0.2/mile;
In general, the lodging reimbursement is not recommended unless it is approved
by the President or the Treasurer, the rate for  lodging reimbursement
should not exceed the rate at $60.0 per day.


      Article 16. Violation of these regulations may result in removal from
the office(includ president,vice-president,treasurer,assistant-treasuer...etc.
any related person) if it is recommended by the Council.

      Article 17. Amendment to these regulations may be adopted at any Council
meeting.

    My Recommendation for Zhang Qingsong as Editor in Chief

Dear Council Members:

    Because the IFCSS Newsletter is an important part of IFCSS's
grassroots and public relations work, it is urgent that an Editor
in Chief be appointed as soon as possible.

     I would like to strongly recommend Mr. Zhang Qingsong as the
Editor in Chief of the Newsletter.

    I recommend Mr. Zhang because I belief that he is the 
best candidate available for this task. He has the commitment,
qualifications, zeal and abilities to be a good Editor in Chief
of the Newsletter.

    Mr. Zhang has an excellent educational background. He has a
B.A. in Modern Chinese History from Nanjing University, a M.A.
in Sino-American Relations from the University of Virginia, and
he is a Ph.D. candidate in American Immigration History at 
the University of Virginia. 

    Mr. Zhang is a veteran soldier of IFCSS. He has been a delegate
to IFCSS's 2nd, 4th and 5th Congresses. He was one of the founders
of IFCSS Human Rights Committee. He was IFCSS's local coordinator
for several years and he participated in a lot of IFCSS projects.
He was the local CSSS leader at the University of Virginia and
maintained a good relationship between IFCSS and CSSS at UVA.

    In the fourth term, Mr. Zhang postponed his dissertation 
research to work in the HQ as the Executive Director. He was so
devoted to the IFCSS in the past year that he did not have time
to complete his dissertation even though some professors have been
demanding to review his dissertation for publication. 

    Mr. Zhang has good relations with various student groups and 
extensive connections within the CSS community. He has excellent
writing skills in both Chinese and English. He is familiar with 
the history and operation of IFCSS and its branches. He has 
excellent knowledge in word processing, database, and Chinese
computer editing. All these are necessary qualifications for a good
Editor in Chief.

    For these reasons, I hope that the Council will accept my
recommendation.

        IFCSS Council Bylaws (C3002)


               Bylaws of the Council of IFCSS
               ------------------------------

                      ARTICLE I
                Council and Its Members

  The Council is the standing legislative body of IFCSS. Members of
the Council are elected according to the Constitution of the
IFCSS. The term of the Council member is one year.  The conduct of the
Council shall be in accordance with, in order of precedence, the
Constitution of IFCSS, this bylaws, the special rules of order that
the Council may adopt, and the general rules of order defined in
Article V of this bylaws.


                      ARTICLE II
                 Officers of the Council

   Section 1.  Chairperson of the Council.  The Chairperson of the
Council shall be elected among the members of the Council.
Chairperson shall be in charge of calling for meetings of the
Council, and shall preside all meetings of the Council at which
he/she is present. The Chairperson  shall act as the spokesperson
of the Council. The Chairperson is subject to the supervision of
the Council. The Chairperson shall do and perform such other duties
and may exercise such other powers as prescribed by the Article V
Parliamentary Authority of this bylaws, and as from time to time
may be assigned to him/her by the Council.

   Section 2.  Co-Chairperson of the Council. A Co-chairperson of
the council shall be elected at the same meeting at which the
Chairperson of the Council is elected. At the request of the
Chairperson or in the event of his/her absence or disability, the
Co-chairperson shall perform all the duties of, and be subject to
the restrictions upon, the Chairperson of the Council. Only members
of the Council are eligible for Co-Chairperson of the Council.

   Section 3. Secretary of the Council. Secretary of the council
shall be nominated by the Chairperson of the Council and approved
by the Council. Only members of the Council are eligible for
Secretary. Co-Chairperson is not eligible for the nomination  of
Secretary of the Council. The  Secretary shall:
       a) record all the proceedings of the meetings of the Council
in a book or by other means to be kept for that purpose;
       b) be custodian of important documents ( including but not
limited to proposals, resolutions, bills, statements, committee
          reports );
       c) see that all books, reports, statements, proposals,
resolutions, bills, e-mail communications, and other documents and
records required to be kept or filed are properly kept and/or
filed;
       d) in general, perform all duties and have all powers
incident to the Secretary may perform such other duties and have
such other powers as from time to time may be assigned to him/her
by the Council or the Chairperson of the Council;
       e) count and record vote of the Council;
       f) perform such other duties prescribed in the Article V
Parliamentary Authority of this bylaws.

   Section 4. No member of  the Council shall be eligible to serve
as Chairperson, Co-chairperson and Secretary for more than two
consecutive terms in the Council.

                      ARTICLE III
                 Meetings of the Council

     Section 1. The  Meetings of the Council can be conducted in
one of the following forms: meeting at specific place,
tele-conference Meeting, and meeting conducted via electronic-mail
network.

     Section 2. Regular Meetings.  A regular meeting of the Council
is held in the first week of each quarter of the year, without call
or formal notice in such forms, at such places, and at such times
as the Council may vote from time to time to determine. Regular
meeting shall not be conducted in electronic-mail network.

     Section 3. Special Meetings. Special meetings of the Council
may be held in any of the forms described in Section 1, at any
places at any time when called by Chairperson or one-third or more
members of the Council. Notice of the form, time and place thereof
shall be given to each Council member at least seven days before if
by mail (including E-mail) or at least forty-eight hours if in
person or by telephone or telegraph or by FAX. A waiver of such
notice in writing (or in E-mail, or in FAX), signed by the person
or persons entitled to said notice, either before or after the time
stated therein, shall be deemed equivalent to such notice. Notice
of any adjourned meeting of the Council need not be given.

     Section 4. Quorum. The presence, at any meetings, of
two-thirds of the total member of the Council shall be necessary
and sufficient to constitute a quorum for the transaction of
business.

     Section 5. Electronic Mail Meeting. Electronic mail meeting of
the Council shall be conducted only in a specific e-mail network
which is set up for the Council and is accessible by all members of
the council. The presence of a member in the meeting is defined as
the post of " Chairperson, I am in presence for the E-mail meeting
starting from___time___day___month___Year.  Name of the Member
(sign)" in the above mentioned network  in response to the  call of
the meeting before the announced meeting time.

     Section 6. Consent of Council Members in Lieu of Meeting.  Any
action required or permitted to be taken at any meeting of the
Council or any committee of the Council thereof may be taken
without a meeting, if prior to such action a written consent
thereto is signed by all members of the Council or committee of the
meeting, and such written consent is filed with the minutes of
proceedings of the Council or committee of the Council.

   Section 7.  Absence of the Council member from meeting: The
council may recommend resignation of a council member if
    a) he/she has been absent for any one of the council meetings
without proper reasons;
    or
    b) he/she has been absent for any two of the council meetings.
The council's recommendation shall  be sent to the absentee and
his/her constituents, the later will also receive a request of a
substitute from the council.


                      ARTICLE IV
               Committees in the Council


    The Council may, by resolution adopted by the Council,
designate one or more committees, each committee to consist of two
or more of the members of the Council, which, to the extent
provided in the resolution, shall have and may exercise the powers
of the Council in management of the business and affairs of the
Council. The name, chairperson and  members of each such committee
may be determined from time to time by resolution adopted by the
Council.

    The committees of the Council shall keep regular minutes of
their proceedings and report the same to the Council when required.


                      ARTICLE V
                  Parliamentary Authority

      Section 1. Adoption of A Motion. Motion shall be adopted by
vote of a majority of entire membership of the Council.

      Section 2. Robert's Rules of Order.  The rules contained in
the Robert's Rules of Order, Newly Revised ( 1990/9th Edition.
Author: H. M. Robert, Revised by S.C. Robert, Publisher:
HarperCollins,1990 ) shall govern the Council in all cases to which
they are applicable and in which they are not inconsistent with the
Constitution of IFCSS and this bylaws and any special rules of
order the Council may adopt.


                       ARTICLE VI
                       Amendments

      These bylaws may be amended at any regular meeting of the
Council by vote of a majority of entire membership of the Council.

out of 16 members have responded to the call, and are all ready to
participate in the meeting.  Some technical reminders follow:

2.  Besides proposals for establishing or re-establishing Council Committees,
    please move only those urgent proposals during this email conference.
    Other motions and more complex bills can be considered in the upcoming
    teleconference.

3.  According to Council Bylaw, Quorum of the meeting is 2/3 or more of the
    total member of the Council.  Currently 2/3(or more) of 16 is 11+.

                         Email Conference Rules
----------------------------------------------------------------------------

1.  According to Council Bylaw related rules, all members are required to
    attend the email conference in one of the following two forms:

    a. post to the Council email network during the conference period;

    b. or, if no email accounts, contact, during the meeting time, two
       or more times with at least one Council member who has email access
       to Council net.

    If no email accounts, the member could have his/her concerns and votes
    be passed to the council network through any one of the members.

2.  To be present in the email conference, the member shall post to the
    Council network in the format required by Bylaw Article III, Section 5:

    "Chairperson, I am in presence for the E-mail meeting
    starting from___time___day___month___Year.  Name of the Member
    (sign)" in the above mentioned network  in response to the  call of
    the meeting before the announced meeting time.

3.  Council Secretary shall assign a serie number for each proposed
    resolution, and keep a record of all conference related posts;

4.  All votes shall be sent to the net and Council Secretary in duplicate
    within the voting period (the last two days of the conference) unless
    otherwise been pre-approved by the Chair.

5.  Due to the characteristics of email conference, amendments are not to
    be voted on whether or not to be adopted.  Rather, the resolution's
    original author should consider suggestions, changes, etc. seriously,
    and make modifications with other member's help.

6   Due to technical difficulties, the approval of personals for
    subcommittees will have to be voted at the same time when the
    resolutions to establish these subcommittees are voted.  In case of one
    or more subcommittees are not approved, the corresponding resolutions on
    their personal assignment are automatically disregarded.

This is the final call for IFCSS Council Third Teleconference.  According 
to IFCSS Constitution, and after consulting with Council members, the 
fourth term Council shall hold her 3rd Teleconference on: 

       January 6, 1993, Wednesday 
       Start from 10:00pm EST. 

The conference main agenda includes: IFCSS HQ work and financial report, 
preparations on the IFCSS 5th Congress and four HQ Working Committees 
(Human Rights Committee, Humanitarian Assistance Committee, Information 
Exchange Committee, and Educational Committee) briefings.  Detailed 
tentative schedule is included in the attached Order of Meeting.   
Please make your suggestions known before the order is adopted.

Council members, please post your motions and/or concerns at least 3 days 
before the meeting.  Please arrange your schedule and be prepared to 
participate.  All issues raised later than the deadline can only be 
accepted through the Emergnecy Procedure. 

IFCSS members are engouraged to express their concerns and suggestions to 
the conference.  Please send messages to Council members come from your 
region. A council member email and phone number list is attached. 


The teleconference shall be open to the public in means of:

1. Anyone who would like to audit, please contact Jinghong Li(513-294-0970) 
  at least three days before the scheduled conference.  Public audiences 
  shall not speak or disturb the meeting, any such action or attempts shall 
  result in immediate termination of all auditing connections.  Public 
  audiences shall pay for their own expense.  A $40.00 refundable deposit 
  must be received before the teleconference.

2. Or, audio tapes of the meeting can be obtained from Council Secretary

resolution.  Under such circumstances, the council shall not over turn a 
possible presidential veto if the resolution is passed with a simple

brief the Council, followed with no longer than 20 minutes each for 
questions/answers.

special "rules" :-) , Council and SVC officers are considered first, 
followed with Subcommittee Chairpersons;  Others are chosen in alphabetic 
orders.  Substitutions will also follow alphabetic order of the rest.  
Those who are not assigned duties will have the priority in the 5th
Congress.  -- Idea is trying to get everyone involved and practice

                 Fourth Term IFCSS 1993 Joint Conference 
  
                            Rules of Order

                            General Rules

1. Fourth Term IFCSS Joint Conference Rules of Order is jointly recommended 
   by the Chairman of IFCSS Council, Coordinator of IFCSS Supervisory 
   Committee (SVC), and IFCSS President.  It shall be submitted to the 
   conference for consideration and approval.  It will be adopted by 
   general consent or by a majority vote of the conference Formal 
   Participants present in the meeting. 

2. Formal Participants of Fourth Term IFCSS 1993 Joint Conference include
   officers elected during the 1992 IFCSS Congress (Council members, SVC
   Members, IFCSS President and Vice President) and invited guests, including
   Staffs of IFCSS Headquarters (HQ), some members of Committee on Drafting 
   Amendments (CDA), some Chairpersons of IFCSS Working Committees.

3. The conference adopts Robert's Rules of Order (1992 version) as official 
   conference rules of order, unless otherwise specified in the following 
   conference Special Rules.


                           Special Rules 

1. Decisions on conference related issues, such as meeting agenda and 
   revising the drafted IFCSS documents, shall be made by all formal
   participants.  Related motions shall be adopted with no less than half of 
   the total formal participants' support.  

2. IFCSS Council resolutions shall be dealt according to Council Bylaw.
   Absent council members' votes can be obtained by telephone, FAX, or 
   other reliable means during, or within three days after, the conference.

3. Proposals to the conference shall be moved before Monday, May 31, 1993,
   by posting on the Council Email Network.  If written in Chinese, it 
   should be mailed to HQ no late than Monday, May 17, 1993.  The HQ shall 
   distribute copies of the proposals to all formal participants before 
   Monday 24, 1993.
 
4. Late proposals can be accepted as Emergency proposals to the conference 
   by a majority vote of the voting members present in that session 
   (e.g., council members when dealing council matters).  Emergency motions 
   shall be processed upon their acceptance. 

5. Two rounds of debate shall be allowed for each motion.  A third round
   can be requested/seconded, and approved by session Chairperson.  No more
   than three rounds of debate shall be given to any motion.
    
6. Formal participants of the conference shall have two minutes each during 
   each of the first two rounds, one minute in the third round of debate.
   Debating time shall not be carried over to another round, but can be 
   given to or borrowed from others during the same round.

7. Before a council resolution is voted on, IFCSS President shall be given 
   sufficient time and chance to express his stands on the said resolution.
   Under such circumstances, the council shall not over turn a possible 
   presidential veto if the resolution is adopted with a simple majority 
   support;  the President shall not veto a council resolution if it is 
   adopted with a two-third (2/3) or greater majority support.

8. The conference shall have sessions with about two hours length of time 
   each.  Each session shall have one presiding person and one secretary.  
   A detailed session and personnel schedule is proposed in the attached 
   Conference Agenda.

We,the members of council financial committee completed the agenda of
inspection a week after council's 1st tele-conference(2nd session).
Because Ms Jang,Zuihong can not work for IFCSS on weekend, therefore we could
not arrange a proper time to fit her schedule in making inspection date. 
Even all of
council members are full time students(they should work in schools on weekdays), yet she is the key person for the inspection! The HQ and Mr.Geng Xiao were very
co-operative when we discussed about inspection.
we are trying hard to find any possibility on weekday-leave from school that we 
can start inspection.

1. Time and Place

1.1	Time: Undecided
1.2	Place: IFCSS HQ Office, Washington, D.C.

2. Parties involved:
	
2.1	IFCSS Council: Shen Tong, Qi Bing, Zhou Hongguang
2.2	HQ: 	President and Treasurer of the 4th term
		President and Treasurer of the 5th term

3. Objectives:

3.1	To review the financial records of 4th IFCSS HQ and the up to 
date records of the 5th term
3.2	To compose fixed asset list
3.3	To gather information needed for financial regulations 
amendment regarding the operation of IFCSS

4. Requirements on the HQ

4.1	The HQ should have all financial records according to the 
current IFCSS financial regulations ready for reviewing before the 
arrival of the Council team. In cases that is not specified in the 
regulations, the records should be prepared in the way as the general 
accounting practice.
    Acording to IFCSS finacial regulation article 8:"the report must
    include, but not limited to, the following items:
    1)Quarterly revenues, itemized and totaled;
    2)Quarterly expenses, itemized and totaled;
    3)Management of donation,awards, and grants;
    4)Bank statements of all outstanding debts up to the last day of the
    quarter."
4.2	The financial records should include the revenue and expenses 
of the whole 4th term and the revenue and expenses of the 5th term 
during the transition of the terms and the week in which the Council 
team arrives.


4.3	The HQ should provide the separate report include Bank statements,and other
records in accounts of the CSPA
Information Center, Newsletter and the 5th Congress.

4.4	The HQ should provide a list of fixed assets of IFCSS including 
the HQ office in Washington, all working committees and the Council 
members.

4.5	The HQ should provide the complete payment records of all HQ 
full, part-time and temporary employee.

4.6	 The HQ should provide all other documentation necessary for 
the smooth and thorough inspection by the Council Team.

5. Cooperation in the site Examination
5.1	The HQ should provide full assistance, access to the site and 
all possible conveniences to the Council Team and the SVC member 
as to the reviewing the financial and fixed assets situations at the 
HQ.
5.2	 The HQ should provide necessary transportation and 
assistance in accommodation to the Council Team and the SCV 
member while they are in Washington.

6. Others
6.1	In case that the situations arise that is not anticipated in the 
above, the parties involved should consult with each other and solve 
the differences according to the IFCSS Constitution and Bylaws and 
resolutions.

I think HQ have the right to do anything in the administrative category, except
it need to be voted. By the way if something need to be informed before it is
started, we should make the law to set up the category of the things. 
Both Council and President are elected by congress, council is the legislative
body and HQ is the administrative body. If anyone is not going to play right
role, it will has the fighting forever.

HQ has express interest to be added to the council-l network with posting
previledge. I think it should be OK. Because they need to send council related
proposals, opinion to council-l. This will be easier for our communication
with the HQ.
Right now, if they want to send any thing to council-l, they have to send to
me or chair@ifcss.org (which is me, yungui and liqun) and forward to the net.

So what's your opinion, especially Liqun and Yungui ?

HQ's account has been in the list of council-l.
I don't think it would be a problem to give the HQ the priviledge to post.
However, I would think that should be limited to sending its formal
communications (such as proposals, memos, etc) to the Council.
The HQ should not participate in any debate of the Council,
unless requested so by the Council. What do other colleagues think?

Dear Colleagues:

While the Council Chair Dong Liqun is out of his town,
it is my duty to keep the Council's work going.  Here are several
things that come to my attention.

1. The HQ's proposals

The Council has received two proposal packages from the HQ about the 
HQ and WC nominations. Included in the first package are Newsletter
budget proposal and edit in chief nomination; assistant treasurer 
nomination; proposal to establish a New Comers WC; and nomination of
the chair.  Included in the second package are proposals about WC's.

As for the NL, Dong Liqun and I have sent a memo to HQ to raise our
concern.

As for the assistant treasurer's nomination, I here call for a vote 
without debate. I would request to pass it by unanimous concern.

As for the establishment of the New Comers WC, I call for a vote 
without debate, and I would request to pass it by unanimous concern.

As for the nomination of the NC WC, I request the Council's Personnel
Committee to conduct an interview with Mr Liu Chengyan, and provide
a report to the Coucil in a week. The Council shall call a vote on
it a week later. Meanwhile, I will also contact Mr Liu Chengyan, asking
him to provied a work plan (proposal) to the Council and/or the Personnel
Committee.

As for the second package, I will leave time for the Council members
to comprehend and discuss it. Formal debate and vote will be called later.

As for the two calls for vote above, considering the situation of email
communications, let's have 10 days for them.  The voting period will
end at Midnight (12pm) Sunday, Sep 26, 1993.


2. Follow-up of the first Teleconference

There are several things that the Council need to follow up.

(1) Inspection of the HQ accounting record and equipment

So far no agreement has been arrived about the time when the team will go.
The Council members in the Finance Committee are availbe only around 
weekends. However, President Lin Changsheng told the Committee that 
the IFCSS treasurer Jiang Zuohong is not available at weekends.

Due to the urgency nature of the inspection (several frozen budget items,
such as the travel/transportation and the NL project, depend on the result
of the clarification of the accounting balance), I encourage my colleagues
to proceed promptly, although I understand that all of us are also busy
with our studies.  I would also urge all that are involved in this case
to cooperate and set a timetable as soon as possible.

(2) the frozen items

As has been poited out, although several items are frozen, the HQ has 
been carrying out their projects as they deem necessary, which may be
presenting a difficult situation for the Council and the HQ to deal with.

While I hope on the one hand that the President is using his power to 
spend the limited amount of money allowed ($3,000 per year?), I hope
on the other hand that both the Council and the HQ can come up with some
means to keep the HQ in full operation while IFCSS regulations are not
violated.

I think it's as important for the Council to listen to the HQ as for the HQ to
Council.  We need a channel to those who are out there "in the fields" to keep
us updated and realistic.  I don't have any detailed plan yet, but I really
would like to have a place that we can communicate with the HQ more efficiently
so we understand each other better and cooperate better.

I'd like to hear some suggestions or whatever thoughts.  Thanks.

Dear colleagues,

As the one in charge of Council's email communication, I have gone
a step further: promoting local communications.

I have requested Mr Zhang Yunfei at CCIC management to set up an 
emila address for EACH IFCSS electoral region. That means, each
region now can have a local network with IFCSS.ORG.

Such as for the Mid-West, our network address is
      midwest@ifcss.org
and Zhang Feng and I are supposed to maintain the midwest mailing
list which is located in the Council's account.

I know many regions have had their own local network. For those
that have not had such nets, this new thing can now facilitate
your needs to promote communications in your region and 
between local schools and IFCSS.

Those of you who are interested, please contact me for the
details.

I cannot agree with you. I am not comparing the Council to the US Congree.
The word recess I used meant the Council are not in a meeting. If you have
other understanding about the word recess, that's fine, because the bylaw
does not use the word. The bylaw only mentions the Council meeting. Since
the first Council regular meeting was definitely adjourned, the Council is
out of any meetings. Then any actions the council is going to take have
to be in the Lieu of Meeting. The Section 6 in the bylaw is absolutely
important to ensure the implement of the IFCSS 's Bylaw, which says, the
Council would have meetings to make resolutions and discuss the IFCSS's
business, and the Council's meetings shall announce to public in advance
of at least one week. If the Council can make resolutions out of
meetings at any time without restriction, the IFCSS constitution will
become nothing. Another sense of the section 6 is that it would guarantee
the equal rights of the Council members. Since the Council is not in the
time for regular meeting, it is possible that some of Council members
cannot be reached. Any decisions out of meetings are not debatable.
Therefore, the rights of those council members who are not reached, may
be deprived and it may cause controversy in the council. If you
can reach all council members, you then may get the written consents.
The section 6 also emphases that the actions must have ALL council
members' consent. Obviously, it is necessary to avoid the possibility
that someone control the processing, since all decisions out of meeting
are supposed not in public, not debatable, no records except written
notes. Another concern is that Council members can not listen the
opposite opinions. Well, anyway, I don't think the Council has the right
to ignor this section. If the Council insists to do so, I will raise the
case to the SVC.

About the council bylaw, I suggest you amend the Section 2 about the
regular meeting in order to be accordance with the amended IFCSS Bylaw
in 5 da.

FYI:

In Beijing, released dissidents Wei Jingsheng and Wan Dan, voiced support
for Beijing's bid to hold the 2000 Olympic Games.

Quite a number of CSS in Atlanta are wondering why IFCSS has still kept
silent on the issue of Olympics 2000. Some say how can IFCSS achieve
the goal of promoting cultural, since and technology development back in
home country wothout voicing its opinions over this "big issue" concerning
China?

What do you think about it?

Actually, almost like the MFN, the Olympic is a very hard to decide issue.
IFCSS is trying to promote human right in China also.
I personally do not against Olympic 2000 in Beijing that much.
I don't like the way they force everybody donate for Beijing 2000.
You guys all know that residents in Beijing are not allow to burn coal
when the Olympic Committee visit Beijing. Have school children to clean
the street, ....
The way CCP make it so political, as one of the most important thing
in the year make me sick.
Why extreme example a lot of people have used is the Berlin game in 1936(?)
it might offend some people, but let's just ask this question,
shouldn't the world encourage culture exchange with German at that time ?

We have to agree releasing Wei Jingsen and Qu Weimin has to do with the game.
Without the pressure from oversea, do you think Beijing will release them ?
So at lease in this sense, IFCSS cannot open support Beijing 2000 without
any condition.
On the other hand, IFCSS cannot against Beijing 2000, simply because so many
Chinese here do support them.
So what should IFCSS say about it ?

I support the culture exchange with no politics string attached.
As for Olympic itself, I would like China to host it some day, but not in
this way.

BTW, Don't send mail to both council-wn and council-l.
Everybody on council-wn is on council-l.
(sorry, I have repeated this a few times alread.)

What Is Parliamentary Procedure?
^^^^^^^^^^^^^^^^^^^^^^^^^^^^^^^^
      It is a set of rules for conduct at meetings, that allows everyone to
be heard and to make decisions without confusion.

Why is Parliamentary Procedure Important?
^^^^^^^^^^^^^^^^^^^^^^^^^^^^^^^^^^^^^^^^^
      It is a time tested method of conducting business at meetings
and public gatherings and it can be adapted to fit the needs of any
organization.  Today, Robert's Rules of Order, newly revised, is the basic
handbook of operation for most clubs, organizations and other groups.
So it's important that everyone knows these basic rules!

      Organizations using parliamentary procedure usually follow a fixed
order of business.  Below is a typical example:
   1. Call to order.
   2. Roll call of members present.
   3. Reading of the minutes of the last meeting.
   4. Officers reports.
   5. Committee reports.
   6. Special orders --- Important business previously designated for
      consideration at this meeting.
   7. Unfinished business.
   8. New business.
   9. Announcements.
   10. Adjournment.

      The method used by members to express themselves is in the form of
moving motions.  A motion is a proposal concerning some issue that the entire
membership can take action on or make a stand on.  Individual members can:
   1. Call to order.
   2. Second motions.
   3. Debate motions.
   4. Vote on motions.

There are Four Basic Types of Motions:
^^^^^^^^^^^^^^^^^^^^^^^^^^^^^^^^^^^^^^
   1. Main Motions:  The purpose of a main motion is to introduce items to
      the membership for their consideration.  They cannot be made when any
      other motion is on the floor, and yield to privileged, subsidiary, and
      incidental motions.
   2. Subsidiary Motions:  Their purpose is to change or affect how a main
      motion is handled, and are voted on before a main motion.
   3. Privileged Motions:  Their purpose is to bring up urgent items about
      special or important matters unrelated to pending business.
   4. Incidental Motions:  Their purpose is to provide a means of questioning
      procedure concerning other motions and must be considered before
      other motions.

How are Motions Presented?
^^^^^^^^^^^^^^^^^^^^^^^^^^
   1. Obtaining the floor
      a) Wait until the last speaker has finished.
      b) Rise and address the Chairman by saying "Mr. Chairman" or
         "Mr. President".
      c) Wait until the Chairman recognizes you.
   2. Make Your Motion
      a) Speak in a clear and concise manner.
      b) Always state a motion affirmatively.  Say, "I move that we ..."
         rather than, "I move that we do not ...".
      c) Avoid personalities and stay on your subject.
   3. Wait for Someone to Second Your Motion
      a) Another member will second your motion or the Chairman will call
         for a second.
      b) If there is no second to your motion, it is lost.
   4. The Chairman States Your Motion
      a) The Chairman will say, "It has been moved and seconded that we ...",
         thus placing your motion before the membership for consideration
         and action.
      b) The membership then either debates your motion, or may move directly
         to a vote.
      c) Once your motion is presented to the membership by the chairman it
         becomes "assembly property", and cannot be changed by you without
         the consent of the members.
   5. Expanding on Your Motion
      a) The time for you to speak in favour of your motion is at this time,
         rather than at the time you present it.
      b) The mover is always allowed to speak first.
      c) All comments and debate must be directed to the chairman.
      d) Keep to the time limit for speaking that has been established.
      e) The mover may speak again only after other speakers are finished,
         unless called upon by the Chairman.
   6. Putting the Question to the Membership
      a) The Chairman asks, "Are you ready to vote on the question?"
      b) If there is no more discussion, a vote is taken.
      c) On a motion to move, the previous question may be adapted.

Voting on a Motion:
^^^^^^^^^^^^^^^^^^^
      The method of vote on any motion depends on the situation and the
by-laws or policy of your organization.  There are five voting methods used
by most organizations.  They are:
   1. By Voice -- The Chairman asks those in favour to say, "aye", and those
      opposed to say "no".  Any member may move for a exact count.
   2. By Roll Call -- Each member answers "yes" or "no" as his name is called.
      This method is used when a record of each person's vote is required.
   3. By General Consent -- When a motion is not likely to be opposed, the
      Chairman says, "If there is no objection ...".  The membership shows
      agreement by their silence, however if one member says "I object",
      the item must be put to a vote.
   4. By Division -- This is a slight variation of the voice vote.  It does
      not require a count unless the chairman so desires.  Members raise their
      hands or stand.
   5. By Ballot -- Members write their vote on a slip of paper.  This method
      is used when secrecy is desired.

      There are two other motions that are commonly used that relate to voting:

   1. Motion to Table -- This motion is often used in the attempt to "kill"
      a motion.  The option is always present, however, to "take from the
      table", for reconsideration by the membership.
   2. Motion to Postpone Indefinitely -- This is often used as a means of
      parliamentary strategy and allows opponents of a motion to test their
      strength without an actual vote being taken.  Also, debate is once
      again open on the main motion.

      Parliamentary Procedure is the best way to get things done at your
meetings, however, it will work only if you use it properly.
   1. Allow motions that are in order.
   2. Have members obtain the floor properly.
   3. Speak clearly and concisely.
   4. Obey the rules of debate.
   5. Most importantly, BE COURTEOUS.
