I was on the Maine Turnpike just 2 weeks ago and did not experience
any delays due to construction.  There were numerious overpasses in
various stages of repair but no lane closures.  Also some resurfacing
through Portland on I295 but no delays.  If you want to see glaring
examples of lanes blocked off and nothing going on you should try
North Carolina.  They seem to wait until summer to bring out the lane
blocks.  I think they just store them on the road.  Great example
now on I40 westbound near TN line.  Also I26 westbound near Hender-
sonville.
