HQ NR #60016: Statement on CBS News' Apology to Chinese Community .... 46 ---------------------------------------------------------------------------- From: IFCSS HQ 10/28/94 Statement on CBS News' Apology to Chinese Community IFCSS October 24, 1994 On October 21, 1994, CBS Evening News Anchorwoman Connie Chung redressed the issue of the CBS News program "Eye on America" of May 19, 1994, which portraited every member of Chinese community as a potential spy for China. We recognize the sincerity and courage of the CBS Evening News crew in making this effort of remedy. Our protest against CBS News for its May 19 program is therefore concluded. This is a very significant development for the Chinese community in this country since for the first time a major media network has responded to the concerns of our community with an open-air apology. It is a clear victory for our community, which demonstrates that when we speak up with a unified voice, we CAN make a difference. The civil rights of a minority group is not only for the sake of that group. When the voice of a minority group could be heard through major media, like what happened in this case, it is one important protection for the civil rights of everyone in the society. As the national Chinese organization which first protested the May 19 CBS program, IFCSS has been standing firmly behind the CBS Incident Committee, because we believe that silence could only make Chinese community more vulnerable against further damages. As an organization representing the community of Chinese students and scholars in the US, IFCSS will continue to work for the protection of the rights of our community members. I would like to take this opportunity to thank all the people who have worked for making this success a reality. It is beyond dispute that the most outstanding work is done by the members of the CBS Incident Committee. There are thousands of Chinese students and scholars wrote or signed the protest letters. There are many more in our community who have shared the concerns and showed support. The support and collaboration of Chinese community organizations are critical in demonstrating the unity of Chinese community on the issue. I would like to mention in particular that the cooperation with Organization of Chinese Americans and Committee of 100 throughout the whole process has been very fruitful. LUO Ning (Signed) President, IFCSS ================= <<<<< Electronic Press Conference >>>>> ================== 2. HQ NR #60017: IFCSS Never Endorsed Solicitation ...................... 20 ---------------------------------------------------------------------------- From: IFCSS HQ 10/28/94 Recently it came to our attention that a considerable number of attorneys or agents approached Chinese students in different states to offer services to help them file application for or obtain Canadian permanent residency for a not insignificant fee. One of them, a Ms. May X. Wu, who introduced herself as a legal consultant practicing in New York city, has allegedly contacted (by phone or in person) students in at least 40 campuses to promote her service. We learned, to our alarm, that she has at her disposal a directory of the delegates to one of IFCSS' past conventions. To avoid any unwanted legal consequence, IFCSS feels obligated to make the following clarification to caution the public: as of today we have never authorized any individual or company to approach any Chinese student and scholar on any campus to solicit perspective clients, nor have we referred anyone or any organization in our community to those who claim to specialize in providing such services. Thank you for your attention. ================= <<<<< Electronic Press Conference >>>>> ================== 3. HQ NR #60018: Personnel Appointment (II) ............................. 23 ---------------------------------------------------------------------------- From: IFCSS HQ 10/29/94 The President of IFCSS, Dr. Ning Luo, has invited the following local Chinese student leaders as the President Counsellors: Mr. Yu, Hongjian, president of CSSA, UCLA Mr. Yu, Weiping, formal president of CIU, U. of Wisconsin, Madison Mr. Shen, Zhong, president of CSSA, Duke Univ. Mr. Ren, Huan, president of CSSA, UC Berkeley Dr. Ning Luo greatly appreciates that they have accepted the invitation and agreed to counsel him on important issues. He is planning to invite some more counsellors from local CSSA leaders. ---------------- The President of IFCSS, Dr. Ning Luo, has made the following appointments: (1) Dr. Yuan, Wei, as Assistant to President on Chinese community and media affairs (2) Dr. Ding, Yungui, as Assistant to President on electronic network communications ====================== <<<<< Together We Can >>>>> ========================= 4. A Successful First Step in the Long Journey .......................... 80 ---------------------------------------------------------------------------- From: IFCSS HQ 10/28/94 By: LUO Ning, IFCSS President Although the American media have been very careful in general issues regarding to Jewish or African-American people, they have rarely shown sensitivity toward Asian people. The open-air apology of the CBS News on May 21 is therefore viewed naturally as a very significant development, especially to Chinese community, which has traditionally quite passive toward the negative imaging of the media. The success achieved in protest against the May 19 CBS program is even more outstanding because it was started and sustained by a group of volunteers with very limited resources. The members of the CBS Incident Committee have worked for months in conducting research and expanding network of support in their after-work times. They have also used their own money in making long-distance phone calls, sending FAX messages, and traveling to New York City to meet the CBS News people. When many had doubts at the beginning about what could be achieved with this campaign, it was they who took the courage to organize together, put themselves on the spot, and got down to work. When many had lost hope or patience after the first waves of protest, it was they who emerged out from their research work with solid evidences which showed that the May 19 CBS program was not done professionally and could not back up many of its claims, which in turn persuaded many other fellow organizations and civil rights agencies to listen to our concerns and join force with us. They have won the respect of many organizations, agencies and individuals with the devotion to and the quality of their work. They have formed a center of a network, in which many Chinese community organizations have come together and worked coherently. Because of the outstanding work done by them and others, we could now proudly proclaim that: The mission is accomplished! However, at this moment of jubilance, we must keep a clear mind and realize that this is only the first step in the journey. We still have a long way to go. The Chinese community in the United States has a long history of being victimized by prejudices, stereotypes and racial discriminations. From the Chinese Exclusion Act to the death of Vincent Chin, Chinese people in this country have been persistently kept as "foreign" by many. No one but ourselves can change this. We can only change it by activism. The success of protesting CBS News has demonstrated that defeatism is false. IFCSS has established a Civil Rights Working Committee (CRWC), headed by Mr. Huang Lin, early this month. The major objectives of the CRWC are: (1) Working together with the CBS Incident Committee to document all the proceedings of the protest against CBS News in the past five months. The experiences learned in this episode should become a permanent treasure of our community and should be made readily retrievable for later reference whenever the need arises. (2) Reaching out to other Chinese community organizations and civil rights organizations or agencies. Without a coherent collective action, little can be achieved. (3) Building up a watch-dog network gradually, in collaboration with other Chinese community organizations, in order to be able to alert quickly our community about any defamation or racial discrimination actions taken by organizations or individuals. I would greatly appreciate your support to the work of the CRWC by joining its working team, making suggestions as what organizations/agencies to contact, or sending donations to: IFCSS/ Civil Rights Fund 733 15th Street, NW, Suite 440 Washington, DC 20005 The use of the fund is strictly within the aforementioned objectives. Together, we CAN make difference! LUO Ning (Signed) President, IFCSS ======================= <<<<< Together We Can >>>>> ======================== 5. 2nd Quarter Students Activity Funds Allocated to Local Campuses ..... 119 ---------------------------------------------------------------------------- From: IFCSS HQ 10/27/94 The IFCSS medical insurance program is the only low-premium and not-for-profit insurance program available to the CSS community today. Each quarter the headquarters allocates up to 40% of the revenue it generates to local CSS associations across the country. We wish to see these activity funds used to help promote students activities on local campuses and communities, and at the same time, facilitate the links between the IFCSS Headquarters and its grassroot organizations. Another important feature of the IFCSS insurance program is that it is stable and very well managed. It has been on market for more than four years, and has earned excellent reputation since its inception. While some other plans with equally attractive low premium have yet to demonstrate whether they are immune to the volatile, high-cost health care industry, being still at the high risk points of their learning curve, our plan has a proven record of steady growth in terms of both enrollment figure and popularity. The schools or universities listed below are those whose number of enrollment was or has exceeded 10 during the months of April, May and June, 1994. The enrollment number on each campus changes from month to month, as the insurance program itself experiences low and high seasons. All of us certainly expect to keep the number at its all-time high, which would benefit local campuses and contribute to the financial well-being of IFCSS as well. Therefore, we ask all of local CSS associations to make harder efforts to promote IFCSS insurance program, as some have already done with great success. If you find your campus on the list, please remind the leaders of your association to fill out the application form attached at the end of this message and mail it to us to claim your due. Thank you for your enrollment in the IFCSS insurance program, and thank you for your invaluable support of IFCSS. Response to Quote of SCC Messages (3 Items) .......................... 66 ---------------------------------------------------------------------------- Collected and Abridged by: PressDesk [PressDesk Note: According to the HQ, IFCSS in the past did receive donations from various sources including some of Taiwan's. However, the speculation that IFCSS is receiving money from the Chinese government is absolutely FALSE.] (1) From: (THE Wizard) Dear editor, Could you please explain to me what is the intention of the following quotes? There're hundreds' of junk mails in scc, I could not understand why it [mail (2)] is quoted here. If this is just a low life joke, please create a category for it. As many people think "CSS Today" is a serious, offical publishing of IFCSS, I would treat all the articles are endorsed by HQ, unless explicitly said. Or is it ? I wonder what influence from CSS that you expected when you made the dicision. Please think careful when you edit, because what in your hand is the image of IFCSS. Dong Chen a IFCSS fan _ _ _ _ _ _ _ _ _ _ _ _ _ _ _ (2) From: 10/28/94 What is wrong with it? I saw some IFCSS official signed articles in paper said HQ is pro-ccp, and no body thought that was a joke, and no body thought the image of IFCSS was damaged. Just keep consistent, please. Although I did not think those two quotes were worth carrying them, I never mixed them as HQ endorsed. Mi Mi _ _ _ _ _ _ _ _ _ _ _ _ _ _ _ (3) From: 10/29/94 Dear HQ staff and Editor of CSS Today: I feel half-shocked by latest issue of CSS-Today, carrying two messages picked up from scc. I believe both Chen Dong and JiJie have spoken quite clearly on this matter. You guys may want to make this journal as a free forum, and pick up anything you feel appropriate for this journal on your will. However, did you estimate the side-effect of the messages you delivered while editing? I even want to ask whether there is any criteria for picking up free or even annonymous mails and put it on CSS Today? 1. To use IFCSS' semi-official (or not official at all?) journal, to broadcast annonymous mails, is irresponsible and not serious. Can we say, not "professional" on this occasion? (I rarely use this word, before). 2. The messages contained in two mails are misleading and harmful to the interests of the IFCSS; 3. The real intention of CSS Today to carry these two messages, is even more misleading. Even if it is a "free forum", it doesn't mean it is a "rumor forum", which a editor should be responsible for , at least, while the second annonymous mail is simply a rumor. I don't know why, since the sixth term of the IFCSS, annoymous posting is becoming booming; To carry and broadcast annoymous mails by the head-quarter of the IFCSS, and now CSS Today, seems to be become a fashion. If this style can be defined as kind of "Sunshine" operating idea for the IFCSS, advocated and directed in new IFCSS leadership, I am confused, ...and amused!
