The Resolution on the Later-Comers' concerns about possible hurt because of CSPA by Wang Jing/Zhang Feng Whereas all the CSS community consider CSPA as a great achievement. Whereas in the process of CSPA writing, there is little attention paid to those Fellow Chinese Students who came United States after April 11m, 1990. Whereas after CSPA Implementation began, interests conflict between Late Arriving Dependents (LADs) and Late Arriving Students (LASs) become a bad sign for both organization and CSS community. Be it resolved: (1) Being an organization on behalf of the whole CSS, IFCSS HQ should compose a comprehensive fact-based report on all the issues of CSPA as soon as possible. (2) It's IFCSS's liability and obligation to provide fair opportunities to the whole CSS community. If CSPA really hurt the interests of LASs after some periods of CSPA Implementation, IFCSS HQ should show its favorites and sympathy towards LASs on this interests conflict issue and work on reducing any possible hurt. (3) IFCSS HQ should assign one person (one from 4 full time) as the coordinator with NCO to monitor the latest CSPA situation, to keep all CSS especially Later-comers informed by up-date official information.
