There was a study  written a few years ago for NHTSA by Samuel Tignor and 
Davy Warren called something along the lines of "Driver Speed Behavior on 
US streets and Highways" Basically, it says that the speed limits should 
be raised by 10-15 mph. It was reprinted in Car and Driver in 91, but I 
don't remember the month.
