Box 161588 Cupertino, CA 95016-1588 SDC Hotline: (408) 534-1868 Jiang Zemin, president of the People's Republic of China and General Secretary of the Communist Party, will visit the U.S., meeting with President Clinton at the APEC Conference in Seattle on Nov. 19-23, and will also visit San Francisco and meet with Mayor Frank Jordan on Nov. 17-18. Jiang Zemin stood on the same side with the bloodstained Communist killers of the Chinese people at the Tiananmen Square in June 1989. In April that year he, while mayor of Shanghai, stopped a commemoration of the death of liberal General Secretary Hu Yaobang by the Shanghai intellectuals, and closed down their influential, liberal magazine, the "World Economic Herald". This act of repression ingratiated him to the hardline leadership of the Communist Party in Beijing, and he was secretly promoted and summoned to Beijing a month prior to the Massacre. He surely participated in the planning, decision and execution of the infamous Massacre while behind the scenes in Beijing, and as reward for his efforts, Jiang was officially promoted to Party General Secretary a few weeks after the Massacre. Repression of the Chinese people's democratic and human rights have continued unabated from June 1989 to this day. Only two months ago, Fu Shenqi in Shanghai was imprisoned for three years merely for talking to foreign journalists, and free labor unionist Han Dongfang was denied return to his homeland China after a brief trip outside China, during which he met President Clinton, which was even seized upon as one of the "crimes" he committed while abroad. At that same time, China also threatened to ignore international treaty and take over Hong Kong prior to the scheduled date of June 30, 1997, if the present U.K.-Hong Kong government were to dare to hold more democratic elections. We urge Presidnet Clinton to be firm in negotiations with Jiang Zemin, in demanding that human rights conditions be greatly improved in China. Mr. Clinton issued an executive order last June tying China's Most Favorable Nation trading status with the U.S. to China's human rights improvements. Clinton administration officials, including Secretary of State Warren Christopher, have repeatedly stated that at present, China's human rights conditions are dismal and show little improvement, and if they do not improve greatly in the next six months, the Administration will not recommend renewing the favorable trading status for China next June. We completely agree with that assessment, and urge Mr. Clinton to firmly put this point across to Mr. Jiang. A replica of the Statue of Democracy, an enduring symbol of the Chinese people's yearning for freedom and democracy in June 1989 that was toppled by Chinese tanks, is scheduled to open in Chinatown in San Francisco soon. The PRC Government has expressed fierce opposition to the Statue and even threatened the city of San Francisco with reprisals if it is erected as scheduled.
