No. It is *only* safer when the cyclist can keep up with traffic. In heavy
traffic in Columbia, MO I road in the middle of the lane. No problem.
Here in the southern California desert that kind of behavoir will get you
killed. Roads are wider. Traffic is comparatively lighter. Traffic on
city streets moves at 60+. I will ride on the right edge, thank you.
A cyclist should ride as safely as possible within the law. If that means
changing strategies to match the conditions than so be it.
