Proposal for Setting Up ~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~ by IFCSS New Comers Working Committee (02/15/94) approved by IFCSS HQ, President Lin Changsheng (02/18/94) New Comers (NCs) refer to Chinese students and scholars who came to the United States after April 11th, 1990 with a valid visa (F-1, J-1 or H-1). It is well noticed that many NCs have fewer opportunities to access various supporting funds (of U.S.) to participate academic conferences and present papers, while these academic activities are crucial for the career of NCs. With the consideration, the IFCSS New Comers Working Committee hereby propose to set up the IFCSS NCs Academic Fund. Its purpose is to encourage NCs actively participate academic conferences. IFCSS should allocate initial funding of $2,000. Consecutive funding at the same level is strongly recommended. IFCSS New Comers Working Committee will further seek donations and endowments through various channels. IFCSS New Comers Working Committee is responsible for the regular manage- ment of the proposed fund, its duties including post announcement period- ically; accept and evaluate applications; calculate and authorize the partial reimbursements. Every NCs with accepted letter of submitted academic paper to conference is eligible for the financial aid application. The applicant should prepare his/her resume, one reference letter among others before make his/her formal application. Evidences for showing that the applicant indeed make the trip is required. The deadline for financial aid application is 15th of every month. However, the Working Committee will not accept any applications that the conference held one and half month ago. The applicant must show sufficient evdence that those expenses haven't been covered by other sources. The minimum expense should exceed $100 to be considered for financial aid application. If the total applied expense doesn't exceed two times of the monthly allocation of the fund (MAF) (MAF is a fixed number, it's determined by the Working Committee at the beginning of every fiscal year), then every valid applicant will get 50% reimbursement of the qualified expense. However, the fund will only pay up to $400 (maximum) partial reimbursement. If the total applied amount exceed two times of MAF, then every valid applicant will get a percentage reimbursement of the qualified expense according to the following formula: MAF/[total applied amount] The unused MAF will be reallocated among the rest of the months in the same fiscal year by average. The same principal applied when there's a residual fund at the end of every fiscal year.
