Subject:Resolution on CBS reporting

	In an rersponse to outcry of the Chinese community over the alleged 
biased report by CBS on the Chinese spying, the IFCSS Council has passed 
a resolution during its quarterly teleconference on May 28, 1994. The 
resolution adopted demands a task force be set up, which includes IFCSS 
Council Members Liu Cheng, Qi Bing, Zhang Feng, Wang Jin and sponsors of the 
bill, Liang Er and Zhou Hongguang, and other council members; IFCSS 
headquarter officers and the CSS activists on the issue. The resolution 
stpulates IFCSS should, along with other Chinese organizations and other 
civil rights and liberty oragnizations, take every means including legal 
actions to address the issue.

	Even before the teleconference, some of the current Task Force 
members had contacted organizations concerned as to the issue. After the 
meeting, the consultation has still continued.

	Regarding the exact text of the Resolution should be available from 
the IFCSS Council Secretary Dong Cheng soon.

The Chinese community in Atlanta, GA will have protest rally in front of the
Occidental Grant Hotel at 11:00AM on Friday, June 10, 1994.  This rally is 
to
protest to the Emperor of Japan that:

1. The Japanese government should acknowledge its atrocity during the war
   against China.

2. The Japanese government should formally apologize to the Chinese people 
for
   their invasion of China.

3. The Japanese government should not try to alter the history of this 
tragic
   event.  Some Japanese leaders said even as recently as last month that
   Japan's war against China was not anaggressive war, the Nanjing massacre 
was
   a fiction, and that the Japanese soldiers were brave and compassionate
   during that war.  All of these are profound lies.

	Ever since Mr. Zhou Wei, a CSS working at Emory University 
contacted CND about the above matter,  and CND-US Editor Liu Chengyuan 
called me for confirmatin and further information, I have kept in touch with 
Zhou Wei and closely followed the development of the issue. Though we 
have some evidence about such incidents in which some CSS were rejected for 
obatining Georgia's drivers' license, we need further 
evidence and consultation. 

	After my discussion with Zhou Wei, we deem that we need those victims 
who have been denied for driving privilege because of the newly effected 
law in Geogia to help us to gather further evidence. After our talk 
last night, Zhou Wei posted the following message to Emory Chinese 
Student and Scholar Union net:

	"If you wanted to get Driver's license test and your application was 
turned down by Department of Public Safety, please contact me as soon as 
possible.  A reporter from Atlanta Journal Constitution wants to talk to 
you."

Subj:	Development on Georgia's driver's license


	The International Students and Scholars Office at Emory University 
has taken steps to address the problem with newly implemented drivers 
license procedures with the Georgia Driver's License Office. According to 
Dean Lelia Crawford, Director of the Office and the International 
Advisor, the problem might had started when the the Georgia Driver's 
License Office (GDLO) revised the procedures to obtain a Georgia driver's 
license under the recently passed an act regarding drving previlege by the 
Georgia General Assembly. The GDLO has apprantly overlooked the 
international students and scholars who hold F-1 or J-1 visa residing in 
Georgia and did not include I-20 and relevant documentations as 
equaivelant identification papers as the Permenant Resident Cards. This 
seems reflect the lack of the knowledge of the visa and the color of law 
with GDLO.

	Dean Crawford also revealed that administrators and regents at 
the public schools in Georgia have also noticed same problem and 
reported to the Board of Educations.

	Now the International Office at Emory has been in consultation with 
the Emory legal consel. Dean Crawford is optimitic that the issue would 
be corrected a shortest possible time.

	CSS at Emory are following the development closely and actively getting 
involved.

4.  Which of the evenings will be available to schedule these sessions?

	As to a workshop on how to help CSS start small business, I have 
located an ideal speaker Ms. Sally Charles, who is the Director of Small 
Business Institute of the University System of Georgia and Consultant at 
Small Business Development Center at Kennesaw State College in Atlanta. 
Ms Charles holds MBA and is a seasoned consultant on small business 
development. She has conducted numerous workshops on small business 
across the country and has volunteered to run a workwhop for the Chinese 
Business Association of Atlanta free of charge. I attended the workshop 
and have found that her presentation is informative, concise and 
interesting. It is very helpful for Chinese students and scholars who 
want to start their own small business. 

	I introduced IFCSS to her and she has expressed her enthusastic 
willingness to conduct a workshop on coming 6da for free. All we have to 
do is to send her formal invitation and pay her travel expense as an 
invitd guest. If you need further information about her, please let me 
know or you may call the Small Business Institute at 404/423-6450 or fax 
404/423-6564.

of Emoloyment may be written by the student or scholar's immediate 
superior and the signature should be notorized. As the those students who 
are not empolyed by their university or college, the issue is still 
pending to be resolved.
	
	Accoding to Dean Lelia Crawford, Director of the International 
Students and Scholars Office at Emory University, the Board of Regents 
which oversees the insititutions of higher learning in Georgia has 
contacted the State Attorney-General's Office on the driver license 
obtaing problem.

	We, the CSS in Georgia are following the development closely and 
actively getting involved. If you continue to have difficulty in 
obtaining a Georgia driver license due to the new procedures set by  
the the Georgia Drivers License Office (GDLO) or if you have any 
comments or suggestions, please contact us.

Subject:Impletementing the Resolution on Reimbursing Bai Yan's
          Air Ticket

Mr. Lin:

	As per the telephone converssation between you and I on June 17, 1994, 
you indicated that you did not know where Bai Yan's Air Ticket was. I 
have just faxed a copy of the ticket to you today to remind you that 
the air ticket should be with my reimbursement receipts which you 
recieved from Ding Yungui. 

	On June 17, I also spoked with Cheng Dong about the Minutes of 
Meeting of the latest teleconference, in which the Resolution was adopted. 
Cheng Dong said that he would furnish you with the resolution as soon as 
possible.

	Please proceed the reimbursement of Bai Yan's ticket as soon as 
possible. Let's bring an early end to this dragged-on ordeal now. If you 
have any questions, please let me know.
