The Council Inspection Team of 4 members have been in DC to inspect
the IFCSS HQ's accounting and property records. 

Besides Council members Mr Liu Chen, Mr. Qi Bing, and Mr. Zhou Hongguang,
the Council has invited Mr. Bai Yan of Texas to join the team to provide
some technical help to the financial matters. 

It is pitiful that the HQ had not been informed of the Inspection Team 
composition in advance. We are sorry if that caused any inconvennience to
the process of the inspection. 

The council is grateful that Mr. Bai Yan volunteers his time and expertise
to help the cause of IFCSS. While his coming to the HQ as one of the
team members, as authorized by the Council, is in compliance with the
IFCSS Financial Regulation (see article 11), we hope he will be given the
proper privilege the inspection team members are entitled. 

Your continuing cooperation will be highly appreciated.

Who has the authority to invite Mr. Bai Yan to be the team of Council? As a
Council member I do not know anything about this. The Chair and Co-Chair or
financial committee have NOT inform any Council member before the matter.
Chair and Co-Chair have NOT have such power to say "Council invite Mr. Bai
Yan" as a Financial Team. Mr. Bai Yan is NOT invited be COUNCIL !!!

It is very good for the inspection  that Mr. Bai Yan be volunteer to do this. 
I am appreciate his help. BUT at least the Financial Committee or 
Chair should inform all of the Council member before he come to HQ. 
At this point, I am STRONG against the  action and I PROTEST the 
Chair and Co-Chair and Financial Committee !!!

We should know the Chair and Co-Chair are not special member of the
Council. They only can speak out under the CouncilUs decision. The 
Financial Committee is a working committee in the Council, it can not 
independent to do anything. The inspection was decided by last 
Teleconference, but we do not give them the rightto invite any one.

Subject: Sorry for the late, New Comers Working Committee

               The proposal of New Comers Working Committee

    New Comers mainly refer to those Chinese Students (though they may 
    include part of Chinese Scholars) who came to the United States after
    April 11, 1990. Many questions have been raised through the CSPA
    (Chinese Students Protection Act) Implementation, New Comers concerned
    of their future after CSPA. Recently, there're more and more reports
    that New Comers' job application be denied simply because they have
    not been covered by CSPA. The reason is that before New Comers be
    employed, the employer must have evidence that there's no American 
    citizen or PR apply for the same position, while CSPA produced a large
    pool of PR whose major are overlapped with most of New Comers. Faced
    with this situation, New Comers Working Committee propose to work 
    closely with IFCSS HQ in the direction of working permit and visa 
    extension beyond graduation. This committee believed that the proposed
    work will ease the hardship New Comers encountered and strengthen the 
    grassroots of IFCSS. This proposal also implied that IFCSS HQ should 
    devote specific resources for the task as most of the New Comers 
    Working Committee members are full time students, they need to balance
    their time between studying and volunteer services.

    Second, New Comers Working Committee will try to supply legal advice
    for New Comers. It will help to solve problems which New Comers have 
    or will meet. Third, New Comers Working Committee will probe the 
    possibility of academic assistance for New Comers. The academic 
    excellence will partially help New Comers in the road of job hunting. 
    Fourth, as an option, New Comers Working Committee will try to organize 
    a workshop for New Comers activists to learn how to conduct social 
    activities and to exchange their experience.

    New Comers Working Committee is just a beginning. In order to improve
    IFCSS's mission, the committee should establish a broad connection
    among campuses and work hard for the future of New Comers.

      The following is my plan for IFCSS Sport and Creation Working
Committee:

     1. Set up a leading group(the committee) for this working committee.
        Set up corresponding rules for this committee.

     2. Build connection between this working committee and local activitists
        of sports and recreation. Meanwhile set a net for their communication
        on IFCSS.org.

     3. Based on such comunication, encourage activities on sports and
        recreations among local Chinese students and scholars.

     4. Collect proposals of such activities or programs from local leaders.

     5. Review proposals and select outstanding ones to support.

     6. Contact with IFCSS Headquarters to get final approval and financial
        support for selected programs.

     7. Monitor the proceeding of the program until they finish, then
        report to IFCSS Headquarters and to the public.

      The following is my plan for IFCSS Sport and Creation Working
Committee:

     1. Set up a leading group(the committee) for this working committee.
        Set up corresponding rules for this committee.

     2. Build connection between this working committee and local activitists
        of sports and recreation. Meanwhile set a net for their communication
        on IFCSS.org.

     3. Based on such comunication, encourage activities on sports and
        recreations among local Chinese students and scholars.

     4. Collect proposals of such activities or programs from local leaders.

     5. Review proposals and select outstanding ones to support.

     6. Contact with IFCSS Headquarters to get final approval and financial
        support for selected programs.

     7. Monitor the proceeding of the program until they finish, then
        report to IFCSS Headquarters and to the public.

Dear Colleagues,

As been required by the IFCSS Council Bylaw, the 2nd regular Council
teleconference of the 5th IFCSS COuncil is called:

   Date: Saturday, November 20 1993
  Start: 9:00pm ET / 6:00pm PT.

The conference main agenda (may be changed) includes: IFCSS HQ work and 
finance report (1st quarter). IFCSS HQ staff and subcommittee chairpersons, 
all motions posed by Council members.

All motions to be raised in the teleconference must be posed on council 
e-mail network at least three days before the meeting time. In order to have
enough time to discuss and amend motions before the meeting and to cut the
meeting time, it is strong recommended that all Council members post their
motions in this week. Emergency motions can be raised at any time by
following the order of the conference.

All Council members are required to attend. IFCSS President and other HQ 
staff, and representatives from IFCSS SVC will be invited. Some working 
committee Chairperson nominees and other relevant guests might be invited 
if necessary. 

The teleconference shall be open to the public in means of:

   1. Anyone who would like to audit, please contact Chen Dong 
(301-405-5025 (o)), the Secretary of IFCSS Council, at least five working
days before the scheduled conference. Public audiences shall not speak or
disturb the meeting, any such action or attempts shall result in immediate
determination of all auditing connections. Public audiences shall pay for
their own expense, a $40.00 refundable deposit must be received before the
meeting starts.

   2. Or, audio tapes of the meeting can be obtained from Chen Dong one
week after the meeting. Please send your address and $4.00/cassatte to he
cost to:

                The Order of the 2nd Teleconference
 
Note: This order is based on Council Bylaw, previous Council practices,
      and Robert's Rules of Order. Please comment before it is adopted.

1.   The order of the Council 2nd teleconference is recommended by the
Chairperson of IFCSS Council and shall be adopted by general consent or by
a majority vote of the Council members present in the teleconference.

2.   All main motions are debatable. Other motions shall be dealt with
according to Robert's Rules of Order. The debating time shall be limited
and controlled. For each motion, the sponser(s) shall have at most 3
minites to explain it before debate and every member shall have one (1)
minite to speak. If necessary, a second round of debate (1 minite for each
member) can be requested and seconded by Council members and approved by the
Chair. No more than two round debates shall be given to any motion.

     Council members can defer their speaking right once in each round.
Mamber's speaking shall not be accumulated or carried over to the next
round, but it can be given to, or borrowed from, another member during the
same round of the debate.

3.   For the Personnel Nominations proposed by HQ, the IFCSS President 
shall be given sufficient time to explain and answer questions. 

4.   The speaking order of members shall follow the order of the Council
Directory which shall be prepared by the Secretary of IFCSS Council.

5.   A motion shall be accepted as emergency motion by a majority vote of
Council members present in the meeting.

     Emergency motions shall be processed upon its acceptance.

6.   The conference business order shall be:

     On passage of the order of the teleconference;
     On passage of IFCSS HQ work and finance report (the 1st quarter);
     On passage of IFCSS HQ committee Chairperson, project managers
         (if provided) nominations;
     On passage of IFCSS Finance Inspection & Relevant Regulations;
     On passage of motions may be raised by Council members.

7.   The conference shall be presided by Council Chairperson.  The
co-chair shall take over responsibility when the Chairperson participates
in the debate.

8.   Any disputes or confusions shall be solved by following Council
Bylaw, (if not defined, then) Robert's Rules of Order.

    Because the IFCSS Newsletter is an important part of IFCSS's
grassroots and public relations work, it is urgent that an Editor
in Chief be appointed as soon as possible.

     I would like to strongly recommend Mr. Zhang Qingsong as the
Editor in Chief of the Newsletter.

    I recommend Mr. Zhang because I belief that he is the
best candidate available for this task. He has the commitment,
qualifications, zeal and abilities to be a good Editor in Chief
of the Newsletter.

    Mr. Zhang has an excellent educational background. He has a
B.A. in Modern Chinese History from Nanjing University, a M.A.
in Sino-American Relations from the University of Virginia, and
he is a Ph.D. candidate in American Immigration History at
the University of Virginia.


    Mr. Zhang is a veteran soldier of IFCSS. He has been a delegate
to IFCSS's 2nd, 4th and 5th Congresses. He was one of the founders
of IFCSS Human Rights Committee. He was IFCSS's local coordinator
for several years and he participated in a lot of IFCSS projects.
He was the local CSSS leader at the University of Virginia and
maintained a good relationship between IFCSS and CSSS at UVA.

    In the fourth term, Mr. Zhang postponed his dissertation
research to work in the HQ as the Executive Director. He was so
devoted to the IFCSS in the past year that he did not have time
to complete his dissertation even though some professors have been
demanding to review his dissertation for publication.

    Mr. Zhang has good relations with various student groups and
extensive connections within the CSS community. He has excellent
writing skills in both Chinese and English. He is familiar with
the history and operation of IFCSS and its branches. He has
excellent knowledge in word processing, database, and Chinese
computer editing. All these are necessary qualifications for a good
Editor in Chief.

     For these reasons, I hope that the Council will accept my
recommendation.

        Update on the Bargain Airfare to China
        ======================================

Dear fellow Chinese students and scholars:

   The following are answers to commonly asked questions concerning
the China visit airfare program.

   The plane take off at 8:30 am on both Sunday (to Beijing) and
Tuesday (to Shanghai). You may come to L.A. the night
before the your scheduled departure from L.A. Hotel will be provided
free of charge. You will stay in Tokyo for about two hours and then
take CAAC to China.

   After your seat has been confirmed, you will be required to send
a non-refundable $50 in money order to PTS.

   After the ticket has been issued, it cannot be changed. Otherwise,
there will be some penalties. The return date may be open.

   This information will be stored in IFCSS.ORG ftp site in service
directory.

   The price has been slightly changed. In most cases, it has been

   IFCSS introduced this Visiting China Program in an effort to
promote the communication between Chinese students in the U.S. and

                      IFCSS Anti-Discrimination Watch
                      ===============================

The IFCSS HQ has paid particular attention to cases that Chinese
students and scholars are victimized by discrimination. The
converting chart at the Ball State University is one example in
point. Many of our members rallied behind Ms Hu Liqun to have the
chart corrected to measure up with the professional standard of
the university community in this country. The Ministry of
Education has accepted the appeal, and is currently investigating
the matter.

It is necessary to keep Virgil over possible discrimination
against CSS, and to fight for our rights and against injustice.
Therefore the HQ is organizing Anti-Discrimination Watch, an
IFCSS sub-committee, to be devoted to defending our rights and
fighting against discrimination. The HQ has appointed Ms Zhong
Ling to coordinate among the CSS community to such effect. The HQ
is also pleased to have Cai Rongwei, attorney at law with Tonkon,
Torp, Galen, Marmaduke & Booth, to be the committee's legal
council. 

The HQ is willing to provide initial help and assist the
committee to establish links to other civil rights groups
throughout America. But the Anti-Discrimination Watch's success
will depends entirely upon our members' input. Therefore we
strongly encourage you to participate. For more information and

for this coming tele-conference ? Let's get warm up now.
BTW, we have to contact at least half of the schools in the area. Last time

           IFCSS to Ambassador Li Over Jiang Zemin's Visit

The Chinese President Jiang Zemin's visit is an important event
to the Sino-US relations and to our CSS community. On November 1,
the HQ issued a request (NR 5071) for inputs and opinions. Over
the last week or so, we received many phone calls, FAX and Email
messages concerning Jiang's visit. The HQ has evaluated these
inputs, and worked out our stand and plans for further actions.
As a first step, IFCSS President Lin Changsheng sent a letter to
Ambassador Li Daoyu on November 11. The HQ has contacted with
Li's office and spoken to his First Secretary. We will let you
know the official response as soon as it is available. Meanwhile
we continue to encourage you to give us your input and opinions.
The following is a translation of the original letter that Lin
Changsheng sent to Ambassador Li Daoyu.

Dear Ambassador Li Daoyu,

     Let me extend our best regards to you and your colleagues.
Next week Chinese President Jiang Zemin will come to America to
attend the APEC Summit and to meet with Mr. Clinton. The Chinese
student and scholar community here would like to express our warm
welcome to President Jiang and wish his visit a success.
     The Independent Federation of Chinese Students and Scholars
(IFCSS) will work for China's development and progress, and for
friendly relations between China and America. To achieve this
end, we look forward to an opportunity that President Jiang or
his officials meet with the IFCSS representatives. With
constructive spirit, we would like to communicate our concern and
enter into a dialogue over the following issues.
     First, we hope to discuss with officials questions about
helping the overseas Chinese students and scholars to participate
in China's scientific, technological, cultural, educational, and
economic development. One of the historical missions that the
IFCSS takes on itself is to assist in China's modernization. We
are encouraging and assisting our members to participate in this
process. Therefore, we hope to work with various government
functions in order to create a better environment for the home-
coming students and scholars.
     Secondly, we would like to recommend that overseas Chinese
student and scholar community be represented in the People's
Congress. There are hundreds of thousands of Chinese citizens now
studying abroad, and as a distinct community, they need to have
their representatives in the People's Congress. A step like this
would show that this community is not ignored by the government,
and furthermore would increase their sense of responsibility for
their motherland.
     Thirdly, we are concerned about the question of balanced
approach between economic and political reforms. We think highly
of China's economic reform and opening to the outside world, but
we also noted that political reform has yet to be planned and
implemented. To maintain China's long term stability and
development, political reforms are a necessity. we hope to
express to President Jiang our concern and suggestions over this
issue.
     Fourthly, the IFCSS may send a delegation to visit their own
country for the purpose of observation and learning. The IFCSS is
a non-profit organization registered in America, which aims to
represent the interest of Chinese students and scholars. Over the
past few years, the organization has established its solid base
in Chinese student and scholar community, and is beginning to
exert its own influence in American society. We have a great
interest in China's development and progress, and hope to have
more direct contact in and knowledge of China. We hope that the
government will provide assistance in this matter.
     These are some of the thought that came to us at President
Jiang Zemin's impending visit. I hope you would pass our message
to President Jiang, and if possible arrange for our meeting with
him or his officials.

council-l is open to public, but it is just a working net for council.
All discussions, even not ready for public, should be sent to council-l.
Discussions post in council-l does not mean they are public annonuncements.
The purpose is let anybody interested to audit the council's working.
The HQ should be able to post and receive mails from council-l, and I think
they are, can yungui check this up?

As for council-wn, I don't know what it is for. But the original idea was to
set a channel for council members non-work related chatting.
So please don't send work related things to council-wn.

Wang Jing,

The HQ has the posting privilege on council-l.
The HQ  can have communications with the Council in regard of IFCSS
work through this channel.  They have been able to send their proposals
to council-l.

Besides, the HQ has also sent its news release to the council-l net,
which was not the original arrangement and is definitely not encouraged.
The HQ's posting privilege should be restrained to its work communications
with the Council.

HQ can also send messages to council-wn to have informal communications
with the Council members.

So it seems the channels ARE ready :-) 

A few more words about -wn: As Chen Dong pointed out, it could be 
used for chatting. And it could be used for more, e.g., Council's
affair that has nothing to do with Council's duty and does not relate
to the policy making process could be communicated in -wn.
Such as, telephone bills and reimbursement, travel reimbursement,
and those "domestic chores" :-)

convenience of clarity, I will quote each of your questions, and
then provide my answers to it in the order of your memo. Please
let me know if you have further questions. 

YOUR MEMO BEGINS WITH THE PARAGRAPH: "Our opinion of the
financial statements for FY92-93 and FY93-94(First Quarter)
submitted for inspection team is presented below for your
consideration and cooperation. In order to complete a whole set
of financial statements for further examination, the listed
information as follows is needed.  Certainly we assume that you
are familiar with the components of the financial statements--
income statement, balance sheet, and cash flow."

MEMO QUESTION 1: Cash flow statements for each account.

ANSWER:  There are no such things as "cash flow statements for
each account. You may be confused by the concept of business
entity.  Financial accounting is concerned with recording and
reporting the economic activity. Consequently financial records
and reports are prepared for each separate entity. IFCSS as a
whole is one such  reporting entity, but for those IFCSS accounts
(sometimes referred as cash accounts) are only  asset accounts of
IFCSS.  We may have different reports for different programs such
as NED or CSPA program for our internal reporting purpose,
however IFCSS is the only reporting entity concerning the
external financial reports.  After talking to Zhou Hongguang, he
indicated that Council wants the external reporting format for
those reports submitted to Council instead of the existing format
which was formally adopted by the Fourth-term Council.

   Let me explain why some companies need to have cash flow
statement. The major purpose of the statement of cash flow is to
provide a detailed presentation of results of financial
management, as distinguished from operating management. The
statement summarize the financing and investing activities of the
enterprises.  The financing activities means those activities
such as sales of the company's own stock, borrowing or lending
money.  The investing activities means those activities such as
purchasing of other company's stock or building or equipment. As
you may probably see,  IFCSS is entirely different from those
economic entities in nature. We have no such activities in our
operating management, though we did purchases some equipments.
But since these expenditures are very limited, there is no point
that we need the cash flow statement to supplement the income
statement and balance sheet.  We always prepare the statement of
cash flow for IFCSS 's final external annual report, but cash
flow statements for each account  for periodic reports are
certainly inapplicable.
 
MEMO QUESTION 2:  Standard balance sheet and income statement.
Balance sheets and income statements should be prepared strictly
according to generally acceptable accounting principles, which
means all of the necessary and routine categories ought to be
included.  For example, Liabilities should include long term and
short term liabilities such as A/P, N/P; Income statement should
also contain Beginning and End Balance.

ANSWER: What you have here are a list of necessary and routine
categories which ought to be included in such as A/P (Account
payable), N/P (Note's payable).  However, many routine items do
not exist because of IFCSS's typical type and size of the
business.  We don't need include those zero value item in the
financial statement. But I was told by one member of the
inspection team that even we don't have those items such as N/P
and I still had to include those items and put zero value in the
financial statements.  This is not accepted way to present-day
financial statements.

According to the memo, income statement should also contain
beginning and ending balance.  Income statement itself has no
beginning and ending balance.  The bottom line item in income
statement is net income.  What they real mean here is adding
beginning and ending fund balance after the net income line.

MEMO QUESTION 3: Agreed fund balance (both Beginning and end) for
each account.  Note fund balance in the statement must be agreed
in accordance with time period assumption.

ANSWER: We do present the fund balance in balance sheet (external
reports), but not for "each account". Again here, there is the
confusion over the basic concept of reporting entity. 

MEMO QUESTION 4: A complete list of fixed assets and other
noncurrent assets.  The list should also be added as a part of
Liabilities in Balance Sheet.  In the same manner, a depreciation
plan (including depreciation method) should also be made along
with it.

ANSWER: A complete list of fixed assets is available at IFCSS HQ. 
IFCSS has no other non-current asset.  The memo said that the
list of fixed assets should be added as a part of liabilities in
balance.  This is a unforgiven error for those who want to
express an opinion about the financial statement.  Fixed assets
only belong to asset section not liabilities section in balance
sheet. (Over this and most of your requests---allow me to say
fairly and please don't be offended by my frankness---you really
need to seek professional advice on the "ABCs" in accounting).

MEMO QUESTION 5: Explanatory Notes.  These notes are desired for
any entry that may cause difficulty and/or confusion in
understanding the contents of the entries. For example,
miscellaneous revenues and expenses.

ANSWER: Explanatory notes will be provided where they are
appropriate according to general accepted accounting practices.

MEMO QUESTION 6: Copies for each Form 990.  It is understood well
that Form 990 for the current year won't be released till 15th of
this month.  Your prompt cooperation is appreciated.

ANSWER: Form 990 (Information return for non-profit organization)
for the year 1990, 1991 and 1992 are available at IFCSS HQ. Form
990 for 1993 has not been filed yet.  

MEMO QUESTION 7: A copy of registration document under Maryland
Laws pertaining to Nonprofit Organization.

ANSWER: Registration document under Maryland Laws is available at
IFCSS HQ.

MEMO QUESTION 8: A complete report especially for CSPA and 5th
Congress with every orginal invoice and receipt.

ANSWER: The original report for CSPA and 5th Congress have been
submitted to the inspection team.  Any suggestion concerning the
format and line item are welcome since those report are only for
internal purpose, there is much more flexibility.  The original
invoices and receipts are available at IFCSS HQ.

MEMO QUESTION 9: Copies of leased assets such as office,
equipments.

ANSWER:  IFCSS has no leased asset. 

MEMO QUESTION 10: Total equity (both tangible and intangible) of
IFCSS.  Note this doesn't refer to cash only.

ANSWER: Here is another confusion. In financial statements equity
section includes primarily capital stock and retained earnings
but not cash account. Cash account is presented in asset section
of balance sheet.  I don't understand how equity could refer to
cash as mentioned in the memo, and what is the meaning of
"tangible and intangible" equity.     

Currently, I am working on the preparation of the information for
Form 990 return and compilation of external financial reports. 
Those reports should be available within two month.

We all appreciate the effort and enthusiasm inspection team put
in this auditing.  It is also recognized that Council financial
committee's internal control function is important.  Internal
control function includes those things such as if certain expense
is appropriately approved in the budget or by designated
authority, if the procedure for reimbursement complied with
financial regulations, if there is any unlawful or illegal
activity existing, etc.   However, To express opinion or to make
a judgement on whether financial statement is presented fairly
according to genernally acceptable accounting principles is
really a professional job which should be done by the certified
public accountant.  Only their opinion is publicly recognized and
legitimate.  This is the normal practice in the business world. 
One point has to be made is that there are some universal
principles every business has to follow.  Since IFCSS is
operating in such business environment, It should also follow
those laws.  I think that is one aspect of perfection and
professionalization of IFCSS's operation in the future.

         Proposal for Undertaking to Edit the 1993-1994 IFCSS Newsletter
     
    We, the Chinese Students and Scholars Association at Case Western Reserve 
    University, propose to take the responsibility of editing and dispatching the 
    IFCSS Newsletters for the year 1993-1994.  As we conceive it, the newsletter 
    has two important "missions:" promote grassroot involvement in the activities 
    or programs of IFCSS, and facilitate and improve the communication between the
    headquarter and Chinese students, scholars and professionals in the U.S..  The
    newsletter should function not only as a link between IFCSS and "grassroot," 
    autonomous organizations in universities or research institutes, but more 
    importantly as a forum where opinions, suggestions, requests, comments or 
    criticisms directed toward IFCSS are aired and collected so as to further 
    democratize IFCSS as an organization genuinely "by the people and for the 
    people."   The newsletter will not only transmit faithfully what is going on 
    in IFCSS, i.e. its official agenda, but seek to mirror the achievements as 
    well as blemishes in the operation of IFCSS.  With this in mind, we will 
    continue to, as in previous issues, inform the readers of services offered by 
    IFCSS; we will also retain the column for articles about impressions of China 
    (in its "modernization" process).  Unlike previous issues, however, we will 
    reserve a much larger space for feedback, which we hope will benefit and 
    enrich IFCSS on the long run.  In addition, we will devote a column to 
    discussions that explore IFCSS's objectives, functions, orientation, or 
    possible roles (political, social, cultural, etc.) in the Chinese community; 
    articles that touch on related subjects will be given priority in publication.
    Meanwhile, depending on contributions and feedback we receive, we will 
    continue to expand our scope to create and accommodate new columns as new 
    situations give rise to and if our resources permit.
    
    Upon initially sharing our thoughts with other, we have received endorsement 
    and support from students locally and in other states.  Some support comes in 
    the forms of specific offerings to contribute articles or to share part of the
    burden of proof-reading, or handling other technical difficulties.  Our 
    proofreaders are equipped with backgrounds in diverse fields such as science, 
    education, English, Chinese, law; moreover they will be from different states 
    such as Indiana, Montana, New York, Ohio, etc..  In short, it will be a truly
    collaborative project.

Subject: Site Inspection of IFCSS HQ Financial Situations

I. Objective

To report the progress on the implementation of the Council 
Resolution on Financial Inspection of IFCSS HQ.

To give a partial but actual picture of the IFCSS HQ financial 
operation.

II. Brief Process

2.1 Parties involved:
The Council Inspection Team(IT): Qi Bing, Liu Chen, Bai Yan (Guest 
Consultant to the Inspection Team) and Zhou Hongguang; Council 
Member Chen Dong as an observer.
The HQ: Lin Changshen, Shi Heping, Jiang Zuihong, Geng Xiao.

2.2 Time and Place: November 6-7, 1993; The IFCSS HQ in 
Washington, DC.

2.3 November 6, Saturday, 1993
Because the HQ insisted that Bai Yan, the guest consultant to the 
Council Finance Inspection Team, would not allowed to see the 
financial records of IFCSS, the IT,  temporarily charged by Qi 
Bing for Zhou Hongguang who was unable to appeared at the HQ,  
could not start inspection work until intervention by some Council 
and SVC members. IT was only able to asked general questions about 
the financial reports, CSPA informatin Center, Insurance Return 
and NED.

2.4 November 7, Sunday, 1993
At the beginning, Zhou Hongguang on behalf of IT announced two 
rules to govern this day's inspection work and HQ agreed. One is 
non-conclusive. In case there is a dispute, IT will not argue with 
HQ and will put it in record. Another is that Minutes of Meeting 
will be taken. The meeting between the IT and HQ started in a good 
mood. However, Lin Changshen again blocked the inspection work by 
not allowing Bai Yan to review some financial records. After Zhou 
Hongguang read the Article 11 of the Financial Regulations to him, 
Lin Changshen insisted his position and still disagreed. IT 
reviewed the expenditure of CSPA Information Center and the 
revenue and expenditure except miscellaneous of the 5th Congress.
However when IT was leaving leaving, Jiang Zuihong still hadn't found
invoices for Miscellaneous Expenses for 5th Congress to explain about
$4,800 difference.

III. Accessibility of Financial Statements

The financial statements of IFCSS are NOT confindential documentation; 
they are public information under Maryland General Corporation 
Law under which IFCSS is registered and operates. Like other not-for-profit
organizations, IFCSS is required by  law to made its annual financial
statements open for public scrutiny. IFCSS is accountable to those who
furnish resources and receive services. However, the names of June 4th
victims can be treated as exceptional. 

IV. Impression

The accounting and budgeting format adopted by the IFCSS is 
commonly called as line-item, which is oriented toward control of 
objects of expenditure. This format does not effectively identify 
what has actually happened in the services furnished by the IFCSS 
to the Chinese Students and Scholars (CSS) community. 
Additionally, this format does not provide genuine information on 
how the budgeted programs/functions are executed as planned. 

The specific problems with the IFCSS "Financial Statements" are 
listed in the Appendix.

V. Conclusion

The general purpose financial statements referred to above does 
NOT present fairly, in most material respects, the financial 
position of the IFCSS, as of September 30, 1993, and the results 
of its operations, and the changes in financial position of the 
IFCSS' budget for the entire fiscal period of 1993-1994 in 
conformity with the Generally Accepted Accounting Principles(GAAP).

VI. Recommendation

6.1 The Council Finance Committee keeps overseeing the HQ financial 
operation and the Inspection Team continue to complete the 
inspection. 

6.3 The IFCSS Financial Statements must be prepared in accordance 
with the General Accepted Accounting Principles (GAAP) and the 
Treasurer at HQ is required to perform her duty in conformity of 
GAAP.

6.2 As a legal requirement, the IFCSS' budget must be balanced on 
a year-to-year basis. The Executive Office of the IFCSS must see 
to it that each expenditure must stay within the limit of budget.

VII. Appendix
                               
1. The financial statements for the above mentioned two fiscal 
periods of time are incomplete. Cash Flow Statements are not 
prepared to reflect available working capitals.

2. No financial statements are made for the restricted accounts--
June 4th, CSPA, Insurance, and NED for Fiscal Year 1992-93. 
Therefore, the primary users of the financial statements, namely 
the Council, donors, and investors, have no way of knowing the 
financial situation affected by those accounts and the changes in 
the accounts themselves.

3. Common and necessary categories of both Operating Statements 
(also called Income Statement) and Balance Sheets are omitted to 
the extent of mis-presenting the entire financial situation of the 
IFCSS. For instance, Operating Statements miss Beginning Fund 
Balance; Balance Sheets miss Noncurrent Assets.

4. In the accounts presented in the financial statements, Ending 
Fund Balances of the previous fiscal period do not match with 
Beginning Fund Balances of the following time period. This does 
not accord with the time-period assumption of accounting.

5. The annual information return with the IRS for "unrelated 
business income" on the Form 990 is inadequate in support of the 
IFCSS tax-exempt status. Since the IFCSS, Foundation Account and 
the IFCSS, Inc. Account are different respectively for not-for-
profit and for-profit activities, "unrelated business income" 
should be file under Form 990-T.

6. Residual equity transfers of such program accounts as CSS, 5th 
Congress, CSPA, and Flood Relief are not reported in the financial 
statements, thus distorting spendable financial resources.

7. Capital outlays (assets purchased at and above $500) are not 
reported as a reduction of financial resources in the Operating 
Statements. Nor are the depreciation expenses reported.

8. The cash amount in the financial statements are reported while 
the bank reconciliation is not conducted, thus generating 
incorrect cash balance. A bank reconciliation must be made 
immediately after each bank statement is received.

9. Some financial data are not verifiable due to a lack of 
availability of evidence, i.e., original invoices and receipts. 
This leads to the difficulty of ascertaining the validity of 
accounting transactions and balances reasonable doubt.

10. Miscellaneous items (revenues and expenses) are overstated to 
create unnecessary uncertainty for financial forecasting. 
Miscellaneous items can be further grouped according to ordinary 
categories.

	Our audit was made for the purpose of forming an opinion on the general
purpose financial statements taken as a whole. Our concrete comments with
regard to both combining and individual fund and account and the financial
statements as a whole are appended as evidential matter and as recommendations
for further operating imporvement.

1. The financial statements for the above mentioned two fiscal periods of time
are incomplete. Cash Flow Statements are not prepared to reflect available 
working capitals.

2. No financial statements are made for the restricted accounts--June 4th, CSS,
Insurance, and NED for Fiscal Year 1992-93. Therefore, the primary users of the
financial statements, namely the Council, donors, and investors, have no way 
of knowing the financial situation affected by those accounts and the changes
in the accounts themselves..

3. Common and necessary categories of both Operating Statements (also called
Income Statement) and Balance Sheets are omitted to the extent of mispresenting 
the entire financial situation of the IFCSS. For instance, Operating Statements
miss Beginning Fund Balance; Balance Sheets miss Noncurrent Assets.

4. In the accounts presented in the financial statements, Ending Fund Balances
of the previous fiscal period do not match with Beginning Fund Balances of the 
following time period. This does not accord with the time-period assumption of 
accounting.

5. The annual information return with the IRS for "unrelated business income"
on the Form 990 is inadequate in support of the IFCSS's tax-exempt status.
Since the IFCSS, Foundation Account and the IFCSS, Inc. Account are different  
respectively for not-for-profit and for-profit activities, "unrelated business
income" should be file under Form 990-T.

6. Residual equity transfers of such program accounts as CSS, 5th Congress,
CSPA, and Flood Relief are not reported in the financial statements, thus
distorting spendable financial resources.

7. Capital outlays (assets purchased at and above $500) are not reported as a
reduction of financial resources in the Operating Statements. Nor are the
depreciation expenses reported.

8. The cash amount in the financial statements are reported while the bank
reconciliation is not conducted, thus generating incorrect cash balance. A
bank reconciliation must be made immediately after each bank statement is
received.

9. Some financial data are not verifiable due to a lack of availability of 
evidence, i.e., original invoices and receipts. This leads to the difficulty
of ascertaining the validity of accounting transactions and balances
reasonable doubt.

10. Miscellaneous items (revenues and expenses) are overstated to create
unnecessary uncertainty for financial forecasting. Miscellaneous items can
be further grouped according to ordinary categories.

			    AN EVALUATION OF
		THE IFCSS'S FINANCIAL/BUDGETARY SYSTEM
				11/13/93

	
	As a result of field inspection and observation at the Headquarter of
the IFCSS, this evaluation summarizes the preliminary findings on the structure
and operations of the IFCSS's financial, accounting, and budgetary activities.
Despite the great achievements in financial management, this evalution focuses
on the shortcomings that potentially hold back the IFCSS's managerial progress
toward efficiency and effectiveness. To this end, the preliminary findings are
stated in the form of suggestions and recommendations.
	
	This evaluation should not be considered as a complete summary of the 
IFCSS's entire fiscal operation, though it is intent on providing a realistic 
picture as comprehensive as possible. Indeed, there is no way such a complete 
evaluation could be attempted at this time given the short duration of on-site
inspection and the shortage of detailed information.

A. Program Accounting and Budgeting
The accounting and budgeting format adopted by the IFCSS is commonly called as
line-item, which is oriented toward control of objects of expenditure. Although,
the line-item format facilitates control of expenditures according to kinds of 
supplies and services purchased, this format does not effectively identify what
has actually happened in the services furnished by the IFCSS to the Chinese 
Students and Scholars (CSS) community. Additionally, this format does not
provide genuine information on how the budgeted programs/functions are executed
as planned. In view of this, program accounting and budgeting is recommendated
wherein expenditures are based primarily on programs of work such as CSPA and
5th Congress.

	Once programs are identified, specific account should be established to
account for its administration, including acquisitionss, processing, and 
personnel. Any residual fund balance, whether surplus or deficit, of programs
should then be tied with the IFCSS's general fund for operation. Considering 
the nature of limited life-span of many programs, the IFCSS's revenues should
be allocated in accordance with the objectives of various defined programs 
rather than be lumped indiscriminately for general operation.

B. Balanced Budget
As a legal requirement, the IFCSS's budget must be balanced on a year-to-year
basis. The Executive Office of the IFCSS must see to it that each expenditure
must stay within the limit of budget. To better supervise spending under the
ceiling, a statement of budget-to-actual comparisons must be prepared by the
Executive Office of the IFCSS for all accounts and funds that have annual 
appropriated budgets.

	For this purpose, financial statements must be prepared for fiscal year
rather than calender year. One confusing event that obscures the line of  
financial obligation is the IFCSS's Annual Conference (Congress). This means 
that the expenses for each Annual Conference (Congress) must be realized for 
the year-period covered by previous budget. Payments for any accrued l
iabilities of Annual Conference should be therefore considered as obligation 
of the last fiscal year.

C. Accessibility of Financial Statements
Whatever organization has a responsibility to others for its actions and the
consequences of these actions is accountable to them. The organization is
accountable to those who furnish resources and receive services. In this sense,
financial statements must be made available to users--donors, investors, the
Council, and the members of the IFCSS and CSS. There is no withholding of the
above said information that can be justified from reasonable request..

	Like other not-for-profit organizations, the annual financial statements
are made open for public scrutiny in many forms. One feasible way for the IFCSS
in terms of low cost and convenience is to store these documents at FTP site.
Please be adviced that financial statements are not secret documentations; they
are public information. 

	In the same token, accountability encompasses accounting stewardship,
which refers to the sufficient or full disclosure of revenue resources, 
administration of resources and the execution of plans for conserving and 
consuming them. The afore-said users must have access to knowing where money 
comes from and where it goes. The names of June 4th victims can be treated as
exceptional. 

D. Separation of Nonproft Account and Profit Account
The IFCSS's general fund is composed of two distinct accounts--IFCSS, Foundation
for nonproft purpose and IFCSS, Inc. for profit seeking purpose. Right now these
two accounts are combined and filed together under one tax form (Form 990).
The problem of this practice is the failure of providing distinct information 
on each activity as separate entity. Furthermore, it constitutes a potential
challenge from IRS.

	It is suggested that these two accounts be separated and recorded as
distinct operations for totally different purposes. This separation is also 
helpful to the IFCSS's identity and functions--Democracy and Services. 
Synthesizing the foregoing, a combined comprehensive financial statements are
desirable at the year-end, which not only delineates separate accounts but
provides a whole picture of entire operation of the IFCSS.

1. The treasurer must see that all financial events are recorded in an

2. The treasurer must ensure that accurate and meaningful financial

3. The treasurer is responsible for safeguarding the assets of the IFCSS

assets. This means, among other things, that excess cash is judiciously
invested to ensure optimal financial return.

5. The treasurer must be able to anticipate financial problems of the 
IFCSS. A major tool in this regard is a carefully prepared budget.

6. The treasurer must ensure that an independent audit is conducted and 
that full consideration is given to the auditor's recommendations.

7. The treasurer must do all the above in accordance with the spirit and
the letter of the law of the land.

E. Establishement of Vouchers System
Adherence to certain procedural details is a guarantee of accountability in
substance. A voucher is nothing but a documentary record of a formal 
financial transaction. To ensure a responsible accounting system, receipt 
voucher system and payment voucher system are recommended.

Receipt Voucher: Receipt voucher should be prenumbered consecutively and 
written for every incoming item of receipt. It is advisable to record on the
receipt voucher not only the name of the person whose account should be 
credited but also the name of the person making the payment. The receipt
should bear the signature of the person receiving the money. Checks should
be endorsed upon receipt.

Payment Voucher: Accounting for disbursements starts with proper authoriza-
tion for all disbursements. In the case of payments on budget appropriation,
the authorization is through action taken by the Council of the IFCSS.
Authorization procedures for purchases should be set up and placed in the
control of designated persons. A purchase order form is an effective means
of controlling purchases. The invoice for payment must be certified. Paid
invoices and statements must be date stamped, preferably by a perforating
stamp, to minimize possibilities of duplicate payments. Payment should be
made only against original invoices or statements.

F. Executive Oversight
The executive system established to monitor and review financial/accounting
activities has been ineffective and spotty. The oversight process lacks 
standarization and relies primarily on self-reporting by the treasurer, as
opposed to taking initiatives to make inquiries. It is strongly suggested
that the President and Vice President of the IFCSS should be familiar with
the financial/accounting procedures (not necessarily all the details) and 
see to it that the IFCSS's financial situation is healthy at any point of
time.

	To foster an effective communication between the treasurer and the
President and Vice President, the treasurer should be obliged to keep them
informed with the detailed information plus professional judgments.

More questions about the Council

This is a follow up to Haung Kai's questions.  I think many of you 
on this net probably had the same feeling:  not to be too "picky" 
with the new term - because peopel might think we the "elits" like 
to point fingures.  Well, there is only a few days left before the 
2nd telecon.  Let's talk about them.  After all, this ifcssvc net 
was not set to always sing the glorious songs :-)

As pointed out: the Council closed the used-to-open wn;  raised their
own expenses budget; spent 11 hours on the first telecon - I had the 
tape which is 7 full 90 minutes cassettes;  also, they "passed" 
resolutions without even start the session;

Of course, to fair, they have also done something new and good, such
as works on "new comers", sub-committees more active, and etc.

But, bads and goods cannot be evened out.  I listened the 1st telecon
tapes.  They spent about 2 hours on raising their communication budget.
As Chen Dong asked during the meeting: the 4th term Council only used half 
of their budget, why should the new term almost double it?  I did not
hear a convencing explanation - but the Council passed the bill anyway.

To the end of both meetings, some Councile members with left early or went 
to sleep on the phone.   The meetings can be tipically described as chaios 
and no order.  It was hard to figure out who had the floor and who was 
taking control. 

Maybe I am picky, maybe I am not fair to those hard working council members.
But the point is: had people spent a little bit more time preparing before
the meeting, and through email, there should not have had so many last 
minutes changes and arguments.  

So, as a suggestion: dear Council members, please do your homework before 
the meeting.  Please go over the Council Bylaw at least for once - a lot 
of rules and meeting inofrmation can be learnt.  And, please open up 
the council-wn working net for observation.

               The proposal of New Comers Working Committee
				-------------------------------------------	
			
    New Comers mainly refer to those Chinese Students (though they may 
    include part of Chinese Scholars) who came to the United States after
    April 11, 1990. Many questions have been raised through the CSPA
    (Chinese Students Protection Act) Implementation, New Comers concerned
    of their future after CSPA. Recently, there're more and more reports
    that New Comers' job application be denied simply because they have
    not been covered by CSPA. The reason is that before New Comers be
    employed, the employer must have evidence that there's no American 
    citizen or PR apply for the same position, while CSPA produced a large
    pool of PR whose major are overlapped with most of New Comers. Faced
    with this situation, New Comers Working Committee propose to work 
    closely with IFCSS HQ in the direction of working permit and visa 
    extension beyond graduation. This committee believed that the proposed
    work will ease the hardship New Comers encountered and strengthen the 
    grassroots of IFCSS. This proposal also implied that IFCSS HQ should 
    devote specific resources for the task as most of the New Comers 
    Working Committee members are full time students, they need to balance
    their time between studying and volunteer services.

    Second, New Comers Working Committee will try to supply legal advice
    for New Comers. It will help to solve problems which New Comers have 
    or will meet. Third, New Comers Working Committee will probe the 
    possibility of academic assistance for New Comers. The academic 
    excellence will partially help New Comers in the road of job hunting. 
    Fourth, as an option, New Comers Working Committee will try to organize 
    a workshop for New Comers activists to learn how to conduct social 
    activities and to exchange their experience.

    New Comers Working Committee is just a beginning. In order to improve
    IFCSS's mission, the committee should establish a broad connection
    among campuses and work hard for the future of New Comers.

	Recommendation for Zhang Qingsong as Editor in Chief of News Letter

Dear Council Members:

    Because the IFCSS Newsletter is an important part of IFCSS's
grassroots and public relations work, it is urgent that an Editor
in Chief be appointed as soon as possible.

     I would like to strongly recommend Mr. Zhang Qingsong as the
Editor in Chief of the Newsletter.

    I recommend Mr. Zhang because I belief that he is the
best candidate available for this task. He has the commitment,
qualifications, zeal and abilities to be a good Editor in Chief
of the Newsletter.

    Mr. Zhang has an excellent educational background. He has a
B.A. in Modern Chinese History from Nanjing University, a M.A.
in Sino-American Relations from the University of Virginia, and
he is a Ph.D. candidate in American Immigration History at
the University of Virginia.


    Mr. Zhang is a veteran soldier of IFCSS. He has been a delegate
to IFCSS's 2nd, 4th and 5th Congresses. He was one of the founders
of IFCSS Human Rights Committee. He was IFCSS's local coordinator
for several years and he participated in a lot of IFCSS projects.
He was the local CSSS leader at the University of Virginia and
maintained a good relationship between IFCSS and CSSS at UVA.

    In the fourth term, Mr. Zhang postponed his dissertation
research to work in the HQ as the Executive Director. He was so
devoted to the IFCSS in the past year that he did not have time
to complete his dissertation even though some professors have been
demanding to review his dissertation for publication.

    Mr. Zhang has good relations with various student groups and
extensive connections within the CSS community. He has excellent
writing skills in both Chinese and English. He is familiar with
the history and operation of IFCSS and its branches. He has
excellent knowledge in word processing, database, and Chinese
computer editing. All these are necessary qualifications for a good
Editor in Chief.

     For these reasons, I hope that the Council will accept my

               The proposal of Anti-Discrimination Working Committee
				----------------------------------------------------


	The converting chart incident at Ball State Univ. is a shocking incident
of discrmination against CSS.  It was only after pressure exerted by IFCSS that
the authority started investigation.  The formation of Anti-discrimination
Committee will help to get the most satisfactory solution of this by i) 
developing expertise on anti-discrimination, ii) exerting influence in the public opinion.

	This shows that it is important to organize and protect our own rights.
In the long run Anti-discrimination Comittee will work on cases of discrimination against CSS and inhance their rights.
through team efforts.

	When I was growing up in the cultural Revolution human rights were 
something unheard of.  When I stood in defiance of the Marshal Law in 
Tianamen Square I believed that human rights were sth worth fighting for and
the best system to realize human rights was democracy.  However no system is perfect.  What is important is that there is a lot we can do to protect and 
enhance our rights in the scope of law.

     Changsheng called me last night and he suggested to ask Yuan Wei, 
Li Jinggong, and Wang Yanbin to attend tomorrow's teleconference. At  
first I thought it was unnecessary because all of three proposals are 
clearly writen and have been sent to all the councils several days 
ago. But in case of any debate, I think it is better to let me keep

Ok! Chen Dong:

     Could you contact with Ms. Jiang as soon as possible and make sure 
whether she can attend the meeting or not. Right now, I am not sure 
where Lin Changsheng will be during the meeting period tomorrow, Seattle 
or D.C. Most probably, the line of HQ (202-347-0017) will be openned. So, 
she may use that line.
 
     BTW, IFCSS Executive Director Mr. Liu Xiaozhu is in Seattle, and 
IFCSS President Mr. Lin Changsheng is still in D.C. because there is no 
seat left in almost all airlines (All the flies are full between DC and 
Seattle currently).

Subj: Finacial Inspection

Two week ago, I posted a protest to Mr. Dong Linqun and Mr. Ding Yungui
about their email in the net of inviting Mr. Bai Yan as the member of
Council Finacial Inspection Team. After two weeks, either the Liqun and
Yungui or Hongguang (the Coordinator of the Team) have NOT give me any
answer yet. 

I ask Liqun, Yungui and Hongguang give explanation about this matter and
give a formal apology to all of the Council member. We make laws and we
have to abide by the law first. We, council member are elected by our
region CCS not elected by congress. The whole body of council have the
representation of all of CSS, not single person. The Chair and Co-chair
is the COORDINATOR of the council, have not any special power. We are
low maker of IFCSS, NOT the BOSS of IFCSS. We have to know our responsbility
and right. We have to work with HQ, NOT block the regular work of HQ. 
We have to make laws to avoid problems, NOT to do some actions. 

I hope this meeting will work out all of the problems, do not leave something
to wait another three month.

I sugest the IFCSS round table meeting should hold at begaining of each term.
It can help people know each other better and work together.

I will again ask the apology in the meeting. I hope you can give a reasonable
explanation to the meeting.

In regard to the Council's Finance Committee's decision to invite Mr Bai Yan
to join the Council's Inspection Team, to the best of my judgement, I have
the following understanding:

1. It was a correct decision of the Finance Committee.

2. It was within the authority of the Council Finance Commitee.

3. As a Council member, and as the co-chair of the Council, 
   I was aware of the decision, did not and do not oppose it.
   I don't not see anything wrong in the process of this matter.

In regard to Mr Ren Songlin's request of apology, I view it
   very rude
   very inapproriate
   a challenge not only to the decision itself, but also to the authority
      of the Council.
Please be reminded of Council's by-law, Article IV: Committees in the Council,

   "The Council may, by resolution adopted by the Council,
   designate one or more committees, each committee to consist of two,
   or more, of the members of the Council, which, to the extent 
   provided in the resolution, shall have and may exercise the powers
                               ^^^^^^^^^^^^^^^^^^^^^^^^^^^^^^^^^^^^^^
   of the Council in management of the business and affairs of the Council.

The second IFCSS council regular teleconference started at 21:00 EDT,
Saturday, November 20, 1993. The conference lasted about 4 hours.

The 5th IFCSS President Lin Changsheng has nominated Mr. Liu Chengyan
as Chair of New Comers Working Committee, Mr. Liu Zhengdong as Chair
of Consultation Services Committee and Huang Kai as Sport and
Creation Working Committee. The Personnel Committee has interviewed
the nominees and has preliminarily approved. On behalf the Personnel
Committee, I send the vita of the nominees and the proposals of the
working committees written by the Chair nominees to the 2nd Council
Teleconference for vote. We have out all of the three nominees are
very qualified and I feel greatly honored to introduce them to the
Council.

               The proposal of New Comers Working Committee

New Comers mainly refer to those Chinese Students (though they may 
include part of Chinese Scholars) who came to the United States after
April 11, 1990. Many questions have been raised through the CSPA
(Chinese Students Protection Act) Implementation, New Comers concerned
of their future after CSPA. Recently, there're more and more reports
that New Comers' job application be denied simply because they have
not been covered by CSPA. The reason is that before New Comers be
employed, the employer must have evidence that there's no American 
citizen or PR apply for the same position, while CSPA produced a large
pool of PR whose major are overlapped with most of New Comers. Faced
with this situation, New Comers Working Committee propose to work 
closely with IFCSS HQ in the direction of working permit and visa 
extension beyond graduation. This committee believed that the proposed
work will ease the hardship New Comers encountered and strengthen the 
grassroots of IFCSS. This proposal also implied that IFCSS HQ should 
devote specific resources for the task as most of the New Comers 
Working Committee members are full time students, they need to balance
their time between studying and volunteer services.

Second, New Comers Working Committee will try to supply legal advice
for New Comers. It will help to solve problems which New Comers have 
or will meet. Third, New Comers Working Committee will probe the 
possibility of academic assistance for New Comers. The academic 
excellence will partially help New Comers in the road of job hunting. 
Fourth, as an option, New Comers Working Committee will try to organize 
a workshop for New Comers activists to learn how to conduct social 
activities and to exchange their experience.

New Comers Working Committee is just a beginning. In order to improve
IFCSS's mission, the committee should establish a broad connection
among campuses and work hard for the future of New Comers.

   of sports and recreation. Meanwhile set a net for their communication
   on IFCSS.org.

3. Based on such communication, encourage activities on sports and
   recreations among local Chinese students and scholars.

and background, we think that Mr. Zhang is very qualified 
for this position. On behalf the Personnel Committee of 
Council, I feel greatly honored to strongly recommendation 
Mr. Zhang Qingsong as  the Chief Editor of IFCSS News Letter. 
We hope that the council approve the issue in the 2nd teleconference.
The Council should discuss the issue carefully and 
consider the personnel arraignment independent on the financial 
budget issue in the 2nd teleconference.

    My Recommendation for Zhang Qingsong as Editor in Chief

Dear Council Members:

    Because the IFCSS Newsletter is an important part of IFCSS's
grassroots and public relations work, it is urgent that an Editor
in Chief be appointed as soon as possible.

     I would like to strongly recommend Mr. Zhang Qingsong as the
Editor in Chief of the Newsletter.

    I recommend Mr. Zhang because I belief that he is the
best candidate available for this task. He has the commitment,
qualifications, zeal and abilities to be a good Editor in Chief
of the Newsletter.

    Mr. Zhang has an excellent educational background. He has a
B.A. in Modern Chinese History from Nanjing University, a M.A.
in Sino-American Relations from the University of Virginia, and
he is a Ph.D. candidate in American Immigration History at
the University of Virginia.


    Mr. Zhang is a veteran soldier of IFCSS. He has been a delegate
to IFCSS's 2nd, 4th and 5th Congresses. He was one of the founders
of IFCSS Human Rights Committee. He was IFCSS's local coordinator
for several years and he participated in a lot of IFCSS projects.
He was the local CSSS leader at the University of Virginia and
maintained a good relationship between IFCSS and CSSS at UVA.

    In the fourth term, Mr. Zhang postponed his dissertation
research to work in the HQ as the Executive Director. He was so
devoted to the IFCSS in the past year that he did not have time
to complete his dissertation even though some professors have been
demanding to review his dissertation for publication.

    Mr. Zhang has good relations with various student groups and
extensive connections within the CSS community. He has excellent
writing skills in both Chinese and English. He is familiar with
the history and operation of IFCSS and its branches. He has
excellent knowledge in word processing, database, and Chinese
computer editing. All these are necessary qualifications for a good
Editor in Chief.

     For these reasons, I hope that the Council will accept my
recommendation.

               The proposal of Anti-Discrimination Working Committee

        The converting chart incident at Ball State Univ. is a shocking incident of discrimination against CSS.  It was only after pressure exerted by IFCSS that
the authority started investigation.  The formation of Anti-discrimination
Committee will help to get the most satisfactory solution of this by i)
developing expertise on anti-discrimination, ii) exerting influence in the public opinion.

        This shows that it is important to organize and protect our own rights.
In the long run Anti-discrimination Committee will work on cases of discrimination against CSS and enhance their rights.
through team efforts.

        When I was growing up in the cultural Revolution human rights were
something unheard of.  When I stood in defiance of the Marshal Law in
Tianamen Square I believed that human rights were still worth fighting for and
the best system to realize human rights was democracy.  However no system is perfect.  What is important is that there is a lot we can do to protect and
enhance our rights in the scope of law.

        I have the commitment for this task.

Saturday, November 20, 1993. The conference lasted about 4 hours.

      Services still in preparing include: telephone calling card and
      students match maker.
 b. Human Right
   1) Continuing donations to human right and 6.4 victims

   1) Open letter to Jiang Zemin has generated great support and
      attention from fellow students.
   2) Preparing home coming delegation
   3) Set up 3 exchange projects
 d. Grass root development
   Within last three months, HQ staffs went to local schools four
   times, drove more than 6000 miles and visited about 60 schools.

4. Discuss and vote for new IFCSS Working Committees.
 a. Liu Chengyan, Liu Zhendong and Hwang Kai are approved as the
    Chairs of newly set up New Comers Working Committee, Consultation 
    Services Committee and Sport and Creation Working Committee 
    respectively.
 b. Zhong Ling is approved as the coordinator for the newly set up
    Anti-Discrimination Working Committee (final name of the committee 
    to be decided).
 c. Liu Xiaozhu is approved as the assistant Treasurer.
 d. Resolution to set IFCSS Newsletter project and open to public
    bidding is adopted. IFCSS HQ shall appoint a temporal staff for the
    Newsletter before an editor-in-chief is found.

5. Council Finance Inspection Team gives report of inspection.
IFCSS finance situation and finance report format are heavily debated.

6. 3 IFCSS projects is discussed and approved.
 a. Chinese Scholars Home-coming Teaching Mission
	-- proposed by Xiaoming Yu
    To mobilize the Chinese scholars in the US to help training school
    administrators and raise education administration level in China
    by introducing new educational theories and advanced instructional
    technologies to their Chinese colleagues.
 b. Establish IFCSS Education Fund
	-- proposed by Jinghong Li
    Designed to provide limited assistship to students and teachers of
    high, mid and elementary schools in China's rural and/or poor areas.
 c. Chinese Scholars in US Summer Exchange Camp
	-- proposed by Wei Yuan
    Introduce frontiers in different area of science, research administration, 
    science developing strategies. Organize discussions, talks in large and
    middle cities among scientists, middle-level decision makers and
    R&D of industries.

7. No new Council resolutions have been accepted.

               The proposal of New Comers Working Committee

New Comers mainly refer to those Chinese Students (though they may 
include part of Chinese Scholars) who came to the United States after
April 11, 1990. Many questions have been raised through the CSPA
(Chinese Students Protection Act) Implementation, New Comers concerned
of their future after CSPA. Recently, there're more and more reports
that New Comers' job application be denied simply because they have
not been covered by CSPA. The reason is that before New Comers be
employed, the employer must have evidence that there's no American 
citizen or PR apply for the same position, while CSPA produced a large
pool of PR whose major are overlapped with most of New Comers. Faced
with this situation, New Comers Working Committee propose to work 
closely with IFCSS HQ in the direction of working permit and visa 
extension beyond graduation. This committee believed that the proposed
work will ease the hardship New Comers encountered and strengthen the 
grassroots of IFCSS. This proposal also implied that IFCSS HQ should 
devote specific resources for the task as most of the New Comers 
Working Committee members are full time students, they need to balance
their time between studying and volunteer services.

Second, New Comers Working Committee will try to supply legal advice
for New Comers. It will help to solve problems which New Comers have 
or will meet. Third, New Comers Working Committee will probe the 
possibility of academic assistance for New Comers. The academic 
excellence will partially help New Comers in the road of job hunting. 
Fourth, as an option, New Comers Working Committee will try to organize 
a workshop for New Comers activists to learn how to conduct social 
activities and to exchange their experience.

New Comers Working Committee is just a beginning. In order to improve
IFCSS's mission, the committee should establish a broad connection
among campuses and work hard for the future of New Comers.

   of sports and recreation. Meanwhile set a net for their communication
   on IFCSS.org.

3. Based on such communication, encourage activities on sports and
   recreations among local Chinese students and scholars.

4. Collect proposals of such activities or programs from local leaders.

5. Review proposals and select outstanding ones to support.

6. Contact with IFCSS Headquarters to get final approval and financial
   support for selected programs.

7. Monitor the proceeding of the program until they finish, then
   report to IFCSS Headquarters and to the public.

for several years and he participated in a lot of IFCSS projects.
He was the local CSSS leader at the University of Virginia and
maintained a good relationship between IFCSS and CSSS at UVA.

    In the fourth term, Mr. Zhang postponed his dissertation
research to work in the HQ as the Executive Director. He was so
devoted to the IFCSS in the past year that he did not have time
to complete his dissertation even though some professors have been
demanding to review his dissertation for publication.

    Mr. Zhang has good relations with various student groups and
extensive connections within the CSS community. He has excellent
writing skills in both Chinese and English. He is familiar with
the history and operation of IFCSS and its branches. He has
excellent knowledge in word processing, database, and Chinese
computer editing. All these are necessary qualifications for a good
Editor in Chief.

     For these reasons, I hope that the Council will accept my
recommendation.

               The proposal of Anti-Discrimination Working Committee

        The converting chart incident at Ball State Univ. is a shocking
incident of discrimination against CSS.  It was only after pressure 
exerted by IFCSS that the authority started investigation. The formation 
of Anti-discrimination Committee will help to get the most satisfactory 
solution of this by i) developing expertise on anti-discrimination, 
ii) exerting influence in the public opinion.

        This shows that it is important to organize and protect our own 
rights. In the long run Anti-discrimination Committee will work on cases 
of discrimination against CSS and enhance their rights. through team 
efforts.

        When I was growing up in the cultural Revolution human rights 
were something unheard of.  When I stood in defiance of the Marshal Law 
in Tianamen Square I believed that human rights were still worth fighting 
for and the best system to realize human rights was democracy.  However 
no system is perfect.  What is important is that there is a lot we can 
do to protect and enhance our rights in the scope of law.

        I have the commitment for this task.

We are seeking your support and help on our nationwide effort in Australia for 
permanent residence. On Nov.1, 1993, the Australian Minister for Immigration 
and Ethnic Affairs, Senator Nick Bolkus, announced new arrangements for PRC 
nationals to apply for permanent residence. In that decision, most of students
and scholars who hold or are completing Masters or PhD degrees were excluded
from the opportunity of permanently settling down because we had not applied
for Determination of Refegee Status (DORS) before the day Senator Bolkus 
announced the Federal Cabinet decision. CSSAA (Chinese Students and Scholars
Association in Australia) was formed on Nov.12 to take action against our
exclusion of the new category for P.R. application. Having been deeply impre-
ssed by your excellent work on lobbying for Chinese students protection bill
in the United States, we believe you may provide many useful advices, sugges-
tions and perhaps direct aids to us.

Dear Mr. Minister:

   APPEAL AGAINST OUR EXCLUSION FROM GRANTING PERMANENT RESIDENCE

We are a group of students who arrived here after Tienanmen
Square massacre (before May 12, 1992) from the People's Republic
of China and are taking postgraduate courses, Masters or PhD
degrees, at the University of Sydney.

We are sincerely grateful for the Federal Government's decision,
announced by you on November 1, 1993, to grant permanent
residence to Chinese nationals who came here priori to Tienanmen
Square massacre. This decision, as well as previous humanitarian
aid, has reaffirmed Australia's worldwide commitment to the
ideals of democracy, freedom of expression, and its international
obligation to help the political refugees.

It is evident, however, that our category have not been covered
by Monday's Federal Cabinet decision, because we have not
formally applied for refugee status before November 1, 1993.
Since we fully meet the new criteria and hold the best
qualifications among the Chinese in Australia (Masters, PhDs),
we are appealing to you to reconsider our case in relation to
granting us permanent residence.

We were in China when the tragic events took place in June 4,
1989, and came to Australia after the massacre. We have not
forgotten the horror at that time and do still fear consequences
if we return to China. Even we have not applied for refugee
status, we have sought asylum in our own way by taking the
University as our sanctuary, where we can stay, learn and
establish ourselves in the Australian society. We have constant
fear of being sent back to China to face discrimination and
punishment the same as other asylum seekers!

The Federal Government's decision on Monday was consistent with
other western democracies such as Canada, the United States and
New Zealand. However, unlike other countries, Australia did  not
give us any time to lodge our applications for refugee status(
the decision was announced on Monday, November 1, 1993 and the
applications had to be in priori to this). We do not think this
is fair.

We cannot be too agreeable to your statement that "Australia's
immigration policy has two fundamental objectives... to continue
to enhance Australia's economic and social aims and to
accommodate humanitarian concerns and family considerations." Our
category is definitely in need of assistance and we would like
to draw your attention to the fact that we are doing  research
in natural and social scientific areas, and are contributing to
the enhancement of Australia. We have lived in Australia for
several years. In the University, we are research assistants,
departmental tutors, and part-time workers for some companies.
We speak fluent English. Many of our research topics are at the
leading edges in various scientific and hi-tech fields in
Australia, some even in the world. Many of us have achieved
remarkable academic attainment which has been recognized by our
supervisors and colleagues. As a whole, we have adapted well in
the mainstream of the Australian society. We have formed
comprehensive connections with Australian research circles, and
have developed constant contacts with Australian industries.
Australia has set its aim for the next century to be a "clever
country". We believe that we are able to contribute towards this
aim.

In summary, we would like to point out that we are the best
qualified group of the Chinese students here and we strongly hope
that we may be given equal rights for protection as other PRC
asylum seekers.  We feel we are committed to contribute to
Australia's bright future.

Dear Professor  X:

As you may have known, the Minister for Immigration and Ethnic
Affairs, Senator Nick Bolkus, had announced on November 1,
1993, new arrangements for PRC nationals in Australia to apply
for permanent residence. 

In his announcement, Senator Bolkus said: " Australia's
immigration policy has two fundamental objectives. They are:
to continue to enhance Australia's economic and social aims
and to accommodate humanitarian concerns and family
considerations."

"Today's decision is consistent with those objectives. It will
mean stability and certainty for these people who will now be
able to plan for the future with confidence."

Consequently, a new onshore permanent residence category will
be instituted for PRC nationals and other asylum seekers who
were granted a visa before 12 March, 1992 and had applied for
refugee status. The criteria for the new category are such as:
1). age less than 45; 2). possession of vocational English;
3). currently enrolment (subject to a satisfactory
performance) in an accredited tertiary course which will lead
to an associate diploma, diploma, bachelor or higher degree,
etc. 

We represent Chinese students and scholars who arrived here
after Tienanmen Square massacre and before March 12, 1992.
Many of us are taking postgraduate courses, Masters or PhD
degrees in universities throughout Australia. The commonplace
amoung us is that we are all willing to stay in Australia and
make our contribution to Australian society after getting our
degrees. It is evident, however, that we have been excluded
from the new category for granting permanent residency only
because we had not formally applied for refugee status before
November 1, 1993 as Senator Bolkus required at that day.

It is a very serious matter to lodge this kind of application.
Some of us had been misled by some Immigration officers when
they went to inquire the effect of refugee status application
on the validity of their current visa, their visa extension
and their dependents arriving. Therefore, it is unfair to
deprive our right to be equally treated as other PRC nationals
who arrived in Australia during the same period as we did.

It has been found that the mainstream of Australian community
dose not know the actual situation we are facing. Many people
think we have surely been covered by the new arrangement. For
example, A journalist, Ms. Walsh wrote in her paper: "...Of
the further 22,000 seeking refugee status in the special
category, only about 8,000 are expected to meet the tough
criteria and be granted permanent residence. The bulk of those
will be university-educated Chinese with a number holding or
completing doctorates." (Kerry-Anne Walsh, "Cracking the
Chinese puzzle". The Bulletin, Nov.16,1993, p.16).

The parliament will debate the new arrangement on December 7
for legislative purpose. We now are appealing against our
exclusion from the new onshore category. It is strongly hoped
that you, as an academic supervisor of one or more of our
members, may show your concern on this issue and give us your
support. No one understands us better than you do; no one is
able to better evaluate our work, our research results and our
potential to contribute to Australia's growth in the future.
This is what we have concluded. We now would like to ask your
favour: Writing letters to Senator Bolkus and the MPs in your
area to help your Chinese postgraduate(s) and to help us. You
may write the letter according to your knowledge of the
achievement of your Chinese postgraduate(s), or you can ask
him/her for more information and a draft letter we have
prepared for your reference.

     COMMENTS ON THE 1 NOVEMBER 1993 DECISION BY THE GOVERNMENT

Herebeneath are some quotstions from the statements in the 1
November 1993 decision and relevant comments on them as follows:

1. Objectives of the new arrangement:
      " Australia's immigration policy has two fundamental
objectives. They are: to         continue to enhance Australia's
economic and social aims and to accommodate      humanitarian
concerns and family considerations."

      "Today's decision is consistent with those objectives. It
will mean stability and    certainty for these people who will now
be able to plan for the future with         confidence."
COMMENT:
      We are sincerely grateful for the Federal Cabinet decision,
announced by Senator       Bolkus on 1 November, 1993 which
reaffirms Australia's worldwide commitment to         the ideals of
democracy and freedom of expression.

2. Who will be eligible for permanent residence?
      "...who were granted a visa to Australia before 12 March
1992 and who arrived in Australia and who have already applied
for Determination of Refugee Status or are holders of
Concessional Temporary Entry Permits (TEPs)."
COMMENT: 
      It seems that in this category, only those people who had
already applied for DORS are eligible unless they are holding
TEPs. But please read the following explanation of the new
arrangement:
      "These new arrangements are not based on humanitarian
criteria. The criteria are unrelated to claims for refugee
status."
      Contradiction can be found. Don't you think so?

3. Why the criteria are unrelated to claims for refugee status?
      "The new arrangements recognize that there are many people
who can make a contribution to Australia because of their skills,
qualifications and other attributes."

      "Nonetheless the national interest had to be considered, and
in doing that we looked at the contribution these people are
making and will continue to make to Australia."
COMMENT:
      No one can deny that in this category, we, who hold or are
completing Masters or PhD degrees, meet the criteria better and
will thus be making more contribution to Australia than other
people if we are allowed to stay.

4. Application for refugee status:
      "All are still free to pursue refugee claims"
COMMENT:
      1) The approval rate was very low--below 1 percent;
      2). Many applicants have been waiting for more than three
years since they lodged their forms, and are still unable to be
interviewed.
      3). For student visa holders, some were told by their local
Immigration Officers that there are negative effect of refugee
status application on the validity of their visa, the extension
of their visa, or the application of their dependents to come to
Australia.

5. International comparison:
      "Western democracies such as Canada, the United States and
New Zealand have all provided temporary and permanent residence
to those PRC nationals in their countries at the time of
Tienanmen Square."

      "Australia's response is consistent with international
practice."
COMMENT:
      Not exactly. Those countries did not required that the
Chinese students should "have already applied for DORS" for their
permanent residences.

When I read the letter in you November 11 issue about IFCSS's phone manner,
I recalled my terrible experience calling IFCSS.  The man answered the phone
in IFCSS was very rude and he made me felt that I was begging something from
him.  I don't really care much about how he treated me, as all of us have
experienced this type of manner with our own dear government in China.  But
I can't help feel sorry for IFCSS to have this kind of person to damage its
relationship with Chinese community and to ruin its image on a daily basis.

I, and all Chinese students, appreciate IFCSS having phone numbers available
f or us as a help line and communication channel with Chinese students in
U.S.  If IFCSS feels bothered by phone calls from students for whatever
reason, plea se keep phone numbers private. Although I believe that phone
manner is only an attitude problem of its staff, which does not reflect the
quality of IFCSS itself, I have an advise.  Please train your staff or
volunteers or whatever who make contact with public.  I really feel ashamed
to have someone acting very unprofessionally in IFCSS which represents all
of us in U.S.

As for the dear gentleman who gave me a cruel reminder of the worst
government on the phone intentionally or unintentionally, I hope he will
change his manner for himself if not for all of us.
