Yungui,

	I guess I didn't make it clear enough for you.  When I said I 
probably won't be available for June, the reason is also relocating.  
I'll have to move out this house by the end of May.  When I finish my 
thesis (hopefully not long after May) I'm going to move out of MA.  And 
so far, I have no idea when that's gonna happen and how long it's 
going to take.  That's why I suggest you better find some other person, 
before I am available (if this person can't do the whole time).

1. The Council's second email conference is closed.
   Chen Dong will write the conference minute.     
                                                   
2. Modification of the nomination:
   Since Wang Jing will be too busy in the coming month (sorry, I did
   not get it clear of your real situation :-) and won't be able to
   join the Congress Preparation Taskforce, my nomination needs change.

   Qi Bing has volunteered himself for the job. So, we now have Chen Dong,
   Liu Cheng, Qi Bing for the Taskforce. I here re-submit the nomination
   to the Council for consideration. (All of them have agreed to accept
   the nomination.) I hope you three Council members will start to work
   into the issues right away. 

3. Finanical taskforce
   Please get started and work on the financial issues as soon as possible.
   Many people are watching the action of this Council. Hope Songlin and
   Hongguang will take the duty. Also please don't forget that Mr. Bai Yan
   is also one of the taskforce member. Approaching the end of the semester,
   Hongguang may be a little busy current with his finals. I hope Songlin
   is able to do more work now.

Notes to the Financial Statements


Note 1 - Organization & Purposes
     The IFCSS Foundation, Inc., (the Foundation) was organized
in Maryland on August 14, 1989 under the name of the Independent
Federation of Chinese Students and Scholars, Inc. and
subsequently changed to the name of the IFCSS Foundationg, Inc.
and such changes were approved by the State Department of
Assessments and Taxation of Maryland on Norvember 3, 1989.

     The Foundation is a not-for -profit organization exempt from
income tax under Section 501(c)(3) of the U.S. Internal Revenue
Code. The purposes of the Foundation are to (1) disseminate
information and educate the public regarding the democratic
movement in China; (2) promote freedom, democracy, the rule of
law and human right in China; and (3) to provide assistance to
Chinese Nationals, expecially students and scholars, residing in
the United States.


Note 2 - Summary of Significant Accounting Policies

     (a) Basis of Accounting
         The accompany financial statements of the Foundation
have been prepared on the accrual basis of accounting, whereas
the `Returns of Organization Exempt from Income Tax' were filed
based on cash basis from the inception of the foundation.

     (b) Fund Accounting
         In order to ensure observance of limitations and
restrictions placed on the use of public support and grants
available to the Foundation, the accounts are maintained in
accordance with the principles of `fund accounting.' This is the
procedure by which resources for various purposes are classified
for accounting and reporting purposes into funds that are in
accordance with activities or objectives specified by the public
supports and the grant agreements.

     (c) Functional Expenses
         Direct Expenses are charged to thirteen funds
respectively. All administrative expenditures are allocated to
these funds, except National Endorsement for Democracy (NED) fund
which specifically excludes all indirest costs per Grant
Agreement, based on direct hours devoted to these funds by
headquarter staff.

     (d) Unrelated Business Revenue and Income
         Although the Foundation itself is exempt from the U.S.
and local income taxes, any income generated from unrelated trade
or business are taxable per the Internal Revenue Code.

         The Foundation, during the course of its operation has
earned substantial amount of commission from the insurance
carrier. As result, the Foundation has reported net profits of $
71,528.44, net of U.S. income tax and D.C. franchise tax
Insurance Program Fund account.

     (e) Property and Equipment and Depreciation
         Property and Equipment is stated at cost. Depreciation
is computed by applying the Modified Accelerated Cost Recovery
System (MACRS) of the Internal Revenue Code Section 168. Under
MACRS, Recovery property is depreciated by applying to its
depreciable basis a prescribed depreciation method for its
prescribed recovery period.

     (f) Income Taxes
         The Foundation qualifies as a tax-exempt organization
ynder Section 501(c)(3) of Internal Revneue Code, as such all
income generated from the not-for-profit activities are exempted
from the U.S. & local income taxes with the exception of net
income earned in the Insurance Program Fund (Please see note
2(e)).


Note 3 - Grant Revenues
         The Foundation was awarded two small grants from
National Endownment for Democracy, Inc. (NED) since July of 1991
as amended on June 26, 1992. The grants awarded are for the
purposes of supporting the democratic education activities of the
Foundation and supporting the publication and distribution of a
bi-monthly newsletter which keeps members of the Foundation
informed on current events in China and the overseas democracy
movement. As of the Period ended December 31, 1993, there were
still $ 1,800 grant balance yet to be collected.

Notes to the Financial Statements


Note 1 - Organization & Purposes
     The IFCSS Foundation, Inc., (the Foundation) was organized
in Maryland on August 14, 1989 under the name of the Independent
Federation of Chinese Students and Scholars, Inc. and
subsequently changed to the name of the IFCSS Foundationg, Inc.
and such changes were approved by the State Department of
Assessments and Taxation of Maryland on Norvember 3, 1989.

     The Foundation is a not-for -profit organization exempt from
income tax under Section 501(c)(3) of the U.S. Internal Revenue
Code. The purposes of the Foundation are to (1) disseminate
information and educate the public regarding the democratic
movement in China; (2) promote freedom, democracy, the rule of
law and human right in China; and (3) to provide assistance to
Chinese Nationals, expecially students and scholars, residing in
the United States.


Note 2 - Summary of Significant Accounting Policies

     (a) Basis of Accounting
         The accompany financial statements of the Foundation
have been prepared on the accrual basis of accounting, whereas
the `Returns of Organization Exempt from Income Tax' were filed
based on cash basis from the inception of the foundation.

     (b) Fund Accounting
         In order to ensure observance of limitations and
restrictions placed on the use of public support and grants
available to the Foundation, the accounts are maintained in
accordance with the principles of `fund accounting.' This is the
procedure by which resources for various purposes are classified
for accounting and reporting purposes into funds that are in
accordance with activities or objectives specified by the public
supports and the grant agreements.

     (c) Functional Expenses
         Direct Expenses are charged to thirteen funds
respectively. All administrative expenditures are allocated to
these funds, except National Endorsement for Democracy (NED) fund
which specifically excludes all indirest costs per Grant
Agreement, based on direct hours devoted to these funds by
headquarter staff.

     (d) Unrelated Business Revenue and Income
         Although the Foundation itself is exempt from the U.S.
and local income taxes, any income generated from unrelated trade
or business are taxable per the Internal Revenue Code.

         The Foundation, during the course of its operation has
earned substantial amount of commission from the insurance
carrier. As result, the Foundation has reported net profits of $
71,528.44, net of U.S. income tax and D.C. franchise tax
Insurance Program Fund account.

     (e) Property and Equipment and Depreciation
         Property and Equipment is stated at cost. Depreciation
is computed by applying the Modified Accelerated Cost Recovery
System (MACRS) of the Internal Revenue Code Section 168. Under
MACRS, Recovery property is depreciated by applying to its
depreciable basis a prescribed depreciation method for its
prescribed recovery period.

     (f) Income Taxes
         The Foundation qualifies as a tax-exempt organization
ynder Section 501(c)(3) of Internal Revneue Code, as such all
income generated from the not-for-profit activities are exempted
from the U.S. & local income taxes with the exception of net
income earned in the Insurance Program Fund (Please see note
2(e)).


Note 3 - Grant Revenues
         The Foundation was awarded two small grants from
National Endownment for Democracy, Inc. (NED) since July of 1991
as amended on June 26, 1992. The grants awarded are for the
purposes of supporting the democratic education activities of the
Foundation and supporting the publication and distribution of a
bi-monthly newsletter which keeps members of the Foundation
informed on current events in China and the overseas democracy
movement. As of the Period ended December 31, 1993, there were
still $ 1,800 grant balance yet to be collected.

Notes to the Financial Statements


Note 1 - Organization & Purposes
     The IFCSS Foundation, Inc., (the Foundation) was organized
in Maryland on August 14, 1989 under the name of the Independent
Federation of Chinese Students and Scholars, Inc. and
subsequently changed to the name of the IFCSS Foundationg, Inc.
and such changes were approved by the State Department of
Assessments and Taxation of Maryland on Norvember 3, 1989.

     The Foundation is a not-for -profit organization exempt from
income tax under Section 501(c)(3) of the U.S. Internal Revenue
Code. The purposes of the Foundation are to (1) disseminate
information and educate the public regarding the democratic
movement in China; (2) promote freedom, democracy, the rule of
law and human right in China; and (3) to provide assistance to
Chinese Nationals, expecially students and scholars, residing in
the United States.


Note 2 - Summary of Significant Accounting Policies

     (a) Basis of Accounting
         The accompany financial statements of the Foundation
have been prepared on the accrual basis of accounting, whereas
the `Returns of Organization Exempt from Income Tax' were filed
based on cash basis from the inception of the foundation.

     (b) Fund Accounting
         In order to ensure observance of limitations and
restrictions placed on the use of public support and grants
available to the Foundation, the accounts are maintained in
accordance with the principles of `fund accounting.' This is the
procedure by which resources for various purposes are classified
for accounting and reporting purposes into funds that are in
accordance with activities or objectives specified by the public
supports and the grant agreements.

     (c) Functional Expenses
         Direct Expenses are charged to thirteen funds
respectively. All administrative expenditures are allocated to
these funds, except National Endorsement for Democracy (NED) fund
which specifically excludes all indirest costs per Grant
Agreement, based on direct hours devoted to these funds by
headquarter staff.

     (d) Unrelated Business Revenue and Income
         Although the Foundation itself is exempt from the U.S.
and local income taxes, any income generated from unrelated trade
or business are taxable per the Internal Revenue Code.

         The Foundation, during the course of its operation has
earned substantial amount of commission from the insurance
carrier. As result, the Foundation has reported net profits of $
71,528.44, net of U.S. income tax and D.C. franchise tax
Insurance Program Fund account.

     (e) Property and Equipment and Depreciation
         Property and Equipment is stated at cost. Depreciation
is computed by applying the Modified Accelerated Cost Recovery
System (MACRS) of the Internal Revenue Code Section 168. Under
MACRS, Recovery property is depreciated by applying to its
depreciable basis a prescribed depreciation method for its
prescribed recovery period.

     (f) Income Taxes
         The Foundation qualifies as a tax-exempt organization
ynder Section 501(c)(3) of Internal Revneue Code, as such all
income generated from the not-for-profit activities are exempted
from the U.S. & local income taxes with the exception of net
income earned in the Insurance Program Fund (Please see note
2(e)).


Note 3 - Grant Revenues
         The Foundation was awarded two small grants from
National Endownment for Democracy, Inc. (NED) since July of 1991
as amended on June 26, 1992. The grants awarded are for the
purposes of supporting the democratic education activities of the
Foundation and supporting the publication and distribution of a
bi-monthly newsletter which keeps members of the Foundation
informed on current events in China and the overseas democracy
movement. As of the Period ended December 31, 1993, there were
still $ 1,800 grant balance yet to be collected.

CCP authorities have released Chen Ziming and Wang Juntao to be US for MFN.
That is very good news. The fact is, to link human right record to MFN
renewal has a positive effect to China. I hope US continue to do it. Every
year since 1991, the import form China to US is about hundred thousand million
dollars more than the US export to China. Chinese foreign trade to most western
countries is adverse balance except US. If China lose MFN, it will create a
huge trade deficit for China. The CCP will face to very difficult time.
I believe link human right record to MFN renewal is very useful tool to push
china more open and it will be even more successful after Deng dead. I hope
that we are not nearsighted to look at MFN.

Dear Liu Cheng and Others:

Although I favor the unconditional MFN to China, I can't agree the
petition letter to the US President and Congree for the unconditional
renewal of the China's MFN. The point of view that the letter
expressed on the human rights was basically the same as the Chinese
goernment which emphasised that the human rights should have different
standards because of the different cultural and historical background
and different devolepment. Also the letter used the so-called "anti-
western" movement as a threaten to the US-Sino policy, which I don't
think is true. I haven't seen any news reports and other evidences
that showed there have been such movement in China since 1980's, except
the 6.4 event which was the biggest "anti-western" movement since the
beginning of the century, the government sent 300,000 troops to Beijing
to kill Chinese people who demanded their rights as human beings.

Please Liu Cheng forward my comments to the letter initiator and the
Council net. Thank you.

My personal view

Dear friends:

I can not agree morew with Xu YI , Ren Songlin and Xing Zhen's view.  I also
enjoy the humor in Xing Zhen's article.

I'm very happy to learn that Wang Juntao and Chen Zhiming were released.  I'm
very proud of IFCSS's effort in promoting human rights in China along with
other organizations.  Chinese goverment willing to do so is not due to its
kindness and wisdom but pressure, from human rights  orgnizations, from western
countries like US goverment and congress.  If they have to do so, it'd better
do it earlier than  latter for Chinese people's sake, for the victims' sake and
for their own sake.

It is great pain to see this term council has kept silent on MFN issue as a
whole.  Some members accused HQ's position on MFN for the reason "council was
 
countries as well as in Chinese goverment.  I regret to see that some council members
members taking the different postion from IFCSS and the council failed to work
with HQ on this very important issue as a whole.  I think that is the first time
in IFCSS's history (this council has brocken some record, like phone bill).  

I always appreciate and respect anyone's view if he or she would speak out no
matter on what issue.  MFN issue has been a hot issue since June 4th.  We have
whom to raise this issue.  If you think you have a good point, speak out and
let EVERYBODY know it.  For the similarity between the drafting letter and the
article on PD, I'd rather think it is a curious coincidence.  The reason, you
may find some if you really want to.

the draft for any given reasons.  I realy appreciate that idea if someone wants
to draft the letter why not try to write one to Chinese goverment, maybe they
can learn some diferent view from those signed CSS. The Clinton goverment has
had enough pressure.  The last thing they want see is some kind of letter like
this "still in the preparation stage letter" from IFCSS.  Don't even think about
to use IFCSS's name! 

I believe that US will renew MFN IF Chinese goverment realy want it.  There has
been sign as it happened before (you may read today's Wall Street Journal).  I
hope Chinese goverment will do it again as they did before.

BTW, Xing Zhen, we were roomates during 5th congress.  Thanks for your work.

Because of the deadline of US renew MFN is coming, many argument of
MFN is appeared in the IFCSS V club. SVC member Lu Ping complain the
5th council did not do anything for the issue. Acturally, I posted 
my motion of MFN to the council in March and seconded by Zhang Feng.
But, the council ignored my motion. 

I think that all of us have same point -- like to see
China will continue has MFN next year and also agree that 
human right record is not good in 
China. I agree with you, MFN is very helpful for China ecnomic growth, and
human right also is very important issue for China future. All of us would
like to see both economic growth anf human right improvement in our country.

The facts we face is as following: 

(1)  the US government has attached Human Rights conditions a year ago. 
Chinese government has been requested to meet them in order to renew MFN. 

(2) human right in China is not meet the condition.

(3) we all want to see china has progress in both economic and human right.

(4) what and how can we do in the MFN issue, in order to pushing china to 
right direction. 

We should base on above facts to do something. The linkage of human right
to MFN is US government's decission. We can write letter to US government
to say that MFN is good for both China and US. We also can do something for
Chinese government, to tell them that if MFN is gone you will have real
hard time for the economic, and so on. Why cannot we do some real thing except
cry each other?	I suggest we do something to test China human righ is better
or worse. For example, we ask chinese government that we want to visit
some political prisoner to see the real things in the china jial. 

I have 4 weeks vacation. I can go to china to do this, if council
and HQ want to send a person to there. If Chinese government let
IFCSS to visit chinese jail, we just go ahead to push US. We can
say the human right is getting better, and so on.

I raise the following motion to council, we should come to contact with
Chinese authority to express our concern and our idea.

     IFCSS to Work on MFN Issue so it can be extanded for year 94-95 
Whereas China's MFN status with US will be reviewed and subject for 
extantion in June;

Whereas the US government has attached Human Rights conditions a year
ago.  Chinese government has been requested to meet them in order to 
win the next renew of MFN for year 94-95;

Whereas the US government has indicated through many chennles that 
fundamental conditions have not been met by the Chinese government;

Whereas Chinese government has so far failed to take more serious steps 
to win MFN status for the next year;

Whereas risk for China to lose its MFN status is higher than ever before,

Be it resolved, that,

IFCSS, particularly, its executive branch - the President, should make  
every effort to contact and urgy the Chinese government to express
our concern about the MFN, and send a representative to China to 
visit polital prisoner in the jail. Upon sufficent evidents that 
significant improvments can be acheived in time, 
IFCSS may help to push for renewing China's
MFN status.

Hello, everyone,

I wonder if you have seen today's (May 19, 1994, Thursday)
CBS evening news with Dan Rather and Connie Chung. I saw it.
Connie Chung reported the situation of Chinese espionage in
the United States. To me, it is extremely upseting.

Basically what she said was, of all the ORIDINARY people
from China, EVERYBODY can be a spy. The person may look
like a oridinary neibour, living a quiet life. That
Chinese may not do anything for many years. But when the
Chinese government summons him, he will be a spy. This
is called a "Chen(2) Di(3) Yu(1)". The government may
send him over as a spy, or may force him to become a
spy after he enters USA. They steal information. They
steal the secrets of the government and companies. She
said while many countries are spying on US, no other
country is doing on such a scale. However, she only shaw
two persons as spies from China. One is accused, one is
just confessing. I was not even sure if the second person
was caught for something or he just turned himself in.
She did not gave any specific number of how many spies
from China who look like oridinary student and scholars and
any Chinese are actually caught as spies in the US. It also
shaw Connie Chung standing in a place which is apparently
in Beijing, telling how easy it is for the Chinese government
to force any oridinary Chinese to become a spy, and how
the government is indeed doing it.

I am not exagerating. The message from her report is INDEED
every Chinese is a potential spy, no matter how oridinary
or quiet he looks.

It remains me of an article I read some time ago about how
the Chinese were treated in the fourties and fifties.
The slogan in the newspapers was: Every Chinese Is a
Potential Spy! Every little store in Chinatown would
have to hang a KouMingTang flag. Otherwise people would
go into the stores and loot and destroy things. That
deprived many Chinese of their livelihood.

But that was fourty, fifty years ago! Nowadays, which
ethnic or national group is subject to this kind of
defamation? It is against the law! CBS evening news is
one of the most popular news programs in the country.
Probably a third of the US population watch it. It has
great general credibility. Think about this: if you are
a Chinese job seeker, and your potential employer watched
this lovely Connie Chung's report, is this employer
more likely to hire you? Who is going to hire a potential
spy?! If you are an ORIDINARY engineering student from
China, and your professor has a project and he has watched
this lovely Connie Chung's report, is your professor
more likely to let you involved in the project? Who would
want a potential spy to he his student and research
assistant?! Let me tell you, this report will affect
hundreds of thousands ORIDINARY Chinese's lives.

Connie Chung has a long history of alienating the Asian
community. She is a Chinese herself, and she is ashamed
of that fact. That is known to everyone. But tonight's
blatant defamation is the most appalling. The message
is: Every Oridinary Chinse Is a Potential Spy. (She
used the word ORIDINARY many times.) I believe she has
violated the law. Or CBS has violated the law.

We Chinese students and scholars as a group can be
seriously damaged in many ways. I can quickly think
of one promblem that may have great financial significance:
The Lost Employment and Business Opportunities. It is
simple - no one wants to be associated with a potential
spy! Think about how much the Chinese people have suffered
throughout the past century. Think about how much the
Chinses in this country had suffered from blatant
discrimination. Now we are getting a little bit better,
the lovely Connie Chung stirs up this kind of garbage
again. CAN WE AFFORD TO IGNORE IT?

I think we should take some collective actions. CBS and
Connie Chung should compensate for our potential employment
and business loss of us, as a group. They should also
be punished for violating the non-discrimination law.
I am willing to coordinate the effort if nobody else wants
to do it. The first thing we should do, I think, is to
contact IFCSS national office so that the we can the
strength on a national scale. I think CSSFU should also
do something as an organization.

Let us discuss, and take actions.

would suggest the following steps be taken to address this issue:

1. Order a hardcopy of that day's newscast, verify what exact message 
the CBS report has conveyed, and contact CBS Evening News for 
clarifications;

2. Contact IFCSS legal consel Arent & Fox for legal consultation;

3. Coordinate and organize protest actions against the alleged biased 
report by collecting signatures for letter of protest and other protest 
activites;

4. If the report stamps over the boundary of laws, IFCSS should 
file a suit against CBS over the biased report;

5. Also pursue the issue from the point of news ethics and standards.

Dear CBS President,

We are very disappointed with the CBS Evening News on Thursday, May 19.
In this news program, Connie Chung made a report about the Chinese
spies in the United States. Besides a brief report about a restaurant
onwer who stole millitary secret for China, Ms. Chung claimed that
every day there are people entering the United States from
China legally and many of them could be spies. She used the words such as
"fish at the bottom sea" and "it could be your next door neighbor" 
to imply that any ordinary person with Chinese national origin
could be a spy for China. Such language will create serious distrust,
even hostility between the majority of American people and people
with Chinese national origin.

Most importantly, the report hinted that any Chinese who is hired by
an American Company might steal national secret for China.
We are concerned that such an irresponsible statement may produce an
even stronger discrimination against people with Chinese national origin 
who have already suffered some disadvantage in their career, job 
and livelihood.

It is our belief that most people with Chinese national origin
are law abiding citizens. Many of them have their love to both
the United States and China. They love the United States as a country
which privides them with freedom and hospitality. They love China
because the country is their motherland, a place where they have
their childhood memory. It is understandable that most of
them have good wishes to the Chinese nation. It is for this purpose
that they care about the economic development, the political
progress and human rights condition in China.

However, none of these should prompt the imagination that
they are spies trained to steal the American national secrets. Many people

worked for US companies and institutes, devoting their energy and intelligence

for the prosperity of the country. Also, many of them

 have worked hard to enhance the understanding between
the people of China and America. They are working to bring China to the
international family. They are working on trade and academic communication
between the two countries. Many of them who enjoyed the hospitality
in the United States, returned the same good will to their
American friends when they went back to their home country.

As a generation of Chinese who witnessed the radical Chinese
Cultural Revolution in 1960-1970's during which many innocent
people were suspected as "KMT agent" and "American spies",
we are particularly sensitive to the allusion made in
the CBS report. We are concerned that such allusion
may contribute to a very damaging steorotype image of the people
with Chinese national origin. Although, we agree and even
admire the First Amendment of the American Constitution and
we believe Connie Chung and CBS should have the right for free speech,
we are seriously worried about the implication and impact of the CBS
report on the daily life of many innocent people.

We believe the American principle that a person is innocent
unless he/she is proven guilty. We love America for its democracy and
freedom. It is our belief that the potential
discrimination against people with Chinese national origin
as a result of the CBS report by Connie Chung is against the spirit of 
human rights.

We demand an apology from CBS and aired on CBS for Connie Chung's irresponsible

statement and allusion. Otherwise we will stop watching the CBS Evening
News Program in order to protest its biased report and may also take legal

put it into a legal action. It is the time for IFCSS stand for CCS. It

As been required by the IFCSS Council Bylaw, the 3rd regular Council
teleconference is called:

   Date: Saturday, May 28th, 1994

The conference main agenda includes: IFCSS HQ budgetary review, HQ and IFCSS
Working Committee reports, Council subcommittee reports, council member
reports, 6da preparation report and discussion and voting for counci

All motions to be raised in the teleconference must be posed on council e-mail
network at least three days before the meeting time. In order to have enough

time, it is strong recommended that all Council members post their motions in

who shall not speak unless been asked to do so. Representatives from IFCSS
SVC will be invited to observe.

My dear fellow veterans of IFCSS,

I am  compelled to  write  this message to   you all after I  read the
message by Mr. Cheng Liu, a current term Council member of IFCSS.

I am not so much concerned with the content of the letter regarding to
the issue of MFN --  it is an  important issue we all should seriously
debate about.  What  really bothers me is  that, despite the fact that
the Congress  of IFCSS has repeatedly  adopted  Resolutions to support
the conditional renewal of the MFN trade status  for China, Mr.  Cheng
Liu acts in his official function of an IFCSS Council member to openly
oppose the effort so  clearly defined in  the Resolutions. So far as I
can tell,  the most important  duty  of the  Council  is to faithfully
carry out the missions defined by the Resolutions, regardless whatever
poll results are.  Now, with my due respect, I like to ask a question:
What  are you doing,  Mr. Cheng Liu?  Have you ever been serious about
the business of IFCSS?   If you  want to  act against IFCSS'  official
position and advocate  your own ideas, that  is perfectly alright, but
you should not use your official position in IFCSS to do so.  Because,
you are simply not entitled to.

It  has  been a noticeable phenomenon  in  the Council  lately: Record
shows that a group of Council members  has consistently and repeatedly
ignored or neglected  the  Constitutions and  Bylaws of IFCSS,  either
unintentionally or intentionally.   Either   way, these people    have
seriously failed to  fulfill the duty of a  Council member. Even let's
forget about the rules, they do  not even have the basic institutional
royalty to IFCSS.

Let me also  use this opportunity  to express my  own views on the MFN
issue.  Before    getting into  the  MFN issue,   we  must  answer the
following question first: Given the situation in China now, should we,
the overseas Chinese community as a whole, try  to exert some pressure
on the current regime in Beijing to force it to change for better?  My
answer   to this  question is:  Yes,  we definitely  should  use every
possible means to do so.  To those who say No to  this question, I can
only  ask them to join IFCSS  and have a serious  debate in public, so
the  public can make an  informed decision.  To  those who say Yes but
oppose to use MFN as a tool for whatever reasons,  I would like to ask
them for  alternatives. If we agree upon  the firm stance on the first
question, that is,  to  apply whatever  foreign pressure  possible  to
change China for better, then the MFN issue (or any other such similar
issues)   becomes a technical   one.   It should   be discussed with a
broader perspective.  We  should neither take  the MFN  as an isolated
issue, nor mix  the principles with  tactics.  I am willing to replace
the MFN by any other more or equally effective means, if there is any.
I simply won't  give it up before a  replacement can be found.  To let
the current regime in  Beijing go free and  do whatever it wishes does
not seem  justified  at all   -- this is   the regime  which committed
massacres of innocent people, our people, under the  day light, and it
is still continuing political   persecution to its own   people today.
The justice has  not been done,  yet!  What are we  going to say about
that?!   We should  not betray   our basic  conscience  and  sense  of
justice.

Now,  about polls.   Yes,  IFCSS should pay  serious  attention polls,
objective ones  or not. We should work  with those  who hold different
point of  view and make their  view  point become constructive  in our
decision  making  process, and  we should not   let them alienate from
us.  However,  these  polls  should  not be    used to  overwrite  the
Resolutions adopted by the  Congress of IFCSS.  Or, should they?!  The
adopted Resolutions only stress our basic  stance, there are freedoms,
in  my opinion, for us  to maneuver under different political climate.
Unfortunately, the   current term  Council   has never  suggested  any
constructive ideas in this  regard, although some Council members want
to take control of the business so badly.


More about polls. Polls  tell popularity, also  political correctness.
But, they are not equal to correctness.  Mr. Adolf Hitler had over 99%
popular  support from German  people  for his  atrocity  against other
races  and  world peace.  At  same time,  in Britan Mr.  Champlain had
overwhelming support for his appeasement to the Nazi. In contrast, Sir
Winston  Churchill was not so popular  before the War  began. The late
Chairman Mao had the overwhelming popular  support from Chinese people
for  almost  all of  his disastrous campaigns.    Of course, these are
extreme examples. Nevertheless they serve to  make my point just fine.
In my view,  the Council should   not just follow whatever  polls say.
Rather, it should make its own judgments and provide leadership in the
processes of policy making, with careful consideration of poll results
and many other important factors, such  as the move of U.S. Government
and the Congress, and Chinese government's  reactions, etc.  I like to
ask each Council number a question: Have you provide any leadership in
making a sounded and practical policy  on the issue of  MFN, or on any
other important issues for that matter, lately?

IFCSS has been  consistent with its  official stance on the MFN issue,
that  is,  IFCSS supports the  conditional  renewal of the  MFN. IFCSS
never,  to   my knowledge, advocates   to  revoke  the  MFN  status of
China. Personally, I do support such a stance.  Furthermore, I support
to exert foreign pressure on the regime in Beijing. One very important
function IFCSS has is to influence U.S. government in making its China
policy.  In  the past five   years, the influence  of  IFCSS has  been
somewhat depending  on  the ability  of the  elected   officers in the
Headquarters.   This factor  certainly  creates some   fluctuations in
carrying out  a consistent policy.    However, more serious  than  the
constant personnel change is the fact that  IFCSS does not have, up to
this  date, a comprehensive  and coherent policy  on issues related to
China.  We should foster a policy toward to China which firmly adheres
to the principles  we have  stood for,  yet has enough  flexibility on
tactics we can apply. Those  who oppose to  conditional renewal of the
MFN or advocate unconditional renewal of the MFN have not come up with
or suggest any thing of  the sort.  The  open  campaign by some  IFCSS
officers certainly creates    a problem, that   is,  to undermine  the
credibility and ability  of  IFCSS being consistent in   upholding its
principles.   This will do  more damage  than just discrediting  IFCSS
ultimately.  By  advocating the renewal  of MFN to China alone without
suggesting any other replacements to exert  pressure, we compromise on
certain principles.  These principles, such human rights, should never
be compromised, if we still have some ultimate concern for humanity.

This may  be the time  for us to  think seriously  about the reform of
IFCSS.  To  make a comprehensive and coherent  China  policy for IFCSS
and to guarantee the implementation of such  a policy with consistency
to certain extent,   both the Headquarters and   the Council are   not
reliable parties so far, and the Supervisory Committee simply does not
have the function.  Should  we consider to  establish a fourth body on
top of the existing three  to accomplish the aforementioned task?  The
sole function of  the  fourth body  should  be: To create  policies on
important issues such as the MFN by bring together expertise with wide
range spectrum of view point, and  to oversee the Headquarters and the
Council to faithfully  carry out the  defined policies. For the future
of IFCSS and the welfare of Chinese people, I remain

important issues. I have no prior knowledge about what is going on with 
the IFCSS HQ except what I learn from the IFCSS HQ News Release and 
CND. Seems it is the same case happening to other members. It is totally 
absurd. Therefore, I do not think the Council bears any responsibilities 
for any unilateral actions taken by the IFCSS HO officers.

Dear colleagues:

As an ordinary Chinese student, I hope to see MFN of China be renewed for the 
further prosperity of China, and in a long runrun, I think it will benefit China 
with improvement, both economically and politically. On the other hand, I also 
have great sympathy for those people who devote their freedom for the democracy 
of China for the future. Also, for us who took part in the 89 pro-democracy 
movement, it is more correct in moral sense to press Chinese Government to 
improve more in its human right record. 

It's really delemma to me, and also to many of you too, I think. I read the 
interview in XHWZ with Wang Juntao the other day. He said he and Chen Ziming 
both supported the renewal of MFN in the jail. But after coming out, he changed 
his idea a little. He is afraid that people would think that he is sacrificing 
his friends' freedom if he further support the renewal of MFN. It may give us 
some clue.

In my opinion, MFN will not be suspended at least this year. Both sides will 
find their own excuses. And we are not among those who can make the difference, 
which even makes me a little relieved because it's really tough to take any 
side. However I don't have objection for anybody to express his or her own 
opinion on this issue. Anyway it's a free country.

But, as a council member, I have difficulty in understanding Lin Changsheng's 
not informing council before whatever improtant actions, take some examples, 
China trip, Austrilian trip, the House hearing, hunger-strike before the White 
House... I wonder if IFCSS is some private organization or as it claims is the 
representitive of CSS in the US? Although it's hard for HQ to find out every 
CSS' opinion about MFN, it should not be too hard for them to discuss it with 
the Council or at least inform the Council, who come from local CSS grassroots, 
before each of such action. In my impression, even a private organzation has to 
talk to its council about big issue.

As for my exprience in IFCSS in this term, I have the feeling that IFCSS is used 
by some people for his own purpose. Or, maybe, as it was once claimed by some 
perticular person, it's their own business and property. Maybe he was just 
telling the truth, unfortunately.

What Changsheng is doing is totally beyond our understanding. HQ used
keeping secret as the exuse for Changsheng's going back to China without
informing the council, What is the exuse this time? This kind of things
keep happening and the only way to stop such stupid things is to suspend
the payment!!!!!

OK, that's correct that the congress passed the resolution for the
condiitional MFN. But what's the use for the huger strike in front of the
White house???????? Do you really hope ot revoke the MFN???????? 

If I were Changsheng, I would have gone to the Chinese Embassy for the
hunger strike, to ask Chinese goverment to meet the requirements for the
renew of MFN. Don't you think this is a better way???? 

I bet the so-called IFCSS iamge will be damaged more than the housing hearing.

Chengdong, I don't know if it's appropiate to pass a motion or a resolution
to force Changsheng to stop the hunger strike right away, otherwise we
will stop the payment and impeach him.

I agree with Zhang Feng and Qi Bin that ChangSheng should inform council
and the other activist for such important action. I don't want to revoke
the MFN. The issue is a very hot potato.

1) In this term, either 5da or council did not have any resolusion of MFN.
So, we should stand for this of 2th, 3th and 4th resolution that is 
conditional renewal until we pass a new version.

2) Changsheng's action is not good for IFCSS image in general CSS, but
he did not violate constitution of IFCSS. We can not say that the hunger
strike is violate IFCSS regulation. 

3) If we impeach him or stop payment, because his hunger strike for 
conditional renewal MFN right now, it will violate the resolution
which we passed in 2da, 3da and 4da. We should pass a resolution first
and judge his action violate it or not. Even that, we should the action
after the resolution's validity not before that.

4) In other hand, if IFCSS council impeach a president for his hunger
strike for conditional renewal MFN issue, how we face to the CSS who
suport conditional renew. Even we don't know how much percent of whole
CSS population, we should know that is the standpoint of 2th, 3th and 4th
IFCSS. We can not ignore IFCSS standpoint which we stood there since
2th IFCSS without any offical resolution.

5) If we impeach a president for his viwer and action of conditional 
renew MFN, how do CCP think of us, how do the US government think of
us. This is a fundamental chages of IFCSS since it were founded. We
sholud think about it. 

I say it again, I do not agree with Lin's hunger strike, it is not
good time and proper action. But as a IFCSSer, in this point, I have
no chioce. I said that I support his action, because I have no choice.

I can't agree with you here, Shonglin. To most of CSS, Changsheng's action
and his  purpose will only push the US to revoke MFN, not the conditional
MFN.  As I said before, if Changsheng really favor conditional MFN, he would
go to the Chinese Embassy instead of White House. It's such an immature
action. what's the use to push Clinton. The only to renew the MFN is to
put the pressure on the US goverment, not Clinton. Definitely I will
impeach him for the sake of IFCSS.

Dear colleagues:

Soon after I learnt the CBS's report on last Thursday from CSS, I become
deeply concerned about the further progress on this issue. And during last
two days, I have contact several related individuals and groups.

First of all, I have called the office of CBS in New York, and have told
Ms. Beth Constock about the concerns on the report from Chinese Students and
Scholars community. I have expressed that we hope CBS could make more
further investigation upon this issue, and give us a correct explanation and
apology. I have also asked her to deliver the same message to Mr. Laurence
Tisch, President of CBS.

Second, I have called Mr. Henry Der, Executive Director of Chinese
Affirmation Association, Ms. Dorothy Lee, Executive Director of Alliance of
Asian and Pacific Minorities, and Mr. Charles Cheung, Vice President of
Alliance of Hong Kong Chinese in the United States. The above three
organizations have put tremendous efforts in the works for the welfare and
civil rights of Chinese and other ethnic minorities in the United States and
against any discriminations. They also have fought together against KFRC, a
radio station in California, for a broadcasted racial joke about Chinese,
and successfully got open apologies from Mr. highs, President of KFRC. I
have informed them to pay attentions to this issue and to collaborate with
and help IFCSS in any further actions.

Third, I have called Mr. Shi Heping in the HQ of IFCSS. Mr. Shi has told me
that he was going to send a copy of IFCSS's official letter about this issue
and send me a copy of the transcript made by Mr. Luo Ning from the video
tape. I am still waiting for it. However, I am ready to send any further
information from both IFCSS officials and colleagues in the CSS community
to leaders in the possible affiliated groups and high-ranking officials in
CBS personally.

I believe that this issue is pertaining to the dignity of Chinese people,
and that all Chinese are concerned about the further progress of this issue.
As a council member in IFCSS, I hope IFCSS HQ can  do a thorough
investigation and keep consistent efforts in this issue, and I advocate more
attentions and helps from you. Because of close-down of computer lab in

Dear Council colleagues:

As for Lin's action, I think we have to get serious. However it's hard to argue 
from the political standpoint because it's directly related to the question that 
if IFCSS is going to be another pure human right organization or to explore a 
broader scope to be the representative of CSS in the US. I think that may be 
able to be solved in 6 Da.

Currently, Lin has not been in his office for a couple of days (also his 
staffs). I think it is inapproprite. I support Chen Dong's memo on this issue.

As far as I know, Lin is doing his hunger-strike in the following way: he goes 
to the White House at 8 AM in the morning and leaves there at 5 PM in the 
afternoon. Then he will be back the next morning. 

I appreciate his heroic behavior every night when he stays at home without 
eating anything more than what he does in the day.

	Since last DC Working Meeting, the finanial task-force have established,
	in order to reform the financial regulation. Mr. Zhou Hongguang and Mr.
	Bai Yan are very busy for their academic work at their university and
	had no time to work for it. Mr. Ding Yungui, the co-chair of Council,
	ask me to take care all of the work. I reviewed the regulation of IFCSS
	which had been passed in 3th term council. I found out most of them
	is still suit to current IFCSS financial satuation. I drafted following   
	amendments and send to council for further discussion.

Amendment on IFCSS Financial Regulation:

Add to Artical 10. The Treasurer must fill all tax returns due and required
by lay on time. The headquarter is authorized to examine and take action for 
the tax penalties due to the Treasurer's responsibilities for late filling.

Add to Artical 10. For each physical yearr, council and headquarter has
the authorities to invite Certified Public Accountant to recompile the
balance or audit the accounting system, if either council or HQ concider it
neccesary. The result of CPA should report in council meeting. 

Add to Artical 15. 2) The reimbursement from any IFCSS officer, including HQ
staff, council member, SVC member, working committee, special task-force,
IFCSS congress delegate and anyone who work for IFCSS, must not be over the
budget. The Treasurer must reject the reimbursement if it is overspent.  Any
reimbursement is over its initial budget must be proved by the president but
the president is not authortied to prove it for 20% overspent reimbursement.
Any higher then 20% overspent reimbursement has to proved by council meeting.

Resolution on IFCSS Financial Regulations (C3042)
Committee on Financial Affairs

     Whereas IFCSS lacks regulations on its financial operation, it is
resolved that

     The following Regulations for IFCSS's Financial Operation is adopted.

                  Regulations for IFCSS's Financial Operation

     Article 1. The president must nominate to the council a treasurer and
an assistant treasurer within seven days after he is elected as the
president.

     Article 2. The nominees for treasurer and assistant treasurer will be
acting treasurer and acting assistant treasurer. The acting treasurer and
assistant treasurer will assume all the  powers and the responsibilities of
treasurer and assistant treasurer before the nomination is either approved
or rejected by the council.

     Article 3. If the nomination is rejected by the council, the president
must make another nomination to the council within seven days after the
rejection. Same person must not be nominated twice.

     Article 4. No monetary transaction should be made unless there is a
treasurer approved by the council or an acting treasurer nominated by the
president.

     Article 5. The president must submit to the council a budget proposal
for his entire term within fourteen days after he is elected.

     Article 6. The president may follow the budget proposal before it is
approved or rejected by the council.

     Article 7. No monetary transaction should be made unless there is a
budget approved by the council or a budget proposal pending in the council.

     Article 8. The treasurer must submit to the council or an authorized
council committee in writing within three days after the last day of each
quarter a financial report. The report must include, but not limited to,
the following items:
     1. Quarterly revenues, itemized and totaled;
     2. Quarterly expenses, itemized and totaled;
     3. Management of Donation, Awards, and grants;
     4. Bank statements of all bank accounts;
     5. List of all outstanding debts up to the last day of the quarter.

     Article 9. The treasurer is required to sign all checks of all bank
accounts along with another officer designated by the president. In case
of absence of the treasurer, the assistant treasurer should sign all checks
of all bank accounts along with another officer designated by the president.

     Article 10. The treasurer must follow a designated accounting system
and all other standard accounting practice and to keep all original
financial records in good care.

     Article 11. The treasurer must open all accounting books and other
financial records to the council or any authorized agent of the council
all financial records upon a written request from the council or authorized
council committees.

     Article 12. Any spending not included in the budget must be approved
by the president in writing. Such spending must not exceed a total sum of
three thousand dollars ($3000) for each term. The president must provide a
copy of his written approval to the council or an authorized council
committee within fourteen days after a such spending is incurred. If the
deficit is more than three thousand dollars, the spending has to be approved
by the Council.

     Article 13. Any transaction between any IFCSS, Inc. bank account and
any IFCSS Foundation, Inc. bank account must be approved by the president
in writing. The president must notify the council or an authorized council
committee in writing for a such transaction within seven days after it is
made.

     Article 14. No financial relationship should be established and no
transaction should be made between IFCSS, including any of its working
branch, and any political organization without a prior approval of the
council.

     Article 15. Travel Advance and Reimbursement:

         1) A written request of cash advance has to be approved by the
Treasurer or the President. The request should include: description of the
activities, date(s), destination(s), projected itemized expenditure,
source(s) of funding, and any other relevant information. The approved amount
of cash advance should be no more than 80% of total projected expense;

        2) Any request of reimbursement has to be submitted to the Treasurer
in written form. The request should include: description of the activities,
date(s), destination(s), itemized spending with original receipts attached,
any other relevant information, and the signature of applicant, the request
should be approved by the Treasurer.

        3) Reimbursement for airline ticket may not exceed the price of
economy class ticket of the shortest distance between the destinations;
Reimbursement for private car travel may not exceed the rate at $0.2/mile;
In general, the lodging reimbursement is not recommended unless it is
approved by the President or the Treasurer, the rate for  lodging
reimbursement should not exceed the rate at $60.0 per day.


      Article 16. Violation of these regulations may result in starting the
process of inpeachment if it is recommended by the Council.

      Article 17. Amendment to these regulations may be adopted at any
Council meeting.

Resolution on Appointment of Treasurer (C3043)
Committee on Financial Affairs

     Whereas the headquarter has nominated Mr. Geng Xiao as the Treasurer,
it is resolved that
     Mr. Geng Xiao is hereby appointed as the Treaasurer of IFCSS. It is
further resolved that

     The Treasurer shall: (a) have charge and custody of and be responsible
for all funds of IFCSS; (b) receive and give receipts for moneys due and
payble to the corporation from any source whatsoever, and deposit all such
moneys in the name of IFCSS in such banks as shall be selected and approved
by the council; and (c) in general perform all of the duties incident to the
office of treasurer and such other duties as from time to time may be
assigned to him by the council.

     Whereas IFCSS must not operate without a treasurer at any moment, it is
resolved that

     The Chair of the council should notify Mr. Geng Xiao of his appointment
as the Treasurer within 24 hours after this council meeting, and require
Mr. Geng Xiao's confirmation of his accepting the appointment within 48 hours
after the notification. It is further resolved that

     If such confirmation is not received from Mr. Geng Xiao within 48 hours
after the council's notification, this appointment will be avoid
automatically, and the Chair of the Committee on Financial Affairs will be
the acting Treasurer of IFCSS thereafter until a new nomination has been made
by the IFCSS President.

Resolution on IFCSS Employees' Withholding (C3044)
Committee on Financial Affairs

     Whereas IFCSS may be liable to withholdings of its employees' income
and social security taxes, and there is no such practice in headquarter,
and the council has not been satisfied with an explanation of not taking
withholdings, it is resolved that

     (1) the Treasurer seeks professional consultation from a certified
public account or a tax attorney on this issue; (2) the Treasurer makes a
decision on whether IFCSS is liable to withholdings based on the
investigation specified in (1), and provide the council with a written
certification of his decision; (3)if the Treasurer finds that IFCSS is
liable for withholdings such practice must be carried out and all previous
mistakes must corrected immediately.

     It is further resolved that

     The council authorizes the Committee on Financial Affairs to receive
and approve the said certification from the Treasurer.

Committee on Financial Affairs

     Whereas IFCSS has failed filing returns since 1989, it is resolved that

     (1)The Treasurer must immediately file all returns due and required by
law and pay all penalties due for late filing; (2)the Treasurer must report
in writing to the council weekly on the progress of filing returns until all
returns due are filed and (3)the headquarter is authorized to take full
legal action against any IFCSS officer or previous IFCSS officer who is
responsible to but not cooperate with filing returns.

     Whereas the Fourth Congress budget has not been realized yet, and the
council has charged its chair to call a task force on the Fourth Congress,
and the Congress must be conducted with maximum efficiency to reduce the
spending of the Congress, it is resolved that

     (1)The Chair must present to the council an itemized Congress budget
within twenty (20) days after this resolution is passed; (2)The Chair must
provide to the council in writing whenever he assigns a person to the task
force the task the said person will physically carry out and expense that
will be incured for the said task; and (3)No person should be assigned to
the task force without a definable physical task.

Resolution on IFCSS and May Fourth Foundation (C3049)
Committee on Financial Affairs

     Whereas the financial relationship between IFCSS and May Fourth
Foundation has caused concerns, and any transaction between IFCSS and the
May Fourth Foundation may cause IFCSS to lose its exempt status, and some of
IFCSS's moneys has gone through the May Fourth Foundation without being
checked, and the President has agreed to provide a journal of the account
he asked the May Fourth Foundation to keep for IFCSS, it is resolved that

     (1)The President immediately consult with qualified attorneys on the
issue of the financial relationship between IFCSS and May Fourth Foundation;
(2)the President must make a decision on whether IFCSS should be financially
related with the May Fourth Foundation based on the investigation specified
in (1), and provide the council with a written certification of his decision;
(3)the said journal should be provided to the council immediately; and
(4)financial relationship between IFCSS including all its working committees,
especially the Student's Affairs Committee, and the May Fourth Foundation
must be suspend until the council has received and approved in writing the
said certificate from the President.

     It is further resolved that

     The council authorizes the Committee on Financial Affairs to receive and
approve the said certificate submited by the President.

	Reviewing the final result of IFCSS accounting report of 1993, the
	council found that IFCSS treasurer Ms. Jiang Zuihong's work is   
	conscientious. If any criticism against her during the financial
	inspection of IFCSS Council resulted in her prefessional reputation
	damage, the council of IFCSS express our regret and apologies.

Dear IFCSS Council Members:

     The fifth tm IFCSS Council will have its last teleconference
(also its last official meeting) in the coming weekend. We hope
that in this conference, the Council will have a final review
and assessment of Miss Jiang Zuihong's work as IFCSS's treasurer
in the fourth term and the first half of the fifth term. Considering
the harsh criticism on Jiang's performance by some fifth-term
council members, it is imperative that the Council make a final
judgment. If the Council is satisfied with Jiang's work, please
say so publicly; if the Council believes that the criticism is
unjust, it should take necessary measures to clear miss Jiang's
name and make up for the damages.

     As formal colleagues of miss Jiang in the fourth term,
we speakly highly of Jiang's work ethic, knowledge
ability and her loyalty to IFCSS. Miss Jiang has an accounting
degree and could have gone to bigger firms for higher salaries. But
she agreed to work for IFCSS because she had been a supporter
of IFCSS since its creation and she was delighted to do something
for this organization. Being an organization with insufficient
funds, IFCSS could not pay Miss Jiang well. Miss Jiang worked
as a part-time staff working 20 hours a week for a pay of $900
a month. You won't find another accountant who is willing to
take such a low-pay job! But Jiang accepted the job because
she wanted to help the organization!

     Miss Jiang took her work seriously. She worked more
than 20 hours a week (around 22-23), she was asked to do
other things as well (such as answering the phones), she
installed computer programs to do the bookkeeping, she
handled the financial affairs of 4th term with confidence
and efficiency, and she was part of a working group that
has won applause from the who CSS community. Furthermore,
in the February IFCSS Joint Meeting, CPA Jeff Lin spoke
positively of Jiang's work.

     However, in this term, she has been unduly criticized
by some council members. The range of criticism covers:
mis-management of funds, inadequate bookkeeping, wrong
reporting format, and failure to perform treasurer's duties,
etc.

     Personally, we believe that all these charges are unfounded.
But these charges have been dispatched to networks which can be
accessed by not only U.S. but also world readers. These 
charges have seriously damaged Miss Jiang's personal as well
as professional reputation. It may ruin miss Jiang's career.

     Therefore, the Council MUST have an official decision
in the upcoming teleconference whether those charges are
sound or not. The decision must be delivered to the public
networks and should be able to stand public and professional
challenges.

     If the Council does not satisfy this request, we would
urge miss Jiang and do our best to assist her to seek
justice from higher authorities. Legal action against
those who are responsible may be a good option to
consider.
    
     We are willing to answer questions from the Council.

Dear Council Colleagues:

I support Zhang Feng's effort. For case like CBS news issue, the power of IFCSS 
should be applied. Only by this can we rebuild the image of IFCSS in front the 
public. Here I suggest Zhang Feng take the leadership and we get the whole thing 
move on. Also, please Shao Qing and Songlin who are experts in dealing with 
social issues give their precious opinions.

Subject:Resolution on CBS reporting

	In an rersponse to outcry of the Chinese community over the alleged 
biased report by CBS on the Chinese spying, the IFCSS Council has passed 
a resolution during its quarterly teleconference on May 28, 1994. The 
resolution adopted demands a task force be set up, which includes IFCSS 
Council Members Liu Cheng, Qi Bing, Zhang Feng, Wang Jin and sponsors of the 
bill, Liang Er and Zhou Hongguang, and other council members; IFCSS 
headquarter officers and the CSS activists on the issue. The resolution 
stpulates IFCSS should, along with other Chinese organizations and other 
civil rights and liberty oragnizations, take every means including legal 
actions to address the issue.

	Even before the teleconference, some of the current Task Force 
members had contacted organizations concerned as to the issue. After the 
meeting, the consultation has still continued.

	Regarding the exact text of the Resolution should be available from 
the IFCSS Council Secretary Dong Cheng soon.
