A few programs for manipulating Unicode/ISO-10646 text encoded in FSS-UTF (a.k.a. UTF-2 or just UTF): hexutf - convert 4-digit hexadecimal codes in an ASCII file to UTF. unicode - generate a table of UTF-encoded chars. utfascii - convert UTF text to ASCII bitmaps. utfps - convert UTF text to Postscript. Suitable 24-pixel fonts are in ifcss.org:/software/fonts/unicode/. Currently only the Latin-1, CJK Auxilliary and UniHan ranges are handled. You'll also need files from ifcss.org:/software/fonts/HBF/c/hbf.tar.Z for the last two programs.
