Headlines .............................................................. 14 ------------------------------------------------------------------------------- [1] CBS-IC had complained to Secretary of Defense William Perry, and has received reply letter from DIA. In this letter, the original source of CBS incident, Mr. Eftimiades, was discredited as representative of DIA, and the premise of all Chinese people in the United States are possible spies, is regarded as totally unwarranted and highly inflammatory. [2] In its recent report on swimming WC and Chinese women swimmer, CBS did have a balanced view from Chinese Coach. Last Sunday, New York Times made a report on the Chinese National Day Parade and changed its caption from "New York's Chinatown Celebrates Communist China" to "New York's Chinatown's Celebrate Parade". They show the media are getting sensitive now. These should be viewed as our achievements as we have been fighting with CBS. Only when we have made strong voices, can we be heard. No one wants to get into trouble with a story. For CNN, when they found themselves were under fire, them backed off in time. For CBS, they have to be careful from now on. Reply Letter from Defense Intelligence Agency .......................... 36 ------------------------------------------------------------------------------ U-5932/PSP 20 September 1994 Mr. Lin Huang National Coordinator CBS Incident Committee I am replying on behalf of Lieutenant General Clapper, Director of the Defense Intelligence Agency, to your letter of September 6 to Secretary of Defense William Perry, in which you inquired about Mr. Nicholas Eftimiades. Mr. Eftimiades wrote his book, Chinese Intelligence operations, at home, using his own resources. He conducted his research using his own funds. His research included only publicly available sources, persons as well as documents. Again, I must emphasize that what he wrote is his own work and is not a product of the Defense Intelligence Agency. Mr. Eftimiades obtained clearance for public release of the manuscript of his book in 1992 from the office of the Assistant Secretary of Defense (Public Affairs) in accordance with the Department of Defense and DIA requirements. This clearance was given with the caveat that the views expressed in the manuscript were those of the author and did not reflect the official policy of the Department of Defense or the US Government. That remains the same. At the behest of his publisher, the Naval Institute Press, Mr. Eftimiades has given a series of media interviews to publicize his book. He has conducted these interviews on his own off-duty time in his capacity as a private author and not as a representative of the Defense Intelligence Agency. Mr. Eftimiades has made no substantive claim or statement in these interviews that is not included in his cleared book. Since Mr. Eftimiades has been acting as a private individual in meeting with the media to discuss his previously-cleared manuscript, DIA and DoD regulations do not require that he obtain prior permission for media interviews. The Defense Intelligence Agency is unable to comment on the factual nature or accuracy of Mr. Eftimiades's book. It is a product of private research using open sources. Due to the nature of the classified Intelligence sources and methods upon which DIA in large part relies, we do not as a matter of police make public comment on the accuracy of open-source or unofficial publications. To do so could also be perceived as action by an agency of US Government to further or retard the commercial success of a private for-profit venture. DIA has neither endorsed nor criticized the book and has no plans to do either. Regulations of this agency and the Department of Defense permit as well as proscribe certain activities. Mr. Eftimiades has adhered to these regulations and has engaged in wholly permissible activities. His activities with the media have been in accordance with the policies of DIA and the Department of Defense. We quite agree with you that the premise that all Chinese people in the United States, regardless of whether they are U.S. citizens, are possible spies of the People's Republic of China, is totally unwarranted and highly inflammatory. We share your concern that some members of the media may distort or exaggerate certain information or interpret it wrongly. I hope this reply serves to further your understanding of this matter. Media are getting sensitive now ....................................... 104 ------------------------------------------------------------------------------ I was very angered by the report that allegating drug abuse by Chinese woman team. If there is a case, they should prove it, not allege it. It becomes a fashion that every thing related with Chinese should be sensationalized, otherwise it does not make the news sell. In the latest edtion of Time, the illegals costs 2 billion each year - but that is only one side of the story. Some one comes out with net contribution to U.S. economy by illegals at 25 to 30 billion by the surplus of property and income tax. CNN did not want to mention the surplus thing, but the negative thing, then picked up a handful Chinese for the responsible. Well, this women swimmers story shows the media are getting sensitive now. Last Sunday, New York Times made a report on the Chinese National Day Parade. In its caption, it reads "New York's Chinatown Celebrates Communist China". One reporter of NYC saw this caption and then called the Editorial Board at once. She warned the NYT could be sued since this caption means all Chinese who took part in could be Communists, and that was not true. So, the later edition came out as "New York's Chinatown's Celebrate Parade". I think, these should be viewed as our achievements as we have been fighting with CBS. Only when we have made strong voices, can we be heard. No one wants to get into trouble with a story. For CNN, when they found themselves were under fire, them backed off in time. For CBS, they want to keep their face this time, but next time they have to be careful. It is exhuating to fight all those ill-intended stories, but if the results are that those media will learn a lesson and keep themselves in line, then we have something to Cheer.
