We appreciate very much your kind response. However, Chief Lenker's letter just restated your view points that we have already understood and our letter was intended to be a follow-up to those view points. We have raised very specific questions and requests in our letter. Could you please re-examine the letter and kindly consider them. For your convenience, let me put our questions and requests bellow. 1. Since the receptionist at your agency refuses to let us contact Mr. Eftimiades about the matter, we, as a concerned group, wish General's office could help us to build the communication with Mr. Eftimiades, so we can have the opportunity to discuss with Mr. Eftimiades the mistakes he made in the name of a DIA agent and in his book, and to improve mutual understanding. 2. Since Mr. Eftimiades has allowed himself to be constantly referred to by the media as an agent from Defense Intelligence Agency to advance his personal agenda (as CBS News crew has confirmed to us when we met), we hope the agency could look into the matter and consider its appropriateness. If an investigation of ethics violations has been conducted, would you please advise us what has been examined and what conclusions have been made. A copy of the written report in that regard will be very helpful if it is not confidential. 3. We understand that the DIA can not possibly authorize Mr. Eftimiades' public appearances, but the public will perceive Mr. Eftimiades as an "insider" of the agency in the name of an active agent, and having access to internal top secret information which led him to his unsubstantiated conclusions. We hope the Defense Intelligence Agency would clear the misunderstanding to the mass media and the American public and present your stand on comments by Mr. Eftimiades attacking the U.S. government policies as "unseen, unspoken but real and deliberate reluctance" "to bang on China." 4. Given the existence of many mistakes in the book, and distortions in Mr. Eftimiades' public interviews, both intentional and unintentional on his part, we hope the Defense Intelligence Agency would create a guideline for its employees in public appearances and private conducts to prevent anyone from taking advantage of the Agency for personal gains. As we now understand from your correspondent that, as a matter of fact, Mr. Eftimiades acts as a private citizen, and had done all the book writing procedure with his own fund, time, and resources. And above all, all the resources are OPENLY available. You have concluded, based upon the aforementioned claim, your agency has nothing to do with this private, profit-oriented venture, and as a matter of fact, you are NOT going to do anything to promote or retard such an action. However, I beg to differ between being a private citizen and at the same time an employee of your agency, and being an ordinary citizen without any affiliation with intelligence agencies. My colleagues and I are all private citizens, and all of us are using our own time, fund, and resources. All of our resources are publicly available and thus need no clearance from any intelligence agencies. In fact, we have revisited the very same documents Mr. Eftimiades had cited in his book and his interviews with the media, and we have total different interpretations, even as subtle as the mere quoted numbers. Based on the same document, we have concluded that Mr. Eftimiades has grossly mis-interpreted and exaggerated facts, and come up with a totally different story. Yet, all the reputable news agencies, such as CBS, Associated Press and Wall Street Journal all took Mr. Eftimiades as the established facts and truth, while our report has been rejected by even a minority newspaper based on the reason that our conclusion is contradictory to Mr. Eftimiades' story. The only reason here, is that your agency's name made the difference! Your agency's name makes Mr. Eftimiades creditable whatever he says, unless he is challenged by you. For the public perceive that as an insider of your agency, Mr. Eftimiades knows much more than a mere private citizen. Even he does not cite ANY source, he is credited by the fact that he is an employee of your agency. His citing publicly available resource, even without exaggeration on his part, still indicates a institutional favor toward the view-point of the author, and that institution is, in fact, the Defense Intelligence Agency. We understand your point of view not to promote or retard a private venture. But actually, keep a distance from this incident ONLY promotes the totally unjustifiable insult and damage on an ethnic group, and retard the personal well being and integrity of an entire minority people. The CBS Incident Committee, together with Independent Federation of Chinese Students and Scholars, Committee of 100, Organization of Chinese Americans, Asian American Journalist Association and Asian Pacific American Bar Association have protested and demanded an apology on the air and a retraction from CBS. During the course of events, we also wrote to you to voice our grave concern and received your sympathy and support. We appreciate it very much that the U.S. Commission on Civil Rights has written to CBS to sensitize the network with the issue. On October 21st, CBS issued a statement to express a sense of apology for the incorrect impression its report has left. Even though we feel that the statement on the part of CBS falls short of fully apologizing for the damages their report may have done, we welcome the gesture and view it as a positive step toward mutual respect and understanding. Also, we believe without your support, it could not have happened so soon. CBS incident struck a common cord in our heart--that is--one should be sensitive to the feelings of a particular ethnic group and should value the racial harmony which is the very basis of this country. We believe we have done the right thing in bringing up the issue and we want to thank you for your work in this regard. We are still working on the issue of Mr. Eftimiades. The DIA has openly discredited him as an expert on China affairs, but the CBS News crew has confirmed to us that he did claim himself the otherwise. Lately he refuses to answer phone calls from us and even from the CBS. We wish the Commission on Civil Rights could look into this matter. For instance, it is unclear whether Mr. Eftimiades violated government ethics codes in using the name of a government intelligent agent to pursue his own personal fame and fortune. Since our investigation team has uncovered numerous deliberate exaggerations and fabrications in Mr. Eftimiades' book, we are also questioning that if it is appropriate that a Federal government agency like DIA should allow this kind of highly inflammatory, biased and profit-only material to go to the public retarding the well-being and civil rights of an entire minority group.
