Report No. MM-806 MASS MEDIA ACTION February 25, 1994

FCC RENEWS THE LICENSE OF KAME-TV, RENO, NV, FOR A SHORT TERM
WITH REPORTING CONDITIONS; ISSUES NAL FOR $18,750

The Commission has granted the renewal application of Page
Enterprises, Inc., licensee of KAME-TV, Reno, NV, for a short term
(ending October 1, 1996) subject to reporting conditions and a
Notice of Apparent Liability (NAL) for $18,750 for Equal Employment
Opportunity (EEO) rule violations.

The NAACP and LULAC (League of United Latin American Citizens)
filed petitions to deny against the renewal application, alleging
that the licensee's EEO program raised concerns.

The petitioners requested that the Commission investigate
Page's EEO performance, designate the application for hearing, and
deny the application. Subsequently, the NAACP, LULAC, Page and
Ellis Communications, Inc., proposed assignee of KAME-TV, filed a
Joint request for approval of settlement agreement requesting
approval of the agreement, dismissal of the petition to deny and
grant of the station's license.

The FCC found that the agreement complied with its rules and
policies and approved the agreement.

Action by the Commission February 24, 1994, by Memorandum
Opinion and Order and Notice of Apparent Liability (FCC 94-43).
Chairman Hundt and Commissioner Barrett, with Commissioner Quello
concurring in the result.
