IMO, the insurance commissions are "captive" regulatory agencies.
They regulate the insurance companies on behalf of the insurance
companies, not the consumer. In Maryland, when the commission got
uppity and banned gender-based premiums, the insurance companies
showed them who was boss by having the State Court of Appeals overrule them.

Nope, we've got 65mph, though not on any roads I use more than once a month...

81/65 only an $85 speed tax in Ohio. Not bad. Even with the ticket,
I averaged over 70mph on the whole trip... But what happens if you're
caught twice in 12 months?
