It's a dumb idea. It starts too far south and there's no way to change it.
I-15 north of Maramar is still a rush hour bottleneck. Better to spend the
money on commuter rail, like the Coaster on the I-5 corridor, and the S.D.
Trolley elsewhere in town.

Factoid: I read that that's the highest bridge on the interstate highway
system, anywhere. It's over 500 feet to the bottom of the gorge. Pretty
amazing they got a bridge in there at all, don't you think?
I drove from San Diego to the east coast (via El Paso) a few years ago, and
I think the hill from El Cajon to Pine Valley on I-8 (40 miles from the coast)
was the highest and steepest on the whole route. It's rugged country. There
are no passes south of Interstate 10 (Palm Springs).
