So does that mean it is OK for me to go, say, 1mph on a road?

Let me explain why *I* don't like double-file bikes. Take the town I live
in - Charlottesville. Most of the roads are wide and no-passing. The roads
are wide enough such that, if I am behind a bike and wish to pass, I can
pull over a bit and do so, without entering the other lane, without coming
within inches of the bike, and without affecting any cars going in the
opposite direction. 

However, if those bikers are double-file, then I cannot pass (since the
road is marked no-passing.) And even if I could pass, I'd have to wait
for a lack of cars in the opposite direction, etc.

So it's easier for me to pass bikes going single-file.
