Same here in the Pacific Northwest.  Most signals stay red for a second
after the crossing ones turn red.

I know of one exceptioin near the Seattle Centre.  The lights on the main
road turn green at exactly the same as those on the crossing road turn
red.  You don't want to run the yellow; a lot of people do signal-racing
there!
